Role Overview:
- In this role, you will be responsible for identifying business needs and analyzing problems to design and implement digital solutions that meet the needs of citizens, businesses, and public officials. You will collaborate with outsourced, co-sourced, or in-house development teams to ensure the successful delivery of these digital solutions. Additionally, you will advise stakeholders on best practices for using digital technologies and assist in the deployment of these solutions.
Key Responsibilities:
- Partner with business teams to identify citizen and business needs using human-centric, visual methods such as service journeys, and develop corresponding business cases.
- Collaborate with client and business project teams to create user stories, functional and technical specifications, and acceptance criteria.
- Evaluate and recommend appropriate technologies in alignment with client’s technology directions (e.g., cloud-based solutions, enterprise architecture, modernization of legacy systems, adoption of SG Tech Stack).
- Select and apply the suitable development methodology (e.g., Agile or Waterfall) for outsourced, co-sourced, or in-house development environments.
- Plan, review, and conduct testing and data conversion to ensure compliance with specifications.
- Ensure system or product readiness for smooth deployment, adoption, and ongoing operations.
- Analyze the impact of requested changes, propose improvements to address evolving business needs, and work with the support team to resolve technical issues during the Operations & Maintenance phase.
Required Experience and Skills:
- Degree or Diploma in Computer Science, Information Systems, Infocomm Technology, Computer or Electronics Engineering, or a related field.
- At least 3 years of experience for a Consultant role and 5 years for a Senior Consultant role.
- Experience in at least one full software or product development cycle, preferably using Agile Methodology.
- Proven expertise in IT business analysis, application solutioning and design, and testing.
- Strong understanding of customer/user experience, design thinking, user story mapping, and digital product lifecycle management.
- Excellent analytical, conceptualization, and problem-solving skills.
- Strong communication skills, both verbal and written, with the ability to pitch ideas and influence stakeholders.
- A proactive and motivated individual with a strong ability to learn and apply new knowledge.
- Knowledge of or experience in implementing projects in at least one of the following areas: Data Analytics, Agile Methodologies, Internet and Mobile Technologies, Customer Relationship Management, Knowledge Management, Service Design, Cloud Solutions.
- Previous development or consulting experience is preferable.
