Job Scope :
Pre-vetting for SIRE Inspections:
• Ensure HSEQ team complete pre-vetting for SIRE Inspection, all findings to be closed by Marine/Technical Dept accordingly

Risk Assessment and Management:
• Conducting risk assessments for various operations and activities related to shipping, identifying potential hazards, and implementing measures to mitigate risks to ensure the safety of personnel, vessels, and cargo.

Compliance Monitoring:
• Monitoring compliance with relevant health, safety, environmental, and quality regulations, standards, and certifications such as ISM (International Safety Management) Code, ISO standards, and flag state regulations.
• Advise on changes in legislation and/or Industry Best Practices and submit recommendations for approval.

Training and Education:
• Developing and delivering training programs to employees (office personnel) and crew members on health, safety, environmental awareness, and quality management systems. This includes emergency response training, safety drills, and pollution prevention measures.
• Planning and organising Safety Seminar annual for officer personnel and Shipboard personnel.
• Chief editor for all safety circulars and newsletters.

Incident Investigation and Reporting:
• Investigating accidents, incidents, near misses, and environmental spills, identifying root causes, and implementing corrective and preventive actions to prevent recurrence. Reporting incidents to relevant authorities as required by regulations.

Emergency Response Planning:
• Developing and maintaining emergency response plans for various scenarios such as oil spills, fire, collision, grounding, and medical emergencies. Ensuring that crew members are trained and prepared to respond effectively to emergencies.

Environmental Management:
• Implementing measures to minimize the environmental impact of shipping operations, including waste management, ballast water management, emissions control, and compliance with international conventions such as MARPOL (International Convention for the Prevention of Pollution from Ships).

Quality Assurance and Continuous Improvement:
• Implementing quality management systems to ensure the delivery of high-quality services with safety as the top priority.
• Continuously monitoring processes, conducting audits, and identifying opportunities for improvement.
• Review and Updating of Company’s SMS Manuals.

Supplier and Contractor Management:
• Assessing the health, safety, environmental, and quality performance of suppliers and contractors, and ensuring that they comply with relevant standards and regulations.

Audit Management:
• Schedule and Management of company Document of compliance Audit/Tankers Self-Assessment Audit/ISO Audit/ or any internal or external audit without any major findings.
• Plan and schedule for ISM/ISPS audit shipboard.
• TMSA element 8,9,10 and 11.

Stakeholder Engagement:
• Engaging with internal and external stakeholders including regulatory authorities, customers, suppliers, and industry associations to promote a culture of health, safety, environmental stewardship, and quality excellence.
• Lead and conduct Company Safety meeting.

Documentation and Record Keeping:
• Maintaining accurate records of HSEQ activities, incidents, audits, inspections, and compliance documentation for internal purposes and regulatory reporting.

Budgeting and Resource Management:
• Developing and managing the HSEQ department budget, allocating resources effectively, and prioritizing initiatives based on risk and regulatory requirements.

Performance Monitoring and Reporting:
• Establishing key performance indicators (KPIs) to monitor HSEQ performance, analyzing data to identify trends and areas for improvement for both fleet and office, and reporting to senior management on a regular basis.
• Monitoring, promoting and analysing Near Misses / NCR reports from vessels.

Qualification Requirement:
• Certificate of Competency Class 3 (Deck) and seagoing experience as a certified ship officer pursuant to the STCW or amended, OR
• Other formal education combined with not less than five years of experience as Superintendent in ship management operations.
