Role overview
The QEHS Manager’s role is to lead the QEHS department whose purposes are to roll out the health & safety policy and programs of the company, to ensure a reliable environmental reporting (including CO2 and energy) and the compliance with Singapore regulations (from a licensing viewpoint), and to guarantee the effectiveness of the quality system.
Environment and health & safety being the fundamentals of hazardous waste management, the QEHS Manager, together with his team, has a direct impact on the activity, which stretches from the HW treatment operations (on Tuas site) to HW collection at customer’s sites, assisting in business development.
The QEHS Manager is part of the Management Team of the Hazardous Waste business in Singapore and reports to the General Manager. The QEHS Manager interacts actively and transversely with the Group OHS and other functions relevant to environment, health & safety and quality, is involved in the QEHS community, oversees the reporting, guidelines and procedures implementation, etc.
Job Description:
- Manage the QEHS department (including its budget), setting up the objectives of the team members, defining and rolling out the QEHS action plan, monitoring the QEHS KPIs
- Responsible for the compliance with the Singapore regulations including terms of licenses to operate
- Responsible for providing the necessary information in view of the organization's EHS reporting
- Take part of the QEHS community, communicating and implementing organization's Group standards within the HW business in Singapore (for instance, organise the organization Safety Week within the premises of HW plant)
- Responsible for maintaining the Integrated Management System (IMS) up-to-date and for the ISO certifications by interacting transversely and on a regular basis with the other HODs (including, update of SOPs & RAs, organisation of internal audits, follow up of IMS certification audits and any other related responsibility)
- Build a genuine relationship with the HODs in order to deploy in an effective way the safety policy of the company (including but not limited to the following: safety visits, incident reporting & root cause analysis, incident actions tracking, development of BBSO, identification of risks and particularly of High Potential situations)
- Develop a multifaceted and centralised environmental reporting, including CO2 and energy topics with the support of engineering team
- Responsible, together with the Fire Safety Manager (FSM) who is a member of the QEHS department, for the effective deployment of the Emergency Response Plan: submission and approval of the authorities, developing the emergency scenario, training strategy of the CERT, internal communication
- Responsible for the Process Hazard Analysis (PHA) studies carried out within HW business
- Participate in the WSH committee

Job Requirements:
- Degree in Process Safety / Chemical Engineering / QEHS / Environmental Engineering, WSQ Specialist Diploma in Workplace Safety and Health (SDWSH), or related fields
- Minimum 10 years of experience in chemical, refinery, pharmaceutical, power plant or green business;
- Having demonstrated leadership in conducting the change
- Experience in management, but also in transversal management
- High ethical standards at the workplace;
- Results oriented individual with robust process safety management abilities;
- Able to lead a cross-functional team to achieve departmental goal of lean production and operational excellence
- Have the necessary certifications, qualifications and accreditations to carry out this role effectively
