Responsible for overall planning and implementation of effective maintenance of electrical plant and equipment to achieve high reliability and availability in accordance with statutory, regulatory and safety requirement.
Responsobilities:
1. Ensure maintenance work is executed effectively, efficiently and complied with safety and regulatory requirement
• Plan, control, organize, supervise plant and equipment overhaul, inspection, servicing program during plant scheduled outage
• Responsible for effective implementation of maintenance programs and condition monitoring
• Periodic review of condition monitoring program effectiveness for plant and equipment
• Obtain Permit-to-Work (PTW) for maintenance work
• Review, improve, update maintenance practices to be in line with industries best practices
• Review and propose solutions to improve work efficiency and effectiveness
• Guide and make appropriate changes to meet necessity in maintenance work
2. Response and attend to plant failures and forced outages to ensure timely and proper rectification and restoration
• Conduct, review and evaluate root cause findings and propose solutions
• Allocate manpower, equipment, tools, and resources to repair and rectified failure and malfunction
• Follow up on the recommendations of the RCA
3. Modification, upgrading and installation of plant system and equipment where necessary for enhancement, availability, and reliability improvement
• Review and recommend engineering changes
• Review and finalize engineering drawings including implementation schedule that include resources and manpower allocated
• Allocate work tasks, including testing and commissioning of new equipment/system
4. Procurement of parts and services to meet the maintenance needs of the section, including spare parts and external services for routine and breakdown maintenance
• Monitor spare parts and services performance and recommend upgrades when required in carrying out their tasks
• Review and update records of specifications, calling of tender, quotation, and evaluation of offers and make recommendations
• Inspection and approval of supplied equipment and services
5. Contracts management and administration
• Collate challenges faced and solutions by Engineers and Executive Engineers and present to Principal Engineer
• Verify completion and recommend payment
• Review and finalize contractual terms and related matters such as insurances and regulatory requirement
6. Lead and manage a team of technical officers and technicians under his charge
• Continual performance appraisal of staff under his charge
• Leave approval of staff
• Review claim recommendations for overtime, transport, etc.
• Assess and implement ways to improve motivation for staff
7. Provide support to section representation in interfacing with external organization, such SP Power Grid, with regards to Extra High Voltage (EHV) Switch House maintenance or project work
• Strengthen collaborations with external organization with respect to access, Permit-to-Work (PTW), Switching, Isolation, testing and commissioning of equipment and system within the company premises
8. Ensure EHV equipment, such as EHV Switchboards, maintenance work is executed effectively, efficiently and complied with safety and regulatory requirement
• Plan, organize, supervise EHV equipment overhaul, inspection, servicing program during plant scheduled outage
• Coordinate between section and other department of the company, as well as, contractor for the maintenance work
• Develop condition monitoring program for EHV equipment
• Allocate manpower, equipment, tools, and resources to repair and rectified failure and malfunction
• Test, verify, re-commissioned rectified system or equipment
Troubleshoot and analyze root cause of plant failure and outages
9. Provide section’s electrical engineering inputs, specifications, practices, standards, requirements in conjunction with major capital projects of the company
• Produce, review, edit electrical specifications for compliance and implementation
• Review and comment on proposed engineering drawings
• Arrange and coordinate site work, testing and commissioning among various parties
10. Assist the Electrical Manager in overseeing maintenance work of the section as well as management and administrative duties
• Monitoring the maintenance processes, adjusting schedules as needed and overseeing maintenance work, as well as, management and administrative duties to ensure the timeline and performance standards including safety and regulatory requirements are met
Requirements:
• Degree or Diploma in Electrical Engineering recognized by the Professional Engineers Board
• Knowledge of SAP PM & MM modules and MS Office
• Degree: 2 – 8 years of relevant experience; Diploma: 7 – 13 years of relevant experience
• Knowledge of power system protection and testing
• Good knowledge of Singapore electricity market rules
• The offered job grade/designation will be based on candidate’s experience, competencies and skillsets
