The Singapore Centre for Environmental Life Sciences Engineering (SCELSE) is a unique interdisciplinary Research Centre of Excellence (RCE), funded by National Research Foundation, Singapore Ministry of Education, Nanyang Technological University (NTU) and National University of Singapore (NUS). Hosted by NTU in partnership with NUS, SCELSE is linking new insights from the life sciences with expertise from the emerging technologies in engineering and natural sciences to understand, harness and control microbial biofilm communities and microbiomes.

The key job purpose of the Project Manager is to manage aspects of research grants awarded to Principal Investigators including coordination with collaborators, timely delivery of KPIs, oversees the financial aspects of research grants, making sure that the budget is kept and be the key liaison personnel to PIs and collaborators and NTU administration. This role supports research activities and ensure compliance with regulatory requirements, reporting deadlines, and spending restrictions.

Key Responsibilities:

  • Administration of NTU internal systems such as: ARIBA, SAP Concur, Workday, TEAMS, and RISE
  • Planning and raising PI’s travel itineraries, accommodation arrangements.
  • Handle all administrative documents including resumes, emails, endorsing documentations, mailing, contracts, reimbursement claims and tracking lists.
  • Schedule various meetings/interviews/events and booking campus facilities.
  • Orientation and guidance to new hirings on NTU systems and organization structure.
  • Maintaining websites subscriptions and renewals
  • Liaising with appropriate key personnel in submission of project/grant applications which includes reviewing, editing of grant proposals and communicating approved budget.
  • Works closely with internal and external shared services on grant-related matters such as WBS/PID creation, budget allocation and system updates.
  • Provide first-level financial advisory support to PI and researchers in PI’s group
  • Liaise with Finance as required to MOE, funding agencies, University leadership and auditors.
  • Work closely with PIs and HRBPs on manpower hiring related activities.
  • Other ad-hoc duties
  • Conduct lab and facilities tour for guests/new onboardings.
  • Budget monitoring and reporting to PIs.

Overseeing the entire lifecycle of projects which includes:

  • Supporting PIs in budgeting and forecasting,
  • Establish and maintain standard operating procedures (SOPs) to enhance operational and administrative processes.
  • Provide guidance to peers ensuring personnel involved in delivering projects are held accountable for completion of actions on time and to required standards.
  • Facilitate PIs in managing project expectations and progress with various key personnel (eg collaborators, NTU administration, PIs, grantor etc.) via meetings, presentations, and reports
  • Ensure budgets are identified, allocated and managed per project requirements.
  • Closing of projects - data archiving and retention via University system.

Job Requirements:

  • Diploma from any discipline, preferably finance, business administration, or a related field;
  • Minimum 6-8 years of working experience, with 2 years of relevant experience in grant administration or has managed grants at a significant program level, particularly with exposure to government funding, or related field.
  • Possess experience in handling high level grants.
  • Strong understanding of grant administration, regulations, statutory requirements/compliance and best practices, as well as financial management principles and practices.
  • Excellent oral and written communication skills
  • Strong organization and analytical skills
  • Meticulous and pays close attention to details
  • Ability to engage and collaborate with senior leadership
  • Capability to collaborate effectively with individuals of diverse levels of expertise and cultural backgrounds.
  • Excellent problem-solving skills and analytical skills to drive continuous improvement.
  • Evidence of independence in project management is required.
  • Solid experience in corporate compliance & governance
  • Positive team player, adaptable to changes and willing to extend support to fellow colleagues
