Job Overview:

  • The Commissioning Manager will play a critical role in overseeing the full spectrum of commissioning activities for large-scale Oil & Gas projects, with a particular focus on FPSO (Floating Production Storage and Offloading). This leadership position demands a professional with extensive technical expertise, particularly in Instrumentation, Automated Control Systems, and a comprehensive understanding of Electrical, Mechanical, and Leak Testing disciplines. The role involves the management of commissioning engineering preparation, scheduling, execution, and delivery, ensuring alignment with project timelines, stringent Quality Assurance standards, and rigorous HSE guidelines.
  • The successful candidate will be expected to leverage their extensive “hands-on” experience across various phases of project development, from initial engineering through to final operational handover. This role requires exceptional leadership and supervisory skills, a deep technical background, and the ability to manage multidisciplinary teams across diverse geographical locations.

Key Responsibilities:

1. Strategic Commissioning Planning & Execution:

  • Project Commissioning Strategy: Develop and implement comprehensive commissioning strategies for large-scale O&G projects, with a focus on FPSO units, ensuring alignment with overall project objectives, client requirements, and industry best practices.
  • Engineering Integration: Lead the integration of commissioning activities with engineering design, ensuring that all system requirements are met during the transition from construction to operational phases.
  • Commissioning Deliverables: Oversee the preparation of all commissioning deliverables, including HSE procedures, commissioning and start-up sequences, operational test procedures (OTP), and systems completion milestones.
  • Project Scheduling: Develop and maintain detailed commissioning schedules, ensuring that all activities are completed on time, within budget, and to the required quality standards.

2. Technical Leadership & Quality Assurance:

  • Instrumentation & Automated Control Systems Expertise: Serve as the technical authority on instrumentation and automated control systems, ensuring that all related commissioning activities are executed to the highest standards.
  • Multidisciplinary Technical Oversight: Provide technical oversight across a range of disciplines including electrical, mechanical, and leak testing, ensuring that all systems are fully integrated and operational.
  • Quality Assurance: Implement and maintain rigorous quality assurance processes across all commissioning activities, ensuring compliance with international standards (e.g., API, IEC, ISO) and client specifications.

3. Commissioning Execution & Operational Readiness:

  • Pre-commissioning & Commissioning Management: Lead and manage all pre-commissioning and commissioning execution activities, including the setup of completion databases (e.g., ICAPS, Zenator, GoCompletions, PIMS) and the preparation of commissioning procedures.
  • Operational Testing & Start-Up: Oversee the development and execution of operational test procedures, ensuring a smooth and safe start-up, including first oil/gas production. Manage roadmaps for achieving operational readiness.
  • Daily Commissioning Oversight: Provide daily management of commissioning teams, ensuring all activities are progressing according to plan, and that any issues are promptly addressed and resolved.

4. Stakeholder Engagement & Communication:

  • Client Interface: Act as the primary point of contact for all commissioning-related matters, maintaining strong relationships with clients and ensuring that their expectations are met. Lead client meetings, workshops, and clarification sessions.
  • Multistakeholder Coordination: Coordinate with internal teams (engineering, HSE, operations) and external contractors to ensure seamless execution of commissioning activities. Facilitate communication across all project stakeholders.
  • Reporting & Documentation: Prepare and deliver regular reports on commissioning progress, KPIs, and milestones to senior management and clients. Ensure that all commissioning documentation is accurate, up-to-date, and fully compliant with project requirements.

5. Leadership & Team Development:

  • Team Leadership: Assemble and lead a high-performance commissioning team, providing mentorship, performance management, and support for career development. Ensure that all team members are equipped with the necessary skills and resources.
  • Supervisory Skills: Leverage extensive supervisory experience to manage and coordinate the activities of multidisciplinary teams, ensuring alignment with project goals and client expectations.
  • Talent Development: Foster a culture of continuous learning and development within the commissioning team, encouraging the adoption of best practices and new technologies.


Qualifications & Experience:

  • Education: Bachelor's or Master’s degree in Engineering (Instrumentation, Automation, Electrical, or a related field) is required. Advanced certifications in project management (PMP) and commissioning are highly desirable.
  • Experience: A minimum of 15 years of experience in commissioning engineering within the O&G industry, with at least 10 years in senior roles focused on FPSO projects. Proven experience in both pre-commissioning and commissioning phases is essential.
  • Technical Expertise: Extensive technical expertise in instrumentation, automated control systems, electrical, mechanical, and leak testing. Proficiency in commissioning database management (ICAPS, Zenator, GoCompletions, PIMS).
  • Project Management: Strong project management skills, with a demonstrated ability to manage large, complex projects and multidisciplinary teams. Experience with EPC and EPCC project delivery is essential.
  • HSE Leadership: Deep understanding of HSE management systems, offshore safety regulations, and best practices. Proven track record of leading safety initiatives in challenging environments.
  • Communication & Leadership: Exceptional communication skills, with the ability to engage effectively with clients, stakeholders, and team members. Strong leadership abilities with a focus on team development and performance management.
