Responsibilities:
Pre-Vetting for SIRE Inspections:
- Oversee the completion of pre-vetting processes for SIRE Inspections by the HSEQ team, ensuring all findings are addressed and resolved by the Marine/Technical Department.
Risk Assessment and Management:
- Conduct risk assessments for shipping-related operations and activities to identify potential hazards and implement risk mitigation strategies, ensuring the safety of personnel, vessels, and cargo.
Compliance Monitoring:
- Monitor adherence to health, safety, environmental, and quality regulations, standards, and certifications, including ISM Code, ISO standards, and flag state regulations.
- Advise on legislative changes and industry best practices, and submit recommendations for approval.
Training and Education:
- Develop and deliver training programs on health, safety, environmental awareness, and quality management systems for office personnel and crew members. This includes emergency response training, safety drills, and pollution prevention measures.
- Plan and organize annual safety seminars for both officer and shipboard personnel.
- Serve as the chief editor for all safety circulars and newsletters.
Incident Investigation and Reporting:
- Investigate accidents, incidents, near misses, and environmental spills to determine root causes and implement corrective and preventive actions. Report incidents to relevant authorities as required by regulations.
Emergency Response Planning:
- Develop and maintain emergency response plans for various scenarios such as oil spills, fires, collisions, groundings, and medical emergencies. Ensure crew members are trained and prepared for effective emergency responses.
Environmental Management:
- Implement measures to reduce the environmental impact of shipping operations, including waste management, ballast water management, emissions control, and compliance with international conventions such as MARPOL.
Quality Assurance and Continuous Improvement:
- Implement quality management systems to ensure high-quality service delivery with a focus on safety.
- Continuously monitor processes, conduct audits, and identify improvement opportunities.
- Review and update the company’s SMS Manuals.
Supplier and Contractor Management:
- Evaluate the health, safety, environmental, and quality performance of suppliers and contractors to ensure compliance with relevant standards and regulations.
Audit Management:
- Schedule and manage audits including Document of Compliance Audits, Tankers Self-Assessment Audits, ISO Audits, and any internal or external audits, ensuring no major findings.
- Plan and schedule ISM/ISPS audits on ships.
- Oversee TMSA elements 8, 9, 10, and 11.
Stakeholder Engagement:
- Engage with internal and external stakeholders, including regulatory authorities, customers, suppliers, and industry associations, to foster a culture of health, safety, environmental stewardship, and quality excellence.
- Lead and conduct company safety meetings.
Documentation and Record Keeping:
- Maintain accurate records of HSEQ activities, incidents, audits, inspections, and compliance documentation for internal purposes and regulatory reporting.
Budgeting and Resource Management:
- Develop and manage the HSEQ department budget, allocate resources effectively, and prioritize initiatives based on risk and regulatory requirements.
Performance Monitoring and Reporting:
- Establish key performance indicators (KPIs) to monitor HSEQ performance, analyze data to identify trends and areas for improvement for both the fleet and office, and report regularly to senior management.
- Monitor, promote, and analyze near misses and non-conformance reports from vessels.
Requirements:
- Certificate of Competency Class 3 (Deck) and seagoing experience as a certified ship officer per STCW regulations, OR
- Formal education combined with at least five years of experience as a Superintendent in ship management operations.
