Objectives of the Position
- Responsible for CARE Management System, EHS (Environmental Health & Safety) and legal, regulatory and license to operate.
- Maintain production facilities and utilities equipment at an adequate level to ensure desired plant availability at optimized maintenance cost.
- Lead maintenance planning, corrective repairs and condition monitoring programs for equipment, High Voltage/Low Voltage electrical equipment, instruments, and Distributed Control System (DCS).
- Lead small Capex, and OPEX project implementation and management, following Company guideline.
- Technical expert for Automation and Electrical & Instrumentation (E&I) discipline.
- Maintenance and support for the automation systems in the process facility.
- Execution of Small Project in terms of Hardware & Software
Main Tasks
- Comprehensive single point responsibility to lead corrective repairs and condition monitoring programs for equipment, electrical equipment, instrument, and Automation system.
- Lead bad actor management program through reliability analysis and root cause analysis.
- Develop and implement a RBM (risk based maintenance) system for the plant.
- Liaise with Authorities for Licensing related topics.
- Participates in Risk analysis and safety stops and provides documents as required.
- For new project: - execution of engineering, construction, installation, mechanical completion, commission and plant start up. Develop innovative solutions to improve overall automation system.
- Incorporate the above requirements into the control system software functional specification. Organize and support software testing as per requirements.
- Working knowledge of DCS DeltaV Batch will be added advantage.
- Act as Automation Security Officer for Tuas Site.
- Mitigate risks of system obsolescence by planning for necessary system upgrades.
- Support EH&S on Electrical related systems like public address system, Fire Alarm system, Inergen system.
- Member of Emergency Response Team.
Primary EHS responsibilities:
- Provide safe work environment and ensure safe practices are established and followed.
- Ensure the company incident rate and loss time are reduced continually through promotion of EHS awareness, regular monitoring, provision of safe work environment and resources, and other viable means.
- Continuously improve safety of operations by continuously identifying and eliminating hazards and reducing risks.
- Ensure subordinates receive clear instructions regarding the hazards and the associated preventive measures under which the operations will be carried out.
- Participate in hazard identification, risk assessments and determination of controls.
- Ensure approval of the relevant permit-to-work is obtained before any work activities are performed.
- Identify and rectify sub-standard behavior and/or conditions at the work area.
- Ensure that tools and equipment are used for their intended purpose, properly maintained and hazard-free.
- Ensures all contractors attend appropriate induction training, adhere to all contractual and statutory requirements and EHS requirements.
- Ensure employees receive appropriate training for their safety, the protection of their health and the respect of the environment. Highlight any training needs to the respective managers for improving the EHS competency at work.
- Ensure that any Plant changes/modifications are carried out in accordance with the Management of Change procedures.
Requirements
- Minimum degree in Electrical/Instrumentation/Automation Engineering related discipline, or solid on-job training.
- Minimum of five years working experience in manufacturing environment
- Maintenance Management, Utilities Management, Familiar with technical standards and SAP will be an advantage.
- Strong interposal communication skills and analytic skills.
