General:
At least 8 to 10 years of directly relevant work experience. Familiar with or prepared to serve in the social service sector. Those with work experience in programme based environment highly advantageous.

Key Responsibility Areas
Programme Costs models
- Work with respective programme heads or directors to translate programme logic/operational model into activity-based or other financial/costing models as necessary, to support grant proposals
- Set up programme structure in collaboration with programme heads/directors in programme resource modules in ERP, CRM or identified tool as appropriate.
- Manage programme cost data captured in programme resource management and financial statement modules to ensure data integrity
Grant Financial Governance and Reporting
- Manage and align external stakeholder (grantor) requirements with internal financial processes
- Perform grant financial reporting and necessary analytics, in collaboration with programme heads/directors.
- Review and work with Accounting on programme specific ring fencing mechanism set up in application system such as ERP
- Translate approved grant budget into internal programme budget as part of the annual internal budgeting process. Monitor and analyse differences with documented support.
General Finance and Governance
- Ensure compliance with IPC/Charity code of governance and other relevant regulations.
- Manage SHINE’s governance framework/process and ensure continuous compliance and improvement
- Ensure compliance to key policies, such as financial policy/internal controls and risk management
- Support budgeting/forecasting and management reporting for management and Board
- Support Audit and Risk Management and Finance Committee meetings, including minutes taking
- Support review of agreements
Others
- Continuous transdisciplinary operational process improvement
- Lead and participate in transdisciplinary projects/initiatives/tasks
Qualification: Degree in Finance or Accountancy, CA/CPA/CMA preferred
