Job Description
- Oversee HR and Administrative operations for BSA.
- Understand organizational profiles and plan training activities that foster career development and align with organizational goals.
- Develop and update HR and Admin policies and procedures to ensure competitiveness and alignment with organizational needs for both BSA and SSG.
- Manage office administrative processes, including travel arrangements, event support, and office facility maintenance.
- Advise management and employees on HR and administrative issues.
- Support regional offices with HR policies and procedures to ensure consistency and compliance with corporate practices.
1. HR Policies and Procedures
- Regularly review and update the Company Handbook, HR policies, and procedures to align with business needs and local employment laws.
- Ensure compliance with corporate directives and support HR audit activities.
- Advise business unit leaders on employee issues and HR strategies.
2. Headcount and Office Admin Budgeting
- Collaborate with business unit heads on headcount planning and budgeting.
- Provide headcount details to business units for budget planning as needed.
- Maintain a monthly rolling forecast.
- Work with Finance to monitor the budget and control costs through regular expenditure reviews and adjustments.
3. Training and Talent Development
- Strategically plan talent development in line with the company’s mission and policies, in collaboration with the internal training manager.
- Assess training needs to identify skill gaps and relevant training opportunities.
- Set goals and objectives to ensure training aligns with organizational aims.
- Promote training programs to enhance employee commitment and skill development.
4. Payroll Administration
- Verify expatriate claims and monthly payroll.
- Conduct final checks on payroll for approval and transfer.
- Verify annual IR8A forms for employees.
- Prepare expatriate tax clearances and liaise with tax agents for annual submissions.
- Process payroll in the absence of the Senior Executive.
5. Compensation, Grading, and Benchmarking
- Analyze market rates for various positions.
- Calculate and review Compa-Ratio for individual salaries.
- Recommend adjustments to salary structures and benefits packages as needed.
6. Performance Management System
- Lead the annual performance review process.
- Coordinate the return of appraisal forms.
- Analyze ratings and make recommendations for bonuses and wage adjustments.
- Manage promotion assessments, performance improvement plans, and compute salary increments and bonuses.
7. Manpower Reporting
- Prepare and verify monthly management reports.
- Compile and analyze HR reports and metrics to assess KPI achievement and HR function health.
- Use relevant tools to extract and produce HR data for stakeholders.
- Generate HR statistics for process simulations and operational assessments.
8. Employee Benefits and General Insurance
- Verify employee benefits schemes, including medical and long service awards.
- Liaise with vendors on benefit packages, enhancements, renewals, and claims.
- Negotiate and renew general insurance policies and manage claims.
- Prepare information for service agreements and renewals.
- Assist with ad hoc insurance and pandemic prevention arrangements as needed.
9. Office Administration
- Oversee office renovations and relocations.
- Manage housekeeping, maintenance, and alterations of office facilities.
- Implement workplace safety measures.
- Support sales tender submissions and event management.
10. Employee-Related Matters
- Address inquiries related to policies, discipline, and benefits.
- Counsel employees on grievances.
- Handle MOM and regulatory correspondence and meetings regarding employee issues.
- Prepare certification, warning, and termination letters.
- Conduct orientations for new hires and manage exit interviews.
11. Corporate Compliance
- Serve as a member of the Corporate Compliance Committee.
- Monitor and address employee compliance issues.
- Manage whistle-blowing and suggestion box submissions.
- Submit regular compliance reports.
- Coordinate compliance audits and investigations as needed.
12. Additional Duties
- Update and disseminate the Company’s Organization Chart.
- Manage CorpPass, SMBC Admin, HRIS System Admin, and HR SPO Admin roles.
- Verify vendor and staff relationships for Finance Department’s Vendor Master Creation.
- Support work pass and resident applications.
- Assist regional offices with HR and compliance matters.
- Liaise with external parties such as CPF Board, SDF, IRAS, SNEF, software vendors, and insurance companies.
- Attend audits, including ISO, internal, and external.
- Perform any other duties assigned by Management.
