Job Description

Finance Shared Services Centre (FSSC) serves to increase efficiency and improve customer experience in financial services of the ministry and the Home Team Departments (HTDs).

You will be part of the Fixed Assets (FA) team and is responsible for ensuring that the fixed asset register is complete and in compliance with prevailing polices, law and regulations.

Key Responsibilities

i. Ensure timeliness, accuracy and completeness of period-end FA reports (e.g. Fixed Asset Stock-take report, Development Project-in-Progress (DPIP) report, and the Consolidated Fixed Asset Schedule) for management and statutory reporting and audit reviews. This includes reviewing of the asset count, performing FA reconciliation and investigating discrepancies (i.e. add, retire or rectify erroneous transactions reported by users via service requests or identified when reviewing expenditure)

ii. Review development expenditure to assess correct treatment of expenditures for asset capitalisation, before capitalising the assets.

iii. Maintain standards of excellence for FA processes by facilitating the learning of HTDs through conducting trainings, providing guidance on FA matters (i.e. ensure FA related SOPs are adhered to) and implementing process changes to strengthen governance and control.

iv. Participate in automation initiatives and process improvement projects (e.g. use of tools such as RPA bots or data analytics dashboards) to enhance work efficiency

We are looking for a pro-active and dynamic individual with experience in general accounting to review chart of accounts and account charging and related master data mapping to the contract items in SAP system. You will be working with several internal stakeholders on this review exercise.

Requirements:

• Has a degree in Accounting or a Chartered Accountant; Monthly salary of not more than $4,800 depending on relevant working experience.

• Has effective interpersonal and communication skills to engage internal stakeholders;

• Prepare Period-End returns and related submissions to Accounting Officer for MHA as required in AGD's Financial Year-end Circular.

• Provide inputs based on past experience and knowledge learnt

• Process cash and non-cash journals timely and accurately in NFS and ILMS; and initiate corrective actions to re-post journals where necessary to maintain accurate accounts.

• Maintain Master Data in ILMS and NFS in a timely and accurate manner. (ie. cost centres, sub-account codes, exchange rate, Interpreter Master Data, Vendor Master, Asset Master, Block Billing Accounts in NFS, GL Master Data and chartfields)

• Resolve and re-process journals stuck in the Re-processing table in the ILMS so that all NFS journals are successfully interfaced to ILMS. This involves working with ILMS vendor to resolve technical errors or HTDs to resolve budget errors as required.

• Help with the period-end reconciliations and period-end activities.

Help in the consolidation and preparation of period-end returns, reports and submissions.
