Main Duties:

10. Hold the weekly and monthly project meetings with contractors and other key persons to update the status and activity of the project.
11. Ensures that weekly or monthly project status reports are recorded by collecting, analyzing, and summarizing information and trends; recommending actions.
12. Manage and coordinate vendors and suppliers during commissioning and testing of the equipment and systems with the assistance of commissioning engineer and project engineer.

Qualifications:

• Graduate of Bachelor's degree in Mechanical Engineering or equivalent engineering education.
• Physically fit to work at a construction site.

Experience:

• Minimum of 5 yrs experience working on site installation coordinator and construction management.
• Experience working at process/equipment construction site, plant installation, EPC, or equivalent.
• With experience engineering design and technical document preparation is an advantage.

Skills:

• Ability to read, understand & demonstrate technical design drawings.
• Proficient to read and understand engineering plan drawings like piping and pipe support plan, equipment layout mechanical installation plan,
• Able to understand Architectural and structural drawings plans, Building mechanical and electrical plan, fire fighting system.
• Proficient with Microsoft office application and Microsoft project or equivalent
• Familiar with Singapore and international codes /ReguIations related, construction

Job Purpose

A Quantity Surveyor supports the Commercial Manager in managing all commercial matters for a given project. He/she will work alongside the project delivery

Key Responsibilities

Pre-Construction Stage

• Assists in preparing the key commercial control documents such as the Procurement Schedule, Cashflow Forecast and Margin Improvement Strategy to ensure the project is well planned.
• Sending enquires to the market for the assigned packages,
• Make the team & client aware of the long lead items & get clients approval for ordering the materials by air freight.
• Analysing subcontractor and supplier tender returns.
• Flag any risks such as discrepancies in the tender documents to the lead estimator.
• Prepare/compare material quantity take offs and bills of quantities according to the specifications & drawings submitted by the client.
• Work with estimating team as required.
• Gain understanding of commercial strategy for the project, set by Commercial Director.

Post-Contract

• Procurement of assigned packages the project in line with the procurement schedule and budget, inclusive of purchase orders, LOIs, Subcontractors etc.
• Evaluating quotations & having meetings with sub-contractors to ensure that there are no scope gaps and the cost fit within the budget, finalising the best quotation with the Commercial Manager and prepare the order for approval.
• Monitoring project cash flow against the forecast, with view to ensuring the project is always cash positive.
• Own and administer works packages delegated by project manager to final account, inclusive of monthly payment, dealing with variations and all matters pertaining to administering their subcontract correctly.
• Assist in change management, inclusive of the valuation of variations, quoting Request for Proposal (RFP)’s, issuing the respective notices, up and downstream, all within the timelines of the main contract.
• Assist commercial lead in all required commercial monthly reporting both internally and to the client.
• Always look to improve margin, and suggest ways to do so to project lead and assist in techniques employed.
• Assist in administering the Main Contract, ensuring contract terms are understood and dealt with accordingly.
• Assist in maintaining project margin in line with commercial strategy.
• Assist in the preparation of the external valuation,
• Assist in maintaining control of project documents including drawings and records.
• Attend Project Meetings as required by project manager.

Completion & Post Completion

• Assist in the agreement of the final account with clients and trade contractors within stipulated benchmark and timelines.
• Assist in ensuring project is closed out including applying for certificate of release of retention, upon making good defects by Construction Department.
• Monitor retention releases for trade contractors.
• Attend project post mortems.
• Attend to the additional works required by the client after completion.

Job Requirement

• 3 to 5 years of experience with Degree from relevant Universities or Diploma in Building / Quantity Surveying
• Skills: Contracts Administration, Quantity Surveying

Key Responsibilities

Pre-Construction Stage

· Visit site to evaluate site conditions.

· Develop the Construction Program with the Project Manager and Planner.

· Prepare Information Required Schedule with the Project Manager and Planner.

· Obtain approval of the Construction Program during the Design Brief Meeting.

· Raise Q&A Forms for queries and clarifications.

· Prepare Project Control Form for Start-Up Meeting.

· Attend Project Start-Up Meeting.

· Complete and distribute the Project Control Form.

· Participate in the procurement process and Trade Contractors selection.

· Liase with the Project Manager in the review of tender and contract documentation - identify contractual requirements.

Construction Stage

· Effect site possession and agree site defects with building management.

· Prepare site establishment plan / Fire Egress and effect site establishment logistics.

· Manage the day-to-day progress of works on site and resolve all trade contractor – Building Facility Management co-ordination issues.

· Check all Method/Risk statements comply with the work scheduled and mitigating any Risks.

· Monitor and maintain progress and program. Ensures any delays to programmes are addressed and resolved immediately. Escalate any necessity for request of Extension of Time (EOT) to the Project Manager immediately.

· Manage design information. Monitor the Information Required Schedule. Manage Change Orders in conjunction with the Project Finance Manager.

· Ensure materials used are to spec and cross referenced to schedule and sample boards.

· Highlight and address design build ability issues with in construction drawings and shop drawings

· Monitor quality and trade contractor performance through supervision, regular inspection and snagging.

· Liase with the Project Manager to address all key issues as they arise.

· Monitor procurement to ensure it is progressed according to plan.

· Visit factory to check on off-site fabrication.

· Conduct and document all scheduled project meetings.

· Maintain proper records of drawings and documentation.

· Manage the day-to-day implementation of Health, Safety Environment and liase with the HSE Officer / Co-ordinator.

Completion Stage

· Prepare Completion Program with the Project Manager.

· Conduct final verification for all completed Trade Contractor's work.

· Complete Trade Contractors' Quality Audit.

· Conduct and complete progressive final snagging and defects clearance.

· Conduct cleanup for project handover.

· Conduct joint final inspection with client and consultant.

· Document and complete identified defects by client / consultant.

· Compile as built drawings and prepare Operations and Maintenance Manual (O&M) for issuance to client.

· Identify and rectify defects with building management. Apply for release of building deposit.

· Apply and obtain Certificate of Practical Completion with the Project Manager.

· Organise Delivery Services move-off site and co-ordinate project documentation with Construction Secretary for archival.

Post Completion

· Conduct to meet client with the consultant present for a walkover at the end of DLP to establish and agree on the list of defects if any.

· Liaise with the Project Manager to address all latest defects during DLP
