Job Summary:

The M&E Quantity Surveyor is responsible for managing all costs relating to building and engineering projects. This includes new builds, refurbishment, and maintenance projects. The role ensures that the project is completed within its projected budget, providing accurate cost assessments, financial reports, and overseeing contracts from inception to completion.

Key Responsibilities:

• Cost Management:
  • Prepare and analyze cost estimates and budgets for M&E projects.
  • Conduct feasibility studies to estimate materials, time, and labor costs.

  • Monitor project progress and financial performance, identifying any risks or issues.

  • Maintain accurate records of project costs, contracts, and correspondence.
  • Prepare detailed cost plans, budgets, and reports for clients and stakeholders.
  • Ensure all financial documentation is accurate, up-to-date, and compliant with industry standards.

Qualifications:

• Degree in Quantity Surveying, Engineering, Construction Management, or a related field.
• Professional accreditation (e.g., RICS, CIOB) is preferred.
• Minimum 3-5 years of experience in quantity surveying, with a focus on M&E services.
• Strong knowledge of M&E systems, materials, and installation methods.

Job Description:

• Up to date knowledge of market price trends;
• Ability to administer on ACMV / tender and tendering procedures;
• Good strategies, planning and control of all tendering activities;
• List the scope of work and commercial requirements in order to determine the risks of the projects;
• Prepare and follow up on the Request for Quotations to supplies / sub-contractors in order to ensure tender costing and technical data to be submitted on time;
• Take off Bill of Quantities from the ACMV Drawings, Points of Schedules and Architectural drawings;

• Contract Administration: provide support in contract administration, including evaluating and negotiating claims, resolving contractual disputes, and ensuring compliance with contract terms;
• Variation and Change Management: assess and manage variations and changes to construction projects, including evaluating the impact on costs, preparing cost estimates, and assisting in negotiations;
• Payment Certifications: review and certify payment applications from contractors and subcontractors, ensuring compliance with contractual terms and conditions.

Job Requirements:

• Diploma in Electrical / Mechanical Engineering / Quantity Surveying;
• 3 years’ experience in M&E construction industry;

Job Description:

ADMINSTRATIVE FUNCTIONS

• Prepare all necessary work or purchase orders in the course of his duties to maintain and manage the property and as and when directed by the CM.
• Prepare and submit maintenance reports to the CM
• Attend to inquiries, complaints, reports and correspondence relating to the administration of the Corporation, its property and Subsidiary Proprietors.
• Evaluate contractors’ performance and to submit evaluation reports to the CM.

• Collate and prepare all incoming invoices with supporting work or purchase orders and submit to the CM for their recommendation for payment.

• Implement preventive and corrective maintenance plans.

Responsibilities

• Oversee the complete range of M&E Quantity Surveyor duties, including tender preparation, pre-contract activities, and post-contract administration. This includes reviewing contracts, performing quantity take-offs, preparing bills of quantities, and selecting subcontractors, with a focus on M&E disciplines.
• Manage contract and subcontract administration, including preparing progress claims, handling variation orders, and verifying claims from subcontractors and suppliers

Requirements

• Diploma or Degree in Quantity Surveying or Mechanical Engineering, with at least 5 years of experience as an M&E Quantity Surveyor.
• Experience in a QS consultancy environment.
• Strong technical expertise in measurement, cost estimation, construction technology, contracts, and legal aspects.
• Proficient in professional practice and contract administration processes.
• Capable of independently managing QS functions within a project and demonstrating strong teamwork skills.

RESPONSIBILITIES:

• Provide administrative and contractual support and maintain all required project information throughout each project for claim purposes.
• Ensure that the claim data are up-to-date and comprehensive.
• Prepare progressive claims and potential variation claims.
• Be able to do quantity measurement.
• Prepare RFQ package and source supplier and subcontractors.
• Review and compare quotations received, including clarifications correspondences.
• Highlight difference and commercial risks.
• Prepare agreements draft by using given template.
• Review subcontractor/supplier’s claim and prepare payment response.
• Maintain proper record of project costs.
• Ensure proper closing-out of subcontracts/supply agreement.
• Support in project account finalization.
• Other quantity surveying duties assigned.

REQUIREMENTS:

• At least a degree in Quantity Survey, Civil or Mechanical or equivalent or equivalent;
• At least 5 years of Singapore based contract management experience in Subcon/EPC project environment.
• Sound knowledge of preparing progress claims, contract close-out documents, monthly reports, interim and final payment applications.
• Good contractual and commercial mind set in working;
• Team player.
• An excellent diplomat and communicator in English, spoken or written.
• Familiar with public project contract administration.
• Experience in a O&G project.
• Able to manage work pressure
