Responsibilities

• Responsible for taking over the project from tender / sales team for execution
• Prepare PEPL’s Scope of work and create project schedule based on the scope
  - document submission list, material submission list, material lead time, installation and testing period
• Create Document submission & Material submission list and prepare submissions
• Design & review the drawings and documents for timely submission to customer
• Monitor submissions & follow up with customer for timely approval of the documents & material submissions
• Prepare Purchase Requisitions for purchase of necessary project materials on time and coordinate with purchase team and our subcontractor / supplier
• Plan the construction site manpower requirement together with Superintendent
• Coordinate with Superintendent / Construction Manager / Site supervisor for site work activities installation, testing & commissioning and progress report
• Maintain & update Project schedule regularly and prepare Weekly / Monthly Progress report for internal & customer
• Participate in regular customer meetings & proactively manage customer expectations by preparing necessary submissions / agenda / minutes of meeting etc.
• Manage the project cost within allocated budget
• Maintain Change Order Log and proactively manage change in scope. Prepare RFI / VOR and get VO from customer before executing the scope change.
• Prepare Progress Claims timely and follow up for approval and maintain Progress Claim Summary report
• Escalate challenges / issues to the Project Manager & management to resolve it on time
• Collaborate with Customer, Consultant, Owner, Third Parties, Suppliers & internal team members for successful project execution
• Organize & coordinate for Factory Acceptance Testing (FAT) of necessary equipment
• Perform prepunch list walk thru with PM and Superintendent  Clearing of punch list defects in collaboration with site team
• Prepare & provide training to customer for necessary equipment (as applicable)
• Responsible to collect all Handover & completion documents
• Manage & Comply with Workplace Safety & Health for project execution
• Organize necessary safety training for the project & site team members
• Comply with the PQP document for project execution

Requirements

• Candidate must possess at least a Diploma in echanical/Electrical Engineering or related studies
• Candidate must have at least 3 years of management experience

Project Planning

• Preparation of the Company's Quality Assurance Manual and the ongoing control and supervision of all amendments and revisions.
• Preparation and control of project system management documentation prior to the project commencement.
• Preparation of method statements for tenders and projects.

Project Execution

• Monitor all quality-related activities for ongoing projects
• Ensure non-conformance reports are rectified
• Monitor the progress and effectiveness of the project quality management system. Recommend and implement improvements when required.
• Perform inspection on all procedures and prepare inspection checklists
• Coordinate with the site team regarding any ongoing site issues.
• Prepare weekly progress report and address all QA / QC concerns.

Subcontractor and Supplier Management

• Verify Main Contractor quality requirements to vendors and contractor documentation submittals.
• Perform and maintain all internal and external factory audits
• Inspect production and delivery to ensure adherance to specifications.
• Ensure adherence to health and safety guidelines as well as contractual obligations (e.g. specifications and schedule)•Monitor all operations that affect quality

Cooperate and communicate effectively with project manager and other project personnel to provide assistance and technical support

Planning, Execution and Monitoring

• Assist in the overall quality control of the work (budget, schedule, plans, personnel’s performance) and report regularly on project status
• Monitor the work progress on daily basis
• Assist to prepare internal and external reports pertaining to project status
• Evaluate project progress and prepare detailed reports
• Collaborate with design team and engineers regarding the design and cutting lists and shop drawings
• Ensure quality construction standards and the use of proper construction techniques
• Assist to obtain required permits and licences
• Ensure compliance to applicable codes, practices, QA/QC policies, performance standards and specifications

Contract Management

• Evaluate progress and prepare detailed reports
• Timely submission of progress claims to the client/main-contractor

Supplier and Sub-Contractor Management

• Coordinate and direct construction workers and subcontractors
• Hire contractors and other staff and allocate responsibilities
• Supervise the work of laborers, mechanics etc. and give them guidance when needed
• Evaluate sub-con progress and certify claims accordingly
• Assist procurement team with negotiation of contracts with external vendors to reach profitable agreements

Safety

• Ensure adherence to all health and safety standards and report issues
• Oversee all onsite and offsite constructions to monitor compliance with building and safety regulations

Job Description

● Coordinate internally between Project Engineer/Manager and the rest of the team

● Assist Project Engineer/Manager in their administrative works

● Assist Project Engineer/Manager to prepare project progress, claims and other reports.

● Cover Project Engineer/Manager during their leave of absence.

● Any other duties as assigned.

Qualifications & Other Requirements

● Relevant experience not required.

● Diploma and above, preferably in Civil or Electrical Engineering.

● Fresh graduates are welcome.

● Fluent in English.

● Singaporean / PR only

Working Hours

● Monday to Thursday: 0800hrs to 1800hrs;

● Friday: 0900hrs to 1800hrs;

● Rest Periods: ○ Lunch: 1.0 hrs;

Compensation

● Basic Pay - $2600 to $3200 depending on experience and background.
