Utility Civil Engineer

6 days work week

Primary Objective:

Planning and implementation of the Utility and operations projects, permitting and ordinances for water, wastewater and drainage utility systems; manages the plan review process, all utility inspections, utility easements and Cross Connection; and provides technical support for utility operations.

Coordination on exitsting services detection, services application/submission, preparation of techniclas details and resolve technical issues.

Job Responsibilities

• Managing the design of utilities diversion route, supporting structure and other required structure.
• Coordinate with authorities to facilitate the work progress such as PUB, SPPG, etc.
• Engage and liaise with approved subcontractor for any services diversion works.
• Approval request submission to relevant authorities for services diversion and traffic diversion at site
• Incorporate utilities diversion plan to construction schedule.
• Planning for reinstatement, coordinate construction drawing, ability in material purchase, construction work sequence ad detailing.
• Preparation of CIAR (construction impact assessment report) for PUB with subcontractor
• Establishment of overall utility plan including short & long term
• Management of each activity for utility work on site
• Preparation & coordination with subcontractor for NCE (notification for commencement of earthworks)
• Approval for PTD (permit to dig) related utilities
• Pegging and demarcation for utilities on site
• Regular inspection / petrol / visual check for existing utility
• Establishment of emergency plan for utility
• To check daily weekly and monthly progress report before submission
• May perform or oversee and evaluate routine field testing of construction materials.
• Monitor progress, quality of workmanship and compliance with authority requirements to get an approval for water, drainage, and other major utilities diversion Find out corridor for each utility agencies to fit required construction work Able to propose circuit and line on each utility agency (SPPG, singtel, water, sewer, other telecom agencies)

Job Requirements

• Degree in Civil Engineering or related qualifications.
• Minimum 3 years of utility diversion and coordination experiences preferably with LTA.
• Engineering knowledge for utility diversion and protection of existing utilities.
• Knowledge of compliance in architectural, C&S, M&E works, and construction sequence of work
• High degree of initiative with strong analytical, communication and interpersonal skills
• Strong multitasking abilities
• Positive attitude and a good team player

Job Description:

• Manage operations for oily wastewater treatment, liquid waste transfer, and flammable liquid storage.
• Review and improve operational processes regularly, collaborating with facility PSM for execution.
• Assist Operations Directors in monitoring safe flow and backlog of TIW waste by coordinating with various departments.
• Optimize manpower and equipment resources to enhance productivity and efficiency while controlling costs effectively.
• Ensure department staff are trained in SOPs, risk assessments (RA), safety procedures (Take5), and maintain compliance.
• Compile and update monthly reports for management on costs, productivity, quality, nonconformance, etc.

Roles & Responsibilities

Main Responsibilities

Design & Solutioning

• ­ Support/participate in engineering design for integration and system development HVAC electro-mechanical systems.
• ­ Prepare, or supervise the preparation of, drawings for HVAC plant system general arrangements, power single line diagrams, cable block diagrams, instrumentation loop diagrams, P&IDs, control system architecture drawings, and cable, instrument and I/O schedules at detailed design level.

Projects & Operations

• ­ Support schedule development for key project timelines/milestones.

• Attend to ad-hoc electrical issues at maintenance sites for troubleshooting and provide recommendations.

Qualifications and experience

• Education: Diploma/Degree in Engineering/Facility Management
• Experience: >10 years project/facility management, factory plant operations.
• ­In-depth knowledge in panel design, layout arrangement of starter panel and PLC panel.
• ­In-depth knowledge on HVAC systems and HVAC(ACMV) controls, VFD, Start-Delta and Auto Transformer starters.
• Knowledge on HVAC systems, facility, safety and construction regulations with respect to chiller system installation would be an advantage.
• Skills: Strong problem-solving, analytical, and organizational skills. Proficiency with CAD software and excellent communication abilities.
• Certifications: Well versed in Singapore CP and Standards for panel design and electrical discipline.
• Required fluency in English; And/or Mandarin/Cantonese, other Asian languages would be beneficial e.g. Korean/Bahasa/Thai etc.).
