(A) Job Summary:
Assist the QAQC Manager in specific areas pertaining to quality standards applicable at working site.
(B) Essential Job Functions:
The QAQC Representative is responsible, but not limited to, the following:
Planning & Programming
· Develop testing and commission schedule together with vendors and forward to client/commissioning team for approval.
· Preparation of Inspection and Test Plan (ITP) in accordance with CEP schedule.
· Prepare, review and/or approve the Document Submissions for client approval
· Interact with Managers and Engineers to implement and coordinate the Inspection and Testing.
· Compile and receive relevant Material certificates and test reports from Suppliers.
· Coordinate with relevant parties, such as QPS (client-engaged supervision team), suppliers, and testing laboratories, for material testing and witnessing.
· Raise Requests for Inspection (RFI) for all relevant testing and inspection activities, both on-site and off-site, including trial mix design of concrete, mock-up tests, and qualification of new products.
Quality
· Implement and control tagging procedures at different levels.
· Liaise with external laboratory to carry out the testing of materials.
· Organize and conduct handling over punch walks with clients and consultant team.
· Assist Manager in preparing, handling over documents and the handling over process.
· Ensure all site inspection records, QAQC documents & TC records are up to date.
· Provide advice and support to the PD or PM for the development, implementation, review and revision of the (PQP) and attachments.
· Managing all related quality matters, including certificates/certification, audits, calibration, test results, requests for inspection, material submissions, non-compliance reports, site instructions/observations, delivery of permanent materials, and other important QA/QC documents.
· Interact with other Managers and Engineers to implement and coordinate the PQP and attachments.
· Oversee quality inspection surveillance to the site and raise an NCR or Quality observation whichever is applicable if there are quality issues onsite. Investigate any NCRs and submit the report to Quality Manager for review prior to issuance to the relevant party.
· Responsible for quality inspection, material verification, and quality documentation.
· Promote quality awareness with project personnel.
Safety
· Responsible for the compliance to safety & occupational health practices to be
· implemented at QAQC Section.
· Responsible for site implementation of safety standards to comply with IMS safe work
· methods.
· Responsible for attendance to daily site coordination meeting
Others
· Assist in all CONQUAS and QM assessments.
(C) Minimum Qualifications/ Job Experience:
· A Bachelor’s Degree in Engineering or related field
· At least 5 years of quality control/ assurance experience in the civil projects
(D) Personality:
· Strong organizational, interpersonal and leadership skills.
· Ability to influence various stakeholders and build long term relationships.
· Ability to lead QAQC staff and to provide supervision/instruction to the staff.
(E) Knowledge/ Skills/ Abilities:
· Good technical knowledge of IMS International standards.
· Strong time management skills with exceptional attention to detail and ability to multi- task.
· Good verbal and written communication skills.
