• Business Partner with the Research Centre/ Institutes within the cluster
• Ensure and advice the institutes on compliance with organisation's financial policies and procedures
• Foster and maintain a regular working relationship within the Institutes and central shared service team.
• Supervising a team of 3-4 staff (direct and indirect)
• In charge of the daily financial operations of the Research Centre (RCE)/ Institutes (RICs)
• Preparation of accurate and timely financial information and reports to management on a periodic basis
• Reporting of Grant utilisation to management on periodic basis.
• Review of grant claims prepared by staff and respond to auditor and grantor's queries in a timely manner.
• Reviewing and improving financial processes and controls
• Preparation of annual budget exercise and review RCE/RICs financial positions
• Provide Financial Analysis and Reporting of RCE/RICs performance to Governing Board/ Strategic Board etc.
• Provide advice to RCE/RICs on financial matters
• Assist with audit review and ensure that adequate supporting documentation is available for review.
• Review and ensure compliance with related tax filing including GST and withholding tax
• Ensure RCM report is submitted on time and financial closing deadlines are met
• Undertake ad-hoc tasks as assigned

Requirements:

• min. Bachelor in Accountancy and above or ACCA
• Possess at least 8 years of relevant grant claims and finance business partnering experience, preferrably from a research / medical instituition with multiple entities.
• Possess 1-2 years prior experience in leadership / leading a team of staff
• A team player with excellement communication and interpersonal skills
• Possess the maturity and work collaboratively with people at all levels

Job Scope

• Provide financial advice and support to operating units.
• Provide the necessary support in the implementation of internal audit recommendations where applicable.
• Partner with various central finance officers as well as operating units in the implementation of relevant procedures / policies.
• Operational Accounting management
• Conduct reviews to ensure appropriate and timely follow up action is taken by operating units. Areas of review include long outstanding debts, dormant accounts, balance sheet accounts and grant accounts, etc.
• Review for proper set up of Master data accounts for operating units.
• Ensure budget/fund monitoring mechanism is in place for operating units.
• Ensure timely submission of fund requisitions and grant disbursements.
• Monitor research project accounts to ensure timely closure and refunds to grantors upon project completion.
• Liaise with auditors for timely certification of fund requisitions.
• Key liaison person for Organisation group audit and claim submissions.
• Projects and Operational Excellence
• Review processes with the use of data analytics for continuous improvement.
• Participate in projects and assignments as may be directed from time to time. 

Requirement

• Min. Degree in Finance, Accountancy or Business Administration field of study from a recognised institution.
• Min. 5-7 years of relevant finance work experience
• Min. 1-3 years of work experience handling SAP financial, project, fund and research grant management systems
• Prior experience holding leadership / managerial position
• Have good, analytical, writing, and communication skills.
• Be meticulous, resourceful with positive work attitude.
• Able to work independently as well as in a team.
• Attention to detail, working within a fast-paced environment with tight deadlines and a sense of urgency.
• Knowledge in audit and controls procedures.
