Job Description:

• Support MODEC's decision-making process by providing financial analysis, insights, and reliable information, proactively assess challenges and opportunities to ensure informed and strategic decisions are made, and Facilitate collaborations among the team, departments and entities seeking for improvement in accuracy and efficiency in Control activities.
• Handle consolidated managerial reports/presentations/analysis demand such as but not limited to:

• Monthly commercial and finance (C&F) meeting material

• Monthly MFR YTD report comments

• Monthly MdB financial report analytical comments

• Present consolidated managerial cost report and materials in internal and external meetings on demand.
• Organize and facilitate the budget exercise with Control manager.
• Handle ad-hoc needs from Management and provide information within the expected timeline by the situation.
• Maintain close relations with their direct reports to make sure the followings but not limited to:

• Provide necessary support to execute their routine and deliver materials

• Cascade down the instructions from Control Manager

• Catch issues need to be solved and escalate them to Control Manager where necessary

• Promote collaborations among the team

• Promote their development by giving regular feedback and follow-up

• Facilitate communication inside the Control department (Vessel/Corporate/BI/Bid, etc) and promote collaborations.
• Facilitate inter-department relations and encourage the collaboration to have necessary communication and information flown.
• Facilitate inter-entity relations and encourage the collaboration to have necessary communication and information flown.
• Continuously improve cost control processes and procedures to enhance the efficiency and effectiveness of the function.
• Ensure the usage of IMS by their direct reports and contribute to the governance and functionality regarding the following main aspects: define the coordination goals and projects schedule (when applicable) together with IMS team and follow up and guarantee that IMS Documents under their responsibility are updated and implemented.
• Ensure the alignment of their direct reports with Company Objectives, Policies, Procedures and integration with Clients, Community, Suppliers and MdB Executive Team, by leading and engaging them, providing technical and behavioral guidance and feedback sessions and clarifying the career path.

Qualifications & Experience:

• Bachelor's degree in Business Administration, Economics, Accounting or related areas; Bachelor in Engineering, Accounting or Business Management.
• Previous experience in the offshore industry (FPSO Operator, Drilling Companies or other companies in the Oil and Gas sector) is a strong asset
• Accounting and financial knowledge are a strong asset
• Previous management experience is a competitive edge

Responsibilities:

• EPCI CAPEX cost estimate and associated commercial deliverables during proposal phase.
• Reference cost data analysis and benchmarking data development/ update .
• To have good understanding on the industrial standard cost engineering terminology (Estimate classification, estimate methodologies, estimate review and validation, etc.).
• Coordinate and interface with technical/ commercial professionals, vendors, subcontractors and client to EPCI CAPEX costing within the time frame.
• Develop CAPEX cost estimate along with back-up data based on technical/ executional input.
• Work out commercial deliverables related to CAPEX (e.g. Compensation Form, Basis/ Assumption of CAPEX Estimate, Commercial Qualifications, etc.) to read thru the ITT documents as part of Commercial Bid Proposal .
• Produce cashflow projection (cash-in/cash-out) based on Project Schedule, Milestone Payment from Company and payment terms by Vendors/ Subcontractors.
• Collect, assort various cost data along with technical information for benchmarking and analyze tendency, correlation or algorithm in order to develop applicable estimate methodologies.
• Define and identify risks in terms of opportunities and threats.
• To have knowledge of risk management process.
• To have good understanding on the concept of risk contingency and allowance

Requirements:

• Bachelor’s degree in Business, Accounting, Finance or Engineering/Construction Management. Experience in lieu of college degree may be accepted.
• Possesses 7 to 10 years working experience of Offshore or Onshore Oil & Gas Projects especially EPCI phase as Project Management or (preferreble for Offshore, especially FPSO Projects exeperience).
• Preferably with experience on Cost Estimation on Bid/FEED on Offshore or Onshore Oil & Gas Projects (preferreble for Offshore, especially FPSO Projects exeperience).
• Familiar with FPSO projects including some technical knowledge.
• Possesses basic understanding of project management process.
• Has strong knowledge and skills of Microsoft Excel.
• Preferrably proficency in written + spoken English and Japaneses

Role Purpose

i) Lead EPCI CAPEX cost estimate, associated commercial deliverables and establish basis of estimate

Overall Job Purpose

To perform single or multiple specific tasks in developing and maintaining a cost control plan for a designated section of assigned project(s) or less complex assignments, and prepare relevant reporting and analysis to effectively and efficiently communicate project cost status at regular intervals.

Core Responsibilities

• Under the supervision of Lead Cost Controller or a direct report of this position, collate and compile the necessary information to support timely cost data consolidation and reporting.
• Understand the requirements of the approved cost control procedures and ensure proper implementation in the course of work.
• Develop and maintain detailed cost control plans using Company tools and best industry practices.
• Set-up Cost Breakdown Structure and allocate budget, resources, and any other data required into the system.
• Derive and consolidate the commitments and actual costs for one or more portions of the scope of work.
• Review, analyze and update accurate forecasts for one or more portions of the scope work by using best industry practices.
• Track budget variances and challenge budget owners on any deviation from approved cost baseline.
• Generate and distribute internal cost report for part or the entire scope of work on a regular basis and as per Company standards.
• Reconcile project cost reporting with accounting and financial records.
• Review subcontractors’ invoices for accuracy and completeness and ensure that costs are allocated with the correct coding.
• Review Change Order requests and/or potential variations that impact project budget and forecasts, and maintain appropriate register.
• Establish appropriate coordination with other project functions to ensure compatibility with the Cost Control requirements and timely flow of the information.
• Contribute and participate to the Project Risk Management process by providing cost input and identifying potential budget and forecast impacts for risks’ occurrences.

Educational Qualification:

• Degree in Engineering, Science, Business Management, or Operations Management
• 2 years of cost engineering experience in Oil & Gas industry (or) 5 years of cost engineering experience in other industries with understanding of technical knowledge of Oil & Gas process and FPSO projects familiarity with project management processes
• SAP (preferred) or other ERP system
