Ensure that responsibilities to manage structural capital risks are discharged in line with the bank's risk management framework across the SG cluster. Ensure that we deliver the Group's capital management and stress testing agenda across the region in addition to advising the regional and country management team on shaping an efficient capital position. To actively optimize regional capital outcomes across the SG Cluster and the wider Asia franchise Drive best in class stress testing practices for the SG Cluster and the Singapore franchise across ICAAP and IWST exercises Building a strong collaborative relationship with local and cluster market regulators partnering on strategic regulatory changes and regulatory consultations impacting the bank and Influencing optimal outcomes for bank as we embark on industry first model for international banks Provide effective oversight on regulatory reporting processes and ensure robust controls are in place in line with governance and control framework to ensure accuracy and timeliness in reporting to the regulators. To support the Regional and Country ALCO with analytics and developing solutions & insight to maintain strong capital management practices with good regulatory capital ratios which supports business objectives and complies with the Group policy, PRA regulations and local country regulations. Lead strategic projects (e.g. Rubik, Basel 3 enhancements etc.) delivering balance sheet benefits and best in class target operating model Building a strong capital management team to support the regional consolidated capital management and stress testing requirements along with governance over other markets in the SG cluster Business Prepare and present reports and findings to assist ALCO's decision making and maintain oversight on production of Capital and Stress testing updates into the Country and Regional ALCO packs Monitor the strategic balance sheet measures to ensure adherence to approved capital limits. Actively optimize regional capital and stress testing outcomes across the SG Cluster Co-ordinate the annual review and renewal of structural limits approved by treasury. Lead and drive working groups appointed by ALCO to address strategic issues that impact the Capital position of the SG Cluster Lead and drive the annual ICAAP and other stress test exercises for the SG Cluster as well as the SG franchise. Drive the transition to the enhanced Basel III capital regulatory changes and provide forward looking insight to the businesses and the management team to prepare and adapt to material changes in the entity capital consumption Drive structural FX management for the SG Cluster building an effective framework for efficiently managing the currency risk to the cluster capital ratios Anticipate impact of regulatory and environmental changes on the capital position and overall RWA of the Cluster. Provide effective oversight on regulatory reporting processes and ensure robust controls are in place in line with governance and control framework to ensure accuracy and timeliness in reporting to the regulators. Liaise with Central Bank, Auditors and other stakeholders within and outside the bank in relation to the activities within areas of control. Providing consistent advice to regional and country management on optimal balance sheet shape (capital mix, asset profile, RWA intensity, returns, capital optimization) Sharing capital management best practice across the Region To assist Treasury and Regional/Country CFO to influence the external debate with regulators to drive the best possible outcome for the industry, relevant geography and the Group. Processes Lead strategic projects (e.g. Rubik, Basel 3 enhancements etc.) to execution delivering balance sheet benefits and a best in class target operating model Participate in change as well as other projects (e.g. Aspire) and ensure deliverables are completed in a timely manner related to balance sheet management aspects. Enhance processes and procedures and mitigate operation risk within capital management and reporting processes. Ensure consistent capital management processes operate in the cluster countries in line with Group best practices. Ensure robust process controls are in place in line with the operational risk framework People & Talent Building a strong regional capital management team to support the regional consolidated capital and stress testing requirements along with governance over other markets in the SG cluster. Drive the learning agenda devised by Group Finance as well as Treasury on Balance sheet management and promote a culture of learning and self-development. Risk Management Ensure adherence to structural capital limits, authority frameworks and related control standards and mitigants to ensure risk exposures material to the country remain within risk tolerance and risk appetite. Identifying pressure points and managing challenges related to structural capital limits in country balance sheets and making sure the Country Management Team (CMT), Treasury and local regulators are informed and engaged on the solutioning. Seek appropriate assurance that structural capital policies and other control requirements are effectively implemented and monitor ongoing policy compliance. Lead continuous improvement in capital reporting processes and infrastructure to minimize operational risk and improve efficiency Assist the Group Treasurer, Regional and Country RCOs to discharge their responsibility in line with the bank's risk management framework.
