JOB PURPOSE

The incumbent manages HR services and activities to support the hospital’s overall human resource strategies, including liaising with line managers to understand critical requirements and collaborating with hiring managers to prioritise requirements. The incumbent manages team operations and performance. In addition, the incumbent is responsible for ensuring that practices are implemented in accordance with policies and procedures.

MAJOR DUTIES & RESPONSIBILITIES

Manpower Planning

1. Assist HR manager in manpower planning through monitoring and analysing of manpower movement, skills mix, scholarships, attrition trends, manpower norms, etc to meet hospital’s short- and long-term needs.
2. Assist HR manager in the follow-up and implementation of key plans such as talent management, succession planning, career progression, local/foreign dependency, employee climate survey follow-up actions, etc.

Recruitment & Retention

1. Review manpower requirements and prioritize critical open positions to be filled in consultation with hiring managers.
2. Recruit candidates with right competencies, experience and culture fit through effective screening and assessment processes on the principles of fair and unbiased employment selection practices.
3. Review salary proposals, taking into consideration the candidate’s educational background, experience, market competitiveness and internal staff equity.
4. Ensure that staff employed are issued the relevant pass (where applicable) in accordance with MOM guidelines.
5. Guide juniors to enhance effectiveness of orientation, induction, and assimilation programmes.
6. Provide advice on managing employee exits to ensure employee leaves with a positive association with the organisation.

Performance Management

1. Oversee the co-ordination of annual total performance management (TPM) exercise, ranging from preparation/distribution of TPM forms to Line Managers, collation of TPM summary submission, tabulation, and preparation of analysis data for the moderation exercise, up to returns and completion of TPM forms.
2. Monitor career progression of staff on talent management scheme annually.

Compensation & Benefits

1. Supervise increment and bonus payments and other relevant compensation items based on policy guidelines and staff’s eligibility in accordance with their employment terms.
2. Review needs of the workforce to recommend non-monetary benefits options to the Compensation & Benefits managers.

Diversity & Inclusion Management

1. Conduct research on best practices in diversity and inclusion management.
2. Identify the current state of workplace diversity.
3. Communicate diversity and inclusion programmes to employees through appropriate channels.
4. Advise employees on ways to deal with diversity-related challenges.

Employee Relations, Grievance Handling & Disciplinary Issues

1. Conduct staff counselling and grievance handling. Assist with staff disciplinary issues and inquiries.

Analytics & Insight

1. Analyse data by employing a range of statistical tools to create insights and foresights to guide decision-making.
2. Develop insightful presentation derived from data analysis using dashboards or data visualisation tools.

HR Systems & Processes

1. Design feedback mechanisms to gather inputs on effectiveness of HR processes from lines of business.
2. Introduce processes and systems that support HR operations' needs.
3. Lead implementation of improvements or new processes and systems that support HR operations’ needs.
4. Train HR operations team and line managers on changes in systems and processes.
