You will support the Deputy Director, Medical Staff Services in providing HR services to all medical staff. You may be assigned job functions such as recruitment, contracts management, performance appraisal, promotion, salary and bonus administration, bond value and liquidated damages computation, manpower statistics, appointment of Visiting Consultants and locums, Medical Officers and House Officers postings, employment pass, medical malpractice insurance, SMC-related matters such as conditional medical registration, assessment reports, renewal of practising certificate and separation matters.

You will work closely with the Manager and team members of Manpower Planning Unit in supporting the following areas:

1) Manpower Governance

• Execution of guidelines and directives for review of manpower requirements at the annual Budget and Workplan exercise.
• Facilitation of the review of manpower requests at review panel based on prevailing manpower directives and guidelines.
• Proper and accurate maintenance of positions in HRIS and perform audits regularly

2) Manpower Planning

• Implementation of Hospital Staffing Plan to support the Hospital’s objectives by working with departments on their staffing needs, and partnering with other HR partners to monitor staffing status.
• Strategic planning and projections to meet manpower requirements for new infrastructure or services to ensure a pipeline of adequate healthcare professional manpower.

3) Reporting and Analytics

• Data extraction and analysis of manpower statistics, maintenance of dashboard and submission of reports to internal and external agencies.
• Perform horizon scanning and review manpower trends.

Job requirements

• Bachelor Degree, preferably in Human Capital Management
• At least 2 years relevant experience. Candidates with more experience may be considered for a Senior position.
• Able to communicate effectively.
• Have an organisational perspective and understanding of the organisational structure.
• Meticulous with a flair for numbers and a good working knowledge of Excel, Word and PowerPoint.

You will support the operations of the Human Resource Information System (HRIS) through system and access administration, efficient functioning and enhancements, user training and IT literacy amongst the staff population. You will also support in the regular upkeep of the HR online portals to ensure up to date content and enhance HR processes and operational efficiencies through innovation and automation.
