As Human Resource (HR) Manager, you are part of the Management Team of the Hollandse Club. You report to the General Manager. You will oversee and manage the full spectrum of HR practises, processes, and legislative compliance for all employees of the Club.

Responsibilities

Strategies

• Participate in and be a thoughtful contributor at key management meetings and provide HR input for strategic business planning and budgeting processes.
• Develop and implement HR strategies and initiatives aligned with the overall Club strategy

Talent

• Manage the talent acquisition process, which includes recruitment, interviewing, and hiring of qualified job applicants in collaboration with hiring managers to understand skills and competencies required for openings
• Manage succession planning for all employees
• Salary benchmarking - propose competitive base salaries and benefits to ensure the Club’s salaries are market conform and can attract and retain talent
• Manage and oversee the bi-annual performance appraisal process
• Identify learning and development needs, implement training requirements and evaluate effectiveness of training and initiatives to ensure maximum benefit and return of interest

Operations Management

• Ensure HR operational excellence in data management, HR systems, payroll cycle including IR21, IR8A, on-boarding, off-boarding and exit process
• Prepare payroll related journal entries for monthly salaries
• Manage leave and liability process.
• Manage work pass processes, applications, cancellations, and renewals with MOM
• Prepare and administratively maintain employee documentation, including but not limited to employment contracts, settlements, letters documenting leave of absence, terminations, and other HR related matters
• Liaise with corporate agent for employee health insurance matters
• Point of contact for IT matters and liaising with Club’s IT engineers

Employee Experiences

• Work with line managers and employees to establish and maintain a positive work environment which encourages the full use of the Club’s diverse talents and abilities
• Organise quarterly events to promote team bonding
• Create employee survey and execute action plans, engagement and communication activities throughout the departments
• Provide support to staff in various HR-related topics such as leave, time management, and compensation and resolve any issues that may arise
• Bridge management and employee relations by addressing demands, grievances, or other issues

Compliance

• Ensure compliance with labour laws and regulations, internal Club guidelines, code of conduct and procedures
• Develop and maintain the Club’s Employee Handbook
• Update policies due to legislative changes, internal changes or continuous improvement
• Ensure compliance with health & safety regulations at the workplace.

Reporting to the Deputy Director, Human Resource, you will manage your team and provide full spectrum of HR support to the assigned BUs (approximately 200 to 250 headcount).

Job Responsibilities:

• Handle full cycle of end to end HR operations for the assigned BUs which includes recruitment, on-boarding/off-boarding activities, performance and talent management.
• Partner HODs to improve work relationship and resolve complex employee relations, thereby improving work productivity and promoting employee retention.
• Provide HR consultancy and advice to HODs including rendering guidance in HR Policies and interpretation.
• Supervise the team in benefits administration including yearly leave initialisation, workmen compensation claim submission and all medical claims matters.
• Liaise with Finance department in the yearly employee insurance review and renewal.
• Support in HR transformation initiatives which involves work processes improvement and embracing new ways of working.
• Responsible for review of HR policies.
• Involved in key compensation and benefit activities such as Salary Increment, Performance Bonus, Promotion and Manpower Budgeting exercise.
• Any other duties as assigned.

Requirements

• Degree or Diploma with at least 10 years of HR generalist and/or HRBP experiences in HR Operations, compensation and benefits, recruitment, employee engagement and retention. Prior experience in payroll processing is not a must but will be advantageous.
• At least 3 years in a HR managerial role or similar capacity. Candidates with more years of relevant experiences can be considered for the Senior Manager position.
• Strong Ms Excel skills and experienced in using HRIS like Prosoft Unit 4.
• Strong written and verbal communication skills.
• Meticulous with details, passionate about people and with a hands-on mentality.
• Resilient and organised, with a strong sense of urgency and work well in a fast-paced environment with multiple priorities.
• Mature and resourceful, with the ability to define and solve problems, analyse situations and make sound decisions.
• Familiar with budgeting and benefits administration like WICA claims, as well as prevailing HR practices and legislations.

About The Role

To work with the Director, Student Recruitment and Admissions, for the planning and managing of the University’s student recruitment strategies, operational plans for marketing, outreach and promotional events, competitor analysis and budget management. In addition, to oversee CRM functions including provision of programme advisory to prospective applicants, calls and leads management.

What You Will Be Doing

Student Recruitment and Outreach

• To plan and manage student recruitment and outreach activities/events such as open houses, education fairs, information sessions, seminars, talks, school/university/company visits, etc., for the purpose of recruiting students.
• To plan and organise outreach activities/events, for e.g., dialogue sessions, for the Schools.
• To collaborate with external stakeholders, for e.g., Institutes of Higher Learning (Polytechnics and ITE) and industry partners, to organise outreach activities/events to promote the University’s programmes locally.
• To make presentations to prospective applicants at outreach events such as open houses, education fairs, information sessions, etc., conducted in schools, polytechnics, universities, external organisations, and so on.
• To produce and keep updated all marketing collaterals including prospectuses, brochures, inserts, flyers and any other marketing/publicity materials.
• To prepare student recruitment reports with details of outreach strategies and execution plans.
• To prepare and manage budget and financial reports of student recruitment and outreach expenses.
• To manage and analyse the statistics of student recruitment and outreach activities/events.
• To prepare competitor analysis reports, where required.
• To source for sponsor organisations for sponsorship programme.

Programme Counselling and Customer Service

• To manage enquiries and provide appropriate counselling, guidance and encouragement to the general public attending the outreach activities/events who are interested in the University’s programmes.
• To manage programme enquiries via phone, email and walk-ins, etc., received by staff.
• To manage the leads database, the CRM system and the SRC hotline.
• To prepare and analyse email and hotline statistical reports for service quality monitoring and improvement purposes.
• To manage and analyse leads captured via phone, email, walk-ins and from other student recruitment and outreach activities, and to provide recommendations for improvements.
• To manage and review all enquiries and feedback from interested applicants/signed-up applicants.

Website Management

• To ensure accurate and up-to-date information relating to SRC’s sections on the SUSS website.
• To copy edit/vet all publicity materials relating to SRC before the information is posted on the SUSS website.

Job Requirements

• Degree with at least 5 years of relevant working experience, preferably in marketing and business-oriented with customer service focused perspective, of which 3 years at managerial level.
• Proficient in Microsoft Office.
• A good team player with good interpersonal, communication, presentation and writing skills.
• Pleasant disposition with good customer service skills.
• Self-motivated, positive attitude, able to work independently and take initiative.
• Resourceful and ability to multi-task in a fast-paced environment.
• Enjoys meeting people and organising activities.
• An eye for detail.
• Mature, meticulous and possess a high level of discretion and integrity.
• Bilingual with good command of written and spoken English.
