RESPONSIBILITIES

• Risk Management and Emergency Readiness
  • Work closely with other SMU units (e.g. Office of Integrated Information and Technology Services, Schools etc.) on site-specific needs and requirements, and develop the standard operating procedures accordingly for business continuity.
  • Adopt a leadership role in organising and coordinating the university's response to crises along with continuity planning.
  • Organise the university's Crisis Executive Group (CEG) comprising President SMU, Provost and senior management, and drive the agenda to ensure a diverse range of timely strategic decisions and the university's ability to continue operations.
  • Develop and implement plans for assessed or perceived threats and emergencies (e.g. pandemic, public order, terrorism).
  • Take on the role of an internal safety auditor to ensure compliance across SMU.
  • Liaise with the Ministry of Education (MOE) and other external agencies on SMU's safety and security plans and preparations.
• Safety Training and Education
  • Plan, conduct and coordinate the CPR, AED, first-aid courses that are run regularly for the community as part of safety requirements.
  • Provide safety oversight and management in the area of safety for all student-life events and activities, including the conduct of risk assessment.
  • Work with internal and external stakeholders to engage the community in furthering key safety and security messages/initiatives.
• Workplace, Safety and Health (WSH)
  • Serve as the central coordinating body for the university with regard to implementation, adherence and oversight management of all WSH-related policies and SOPs (e.g. incident reporting, compliance and governance). This also involves chairing the university's WSH Steering Committee.
  • Drive WSH initiatives within the SMU community.
  • Liaise with the relevant government agencies (e.g. WSH Council, Ministry of Manpower etc) on matters pertaining to WSH.
  • Represent SMU in the Working Group for Higher Education & Research, a sub-committee under the ambit of the national WSH Council.
• Overall Campus Security
  • Provide physical protection of university properties, facilities and assets through established building access control polices and procedures, patrols etc.
  • Oversee the security card access system and CCTV systems, including access card encoding.
  • Provide the university community and stakeholders with a safe, security and conducive environment which is optimal for learning, teaching, research and other university activities.
  • Provide emergency management, incident management and investigation related to physical security and security breaches.
  • Plan and coordinate security exercises in SMU to evaluate and improve security measures on campus.
  • Maintain relevant security policy and procedures on campus (e.g. "Loss & Found" etc.).
  • Ensure smooth operations of the campus building security counter, while ensuring fault escalation are performed in a seamless manner.
  • Supervise the operations of the Fire Command Centres in the event of fire or other related emergencies.
  • Supervise and raise the service standards for campus security.
  • Provide support to other departments to enhance safety and security for major SMU events.
• Fire Safety
  • Supervise the university's compliance to the requirements for a Tier 1 High Risk Installation under the Fire Safety Act, and ensuring the training of the Company Emergency Response Team (CERT).
  • Work with relevant departments to ensure the university comply with fire safety regulations and have effective fire safety plans.
• Travel Safety
  • Oversee the onboarding of our community onto the 24-7 Global Assistance Programme. provided by International SOS.
  • Oversee the management and resolution of safety incidents involving the SMU community while on official travel.
  • Supervise the appointment and management of the university's travel safety services vendor.
  • Review and revise the pre-departure travel safety procedures to ensure relevancy and robustness.
• Additional roles
  • Serve as SMU's representative in any external capacity/forum on safety, risk and crisis management, and emergency preparedness issues.

• Bachelor's degree from an accredited university or the equivalent, preferably in a teaching or service area, with course work in safety, public service, or a related field.
• At least 15 years of related and relevant managerial experience with a proven track record in campus safety, law enforcement, or a combination of safety and law enforcement.
• Deep and broad knowledge of safety practices, risk management, emergency preparedness and crisis management, as well as local statutory codes and regulations.
• Proven and excellent leadership skills and exemplary ability to command teams and individuals, especially in times of crisis.
• Ability to be assertive and make swift and effective decisions; Ability to act fast, decisively and appropriately under pressure and critical (possibly life-threatening) situations;
• Strong ability to develop strategic plans and narratives for safety and campus security at SMU;
• Translate top-down planning into strategic and programmatic initiatives for implementation;
• Predict safety threats, scenarios and resulting outcomes, and strategize, drive and take ownership for possible solutions to mitigate;
• Build and develop the capabilities of a diverse team with different skill-set, grooming the team to achieve a progressively higher levels of performance.
• Excellent communication (written and spoken) and interpersonal skills to deal with a range of internal and external stakeholders, with the ability to relate well to the diverse population in SMU.

OPPORTUNITY

The Program Director, Client Health, will play a critical role in the successful implementation and ongoing management of our new client health program in their assigned region (Americas, EMEA, APAC). This program will offer a renewed focus on the health of our client relationships and provide insights and analytics that are actionable, centered around our own client benchmarks and performance for greater impact.

The role sits within our regional leadership team office, but will collaborate closely with the GCGP Program Director, Client Health (who will lead the overall program globally), as well as the new solution provider to ensure all regional stakeholders are trained and provide the proper inputs in advance of each client health survey deployment (ex: client contacts). This role requires strong leadership, project management skills, and the ability to foster effective communication and collaboration across various Publicis Groupe agencies in your assigned region.

KEY RESPONSIBILITIES

• Implementation Support: Collaborate with the Program Director and other stakeholders to support the implementation of the new client health program with our solution provider, ensuring smooth execution and adherence to established timelines.
• Regional Governance: Assume responsibility for the ongoing governance of the client health program post-launch, ensuring compliance with established protocols and standards within your assigned region.
• Change Management: Assist in change management efforts during the program's launch and provide ongoing support to facilitate smooth transitions and adoption by internal teams.
• Standardization of Client Contacts: Ensure consistency and standardization of client contacts (type, level, etc.) across the region, ensuring adherence to the established client inclusion decision tree by all client teams.
• Risk Escalation: Act as the point of contact for risk escalation to the Program Director, promptly addressing any issues or concerns that may arise during program implementation or management.
• Communication and Stakeholder Engagement: Cascade communications to regional stakeholders, including leadership and client health users, regarding program updates, key meetings, and training sessions. Facilitate key regional meetings, such as onboarding sessions and demos.
• Training and Support: Act as the primary regional support on the platform, addressing questions and concerns from internal teams regarding the program and platform functionality. Escalating to the Program Director and Solution Provider as needed.
• CRM Database Management: Take ownership of CRM database collection, validation, and accuracy of client contacts within the assigned region. Support future migration of client contacts to Salesforce as needed.
• Partnership Development: Foster a close partnership with the GCGP Client Intelligence Team responsible for mining and delivering insights for Key Group Clients
• Custom Support: Serve as the primary connection for the region to the Solution Provider for any custom support required, ensuring timely resolution of issues and effective communication between internal stakeholders and the solution provider.

CRITICAL SKILLS

• Proven experience in program management.
• Strong understanding of change management principles and experience in driving organizational change initiatives.

Purpose of the Position

The Director Software Engineering, Singapore, directs and coordinates activities related to the design, development and implementation of software systems for products.

He/She is responsible for defining development- and test strategies and processes.

He/she manages one or more subordinate development teams.

Your Responsibilities

· Responsible for the strategic and day-to-day management of medical/non-medical software development for cloud/client/server and/or programmer Software.

· Develops state-of-the-art Software development processes in accordance of standards (62304) and BIOTRONIK QM system and align with Software development processes in HQ and other BIOTRONIK development sites.

· Budget- and cost center management responsibility.

· Transform cost targets from Senior Managements into strategy that meets business needs in cooperation with subordinate manager.

· Personnel responsibility including recruiting, personnel development, agreement on objectives and performance appraisals, directs multiple development groups.

· Provide technical direction in the design, development and testing software systems, subsystems, components, and frameworks for the meeting of their respective specifications and general requirements.

· Oversee the software development life cycle and resolve complex problems.

· Manage technical resources and human resources in software development project as well as taking the lead in designing training programs to clients and subordinates.

· Manage key relationships with key stakeholders inside and outside our department.

· Oversee and review work of the team and monitor individual employees’ performance.

Your profile

· University degree (PhD., Master or Diploma) in Computer Science or related field

· More than 10 years’ experience in software development

· Theoretical and practical software engineering knowledge for regulated environment

· Software Quality Assurance strategies

· Technological overview in software development and Software test automation

· Demonstrated success in delivering complex software products to the Market in compliance with established schedules and within budget constraints

· Demonstrated success in leading multiple development teams in overcoming difficult technical challenges

· Understands large business demands and reacts with maturity; directs Software team accordingly; establishes positive change management
