• Diploma in Civil/Structural/Geotechnical discipline
• Possess a valid RTO certificate
• Possess a certificate in Building Construction Supervisors Safety (BCSS) course
• Conversant with Statutory code and requirements for site supervision , quality control procedures, construction administration and submission of progress report

Job Description :

• Provide supervision services for all civil & structural works to ensure that contractors complies with the contract/authorities/agencies' requirements
• Verify the quantity of materials of works delivered to site and works constructed on site
• Supervise all works as directed by OIC/Supervisor
• Review, evaluate and assess monitoring instruments and interprete the results and provide analytical reports for any evaluations
• Supervise and ensure strict quality control in the installation of instrumentation and endorse on the as-built records
• Coordinate with the contractors, AC, QP(D)s, QP(S), instrumentation and monitoring contractors, relevant statutory authorities & agencies
• Monitor project progress to ensure timely completion and prepare necessary site progress and status report
• Adhere to regulations and requirements of stakeholders
• Liaise with stakeholders' supervision team
• Report any accident/incident/near miss on site immediately to OIC
• Conduct inspections for precast elements

Requirements

• Min 10 years of relevant experience as RTO of which 8 years shall be in major construction works in buildings, tunnels, deep excavation and foundation, including works such as installation of monitoring instruments and collation of monitoring data
• Diploma in Civil/Structural discipline
• Possess a valid RTO certificate
• Possess a certificate in Building Construction Supervisors Safety (BCSS) course
• Conversant with Statutory code and requirements for site supervision , quality control procedures, construction administration and submission of progress report

• To review all Authority's and Contractor's drawings
• To provide all relevant endorsements required by the relevant authorities
• Supervise all civil, structural and geotechnical building works, both permanent and temporary
• To ensure that contractor had obtained all necessary permits and clearance to work
• To conduct site inspection and ensure that contractor(s) implement corrective actions and timely preventive/mitigation measures to protect surrounding structures
• Coordinate the contractor, AC, QP(D), and relevant agencies, including interfacing contractors and consultants etc for the works
• To review, evaluate and assess all formwork structures, formwork support systems etc
• To review and supervise safety, environmental and health matters
• To supervise the installation of instrumentation
• To supervise sanitary and plumbing installations, pump drainage works etc
• To review, evaluate and assess the monitoring of instrumentation and interpretation of the results and provide analytical results/presentations
• To review the Contractor's design and supervise all works

Criteria:

- Min 3 years of experience in Construction supervision, especially in roads, flyover, pedestrian overhead bridge

- Diploma in Civil and Structural Engineering

- Possess a valid RTO cert by JAC of IES/ACES as QSS Singapore

• To review all Authority's and Contractor's drawings
• To provide all relevant endorsements required by the relevant authorities
• Supervise all works including all civil and architectural works, plumbing, sanitary, drainage, irrigation and sewer system, commuters facilities, road works, trial trenches and utilities diversion etc.
• To coordinate the contractor, AC, QP(D), relevant agencies, including interfacing contractors and consultants etc for the works
• To review, evaluate and assess all formwork structure, formwork support systems systems and gantry crane and submit evaluation report endorsed by a PE
• To review and supervise safety, environmental and health matters
• To supervise the installation of instrumentation
• To supervise sanitary and plumbing installations, pump drainage works etc
• To review, evaluate and assess the monitoring of instrumentation and interpretation of the results and provide analytical results/presentations
• To review Contractor's design and supervise all works associated to micro-tunneling and mining, Flyover works, sewer diversion (including shaft construction and pipe-jacking operations.

Requirements:

• Diploma or Degree in Civil and Structural Engineering
• At least 4 years’ of experience, of which 3 years experience in either geotechnical works or airport construction.
• Possess a valid RTO cert by IES Singapore

• To review all Authority's and Contractor's drawings
• To provide all relevant endorsements required by the relevant authorities

Criteria:

- Min 3 years of experience in Cut & Cover tunnelling or supervision of installation of monitoring instruments, collation of monitoring data and use of software for presentation of monitoring data for analysis and interpretation.

- Diploma in Civil and Structural Engineering

- Possess a valid RTO cert by JAC of IES/ACES as QSS Singapore

- Possess a valid RTO (Tunnel) cert by JAC of IES/ACES as QSS Singapore

• To perform all roles and responsibilities required of site supervisors under the Building Control Act.
• To supervise the timely execution of the works and maintain quality control and ensure that the works are carried out in accordance with the contract specifications, drawings, allocated timeframe, all other contract documents and site instructions.
• To check all drawings and specifications to ensure that works are carried out in accordance with the approved plans.
• To check on quality of materials and samples delivered to site and report to Superintending Officer / Consultant / Qualified Person on any materials that are not conforming to the specifications.
• To check trial panel & mockup done on site and off site, where necessary.
• To ensure that the required construction tests in connection with the construction works are carried out where necessary.
• To ensure CAG emergency preparedness protocols are adhered to by the contractors during trial runs or actual emergencies.
• To prepare defect lists, monitor progress of rectification works and ensure all defects are satisfactorily rectified.
• To attend site, progress, variation and coordination meetings and to keep proper minutes of these meetings. To follow up and report to QP(S), QP(D) and CAG within two (2) days for site issues raised during the meetings.
• To help resolve contractors’ queries and coordinate the works with other contractors.
• To inspect and assist with handing / taking over of completed works.
• To facilitate the timely taking over of site parcels to be handed over by other contractors and highlight any issues that will delay the progress of the works.
• To ensure that proper and updated records of all works, including records of variation works, tests, inspections, work progress, materials and equipment/machinery on site, labour safety, provisional quantities, dayworks, etc, are kept.
• To take and carry out instructions from and represent the QP(S), QP(D) and CAG on site.
• To ensure that the contractors maintain safety, cleanliness and tidiness of the site at all times.
• To be conversant with all procedures in the Changi Aerodrome Manual, “Airside works Procedures Manual”, Airport Operational and Safety (AOS) requirements”, and Workplace Safety & Health Manual. To make conscious effort to be constantly updated on any subsequent revisions to the above-mentioned manuals, procedures and all applicable airport circulars.
• To adhere to the shift duty roster assigned by the Consultant or Resident Engineer.
• To carry out any other duties including administrative tasks as directed by the Superintending Officer / Consultant / QP (S) / QP (D).

Requirements:

• The RTO-building shall have minimum five (5) years of relevant experience as a RTO, of which at least three (3) years shall be in supervision of works similar in bored piling, and temporary works such as haul road and temporary drainage diversion, ERSS, excavation works, ground improvement works, flood prevention and mitigation, etc.
• The RTO-Geo shall preferably possess a Diploma from Polytechnic or relevant qualifications.
• The RTO-Geo shall be accredited with the Joint Accreditation Committee of the Institution of Engineers Singapore and the Association of Consulting Engineers Singapore.
• The RTO-Geo shall have a certificate in Building Construction Supervisors Safety (BCSS) Course.
• Good analytical ability with strong verbal and written communication skills. Competent in keeping and maintaining proper and updated site records on progress of work.
