Project Manager - Technical

The Consulting Project Manager (PM) actively manages medium-high complexity projects to successful completion from initiation through delivery and closure. This requires coordination of cross-functional teams (through meetings and progress measurement activity) which bring distinct, specific projects to completion both on time and within budget. The role will be fulfilled by an experienced project management professional or scrum master, with a full understanding of industry standard project management practices (as well as policies and procedures) and the ability to interact with internal and external stakeholders.

What will you do:

• Integrate and use specific industry and technical delivery methodologies, e.g., project management methodologies based on the Project Management Institute (PMI), project management methodology, system and software development, agile methodologies such as Scrum.
• Drive project planning, scheduling, monitoring, and reporting activities for projects.
• Manage project requirements, scope, timelines and perform regular customer cadences
• Establish appropriate metrics for measuring key project criteria; develop project control and reporting procedures and manage changes in operational plans
• Manage project requirements and scope/change management issues
• Develop and effectively present and communicate content
• Plan, schedule, monitor, and report on activities related to projects
• Work in consultation with the Resource Management Office (RMO) to manage project staffing requirements

• 3-5 years of experience in a project management/coordination role managing IT or Government based projects
• Exhibits good communication and negotiation skills, both written and oral

• Experience establishing and contributing to process improvements

• Recognized Tertiary qualification in Civil Engineering or related discipline;
• At least three (3) years’ relevant project management experience in the area of project management for system related works;
• Proficient in programmed planning software such as Microsoft Project for Windows;
• Strong analytical and problem-solving skills, resourceful and meticulous;
• Highly motivated and pro-active with the ability to work both independently as well as in a team;
• Proficient in Microsoft Office (Outlook, Word, Excel and PowerPoint) for Windows;
• Good verbal communication and writing skills in English;
• Be expected to travel regularly between office and sites;
• Perform night work based on project needs; and
• Possess Class 3 driving license is preferred.

Job Description

• Develop and execute the operations projects with multiple project engineers and managers within the work place.
• Responsible for project functions included but not limited to Site Management, Control Management, Procurement, Construction Management, etc. are all coordinated and properly staffed to meet the project.
• Ensure accurate and timely reporting standards are maintained throughout the project.
• Establish the working relationship with operations management needed to facilitate the coordination and execution of project work, such that the operational impact is minimized.
• Monitor engineering progress against budget and forecasted schedule.

Responsibilities:

• Support and assist the SRE / RE / RA in duties, review all project drawings and specifications, and raise any discrepancies and/or possible problems before construction work commence on site
• Supervise the construction and related works, maintain quality control and ensure that the works are carried out in accordance with the project specifications, drawings
• Report to the supervising Qualified Persons any work that are not constructed according to the building approved plans, project drawings including shop drawings;
• Report to project manager and/or project consultants any work that are not constructed according to the specifications and drawings;
• liaise with the supervising Qualified Persons and their engineers/architects / specialists on the review and approval of revised designs, amended drawings, specialist drawings, sketches, etc.
• Assist in the review of contractor’s method statements and working procedures, and to ensure that they are followed on site;
• verify progress payment claims, all other claims and reports submitted by the contractors;
• keep and review records of works including materials, samples, site equipment, inspections, test reports and ensure proper documentation, keep track of all records and forms
• oversee the maintenance of the site office, its cleanliness and orderliness, proper filing systems, plans

Requirements:

• Diploma in Electrical Engineering or equivalent from Singapore Polytechnic or other tertiary institutions of equivalent standing; and
• Possess at least 5 years of relevant and practical experience on site.

Job Description

1. Assist to prepare the schematic design drawings for client’s review and approval.
2. Assist to prepare drawings for the various stages and tender drawings.
3. Assist on submission to the relevant government authorities.
4. Undertake other tasks that may be required by Project Architect in co-ordinating technical matters.
5. Assist in the monitor of the progress of drafting works for the various projects, check and monitor the status of the various competent authorities’ submission/compliance and application
6. Assist in the preparation of the necessary forms, calculations, letters and documents in other forms.
