Global Marketing and Public Policy Department
The Global Marketing and Public Policy team is responsible for Vantage’s brand, identity, and positioning in the global marketplace. The team leads public and analyst relations, as well as public affairs, to ensure all constituents are educated on Vantage’s products and services while advancing the company’s position on data center public policies. The team partners with sales, design, engineering, construction, finance, legal, and other functions at Vantage to grow market share, acquire and retain customers, launch products, represent the company before governments, and expand into new markets. In addition, the team spearheads the overall product design of the data center aesthetics to ensure a consistent customer experience around the world.
Position Overview
In this newly created role, the Director of Public Policy will be the person primarily responsible for developing, implementing, and reporting on the company’s public affairs program across APAC. The Director of Public Policy will partner with various internal stakeholders to determine Vantage’s policy priorities and build relationships with key stakeholders across multiple geographies to implement policy objectives. Additionally, the Director of Public Policy will engage directly and through third parties such as consultants (e.g. lobbyists) and trade associations at the local, regional, national, and international levels of government in APAC to advocate for Vantage’s position on a variety of topics such as energy availability, sustainable development, tax treatment, foreign direct investment, and data sovereignty, among others. Moreover, the Director of Public Policy will closely collaborate with Vantage’s Legal & Compliance, Finance, New Site Development, International Business Development, Design & Engineering, Construction, and Operations teams to help mitigate risk, ensure compliance with applicable laws, and assist with the development of quality sites for data center development, including seeking incentives and pursuing site opportunities.
Essential Job Functions
- Build and manage a public policy framework, including a strategy, program, and budget, from the ground up to support Vantage in both current and expansion markets across APAC.
- Research, identify, and track current and emerging policy and political issues impacting the data center industry across APAC, and engage internal stakeholders to determine company’s position, priorities, and risks.
- Develop and implement strategies to navigate and influence relevant legislation and regulation; engage with government, industry, and economic development constituents; and create stakeholder maps and contact plans for key decisionmakers and influencers.
- Collaborate with Vantage’s business development, new site development, design, construction, operations, sustainability, tax, and legal teams to mitigate risks and pursue site and market entry opportunities, establishing a cadence of regular briefings and reporting.
- Engage on pre-development processes, including researching policy drivers in new markets, identifying site and incentive opportunities, and pursuing incentives for data center development, as well as assisting with permit and zoning applications as necessary.
- Work with Legal & Compliance to establish frameworks and processes to ensure Vantage’s compliance with applicable laws and regulations.
- Create and manage a community engagement program in jurisdictions where Vantage operates or plans to operate in APAC to promote Vantage as a socially responsible corporate citizen.
Duties
- Monitor policy and political developments across APAC; track and report on issues of importance to Vantage and the data center industry.
- Draft positioning statements and external-facing documents; prepare presentations and talking points for internal and external meetings, as well as manage briefings for executives and key external stakeholders.
- Research and write white papers and other materials in response to government requests for information, and to support applications for economic development incentives and government approvals.
- Engage with governments across APAC by advocating for Vantage’s position in full compliance with applicable law and regulations.
- Attend government and industry meetings to testify or comment on Vantage’s behalf.
- Participate in various chambers of commerce, trade associations, and industry coalitions as a proponent of Vantage and the data center industry.
- Hire and manage third-party consultants (e.g. lobbyists) and, over time, build and manage local public policy team in key markets.
- Partner with marketing and other business teams to develop messaging, collateral, and public relations materials.
- Promote Vantage’s commitment to sustainability, diversity, and inclusion; engage in the community supporting Vantage’s role as a socially responsible corporate citizen.
Job Requirements
- Bachelor’s degree in political science, business, economics, law, or a related subject is required. Graduate degree in a related field is a plus.
- 5-10 years of hands-on experience building or executing a new public policy program from the ground up in APAC is required.
- Solid understanding of policies related to data centers, including energy, taxes, sustainability, construction, workforce, economic development, etc., with the ability to navigate through complex issues at multiple levels of government (e.g. local, regional, national, and international) is highly desired.
- Strong skills in policy analysis and presenting complex ideas clearly and simply in front of large groups and to policy and business executives.
- Demonstrated good judgment and experience in ensuring compliance with local and national lobbying, anti-bribery and corruption laws, and industry best practices for ethical behavior.
- Experience in economic development, including successful pursuit of tax incentives, abatements, or zoning approvals, is preferred.
- Ability to communicate clearly both in written and verbal forms is required; attention to detail is a must.
- Significant international travel to Vantage offices, capital cities, events, and potential sites, is required.
