Job Description

• Review, track & monitor the main contractors’ programmes and/or CAG/CAAS direct contractors’ programmes to comply with CAG requirements.

• Review the main contractors’ baseline S-curve, cost loading, resources allocation, histograms and 4D BIM, highlighting areas of concern to SO/SO(Rep).

• Review and give detailed feedback on main contractors’ schedule submissions and recommend status of approval / non-approval to the SO/SO(Rep) in compliance with CAG requirements.

• Prepare monthly dashboard reports to CAG in relation to the progress of works and any issues that may negatively impact on the timely completion of the contract including presentation to stakeholders, if any.

• Review main contractors’ progress reports.

• Review main contractors’ updated programmes which reflects the actual progress of works and capture any change of work sequence.

• Keep record of important site information such as, equipment and manpower deployment, changes to any design/construction dates, delay events, etc.

• Review and assess trade productivities.

Job Requirements

• The Planner shall possess at least ten (10) years of relevant construction experience with at least 7 years of experience in development and/or review of project schedules for every phase of the construction project lifespan by using Primavera P6;

• The Planner shall possess a degree in Civil and Structural Engineering or relevant discipline;

• The Planner shall have experience in scheduling for projects of similar scale, complexity and nature of works;

• The Planner shall possess intermediate to advanced knowledge of Microsoft Project, Excel, Power Point and Word; in addition, the Planner shall also be proficient in Primavera P6;

• The Planner shall be able to work independently, a strong team player and to handle fast paced projects;

• The Planner shall have good interpersonal, written and verbal communication skills for collaboration with stakeholders across all levels and have good presentation skills.

Job Description

• To plan, manage, oversee and be responsible for all aspects of the health, safety and environmental matters for the Project.

• To advise and report to the Superintending Officer and ensure the Project complies with its statutory obligations, Changi East safety requirements, airport authority's safety requirements and aerodrome safety standards.

• To manage the team of ASMs to ensure all duties and responsibilities required of them are discharged professionally and competently. He shall carry out regular meetings with the team and address any issues relating to their personal and work matters.

Job Requirements

• Minimum 10 years of Workplace Safety and Health (WSH) experience in the construction industry, preferably 5 years with developer/main contractor.

• Minimum 5 years of WSH experience in deep excavation works.

• Minimum 3 years of experience in managing a team of site safety personnel.

• Possess Engineering, Workplace Safety & Health Disciplines, or related qualifications.

• Registered with MOM as a Workplace Safety and Health Officer (WSHO) and has been practising as WSHO for at least 5 years.

• Has obtained certificate in development of a Risk Management Implementation Plan (bizSAFE Level 2) or equivalent.

• Has obtained certificate in DfS appreciation course.

• Good communication skills and a competent team leader

Reports To: Quality Assurance Manager

Primary Objective:

To perform Validation activity on supporting evidence/ information supplied on client records to enable the processing of the outcome payments by the finance team. Utilize pre-determined checklists and either approve claims as compliant submissions or reject back to operations with succinct detail of remedial action requirements to progress to claim. Overall responsibility for the accuracy and timely processing of submitted outcome events within the required performance deadlines. Conduct client records checks in line with pre - determined working papers and support the production of reports outlining current program health weighting and clear remedial action requirements or recommendations to changes/ implementation of controls. To act as first point of contact for the operational leads with regards to quality enquiries and support facilitation of internal and external audits.

Responsibilities:

• Perform validation activity on programme outcomes to determine if evidence supplied supports payment claim from our customer (government), issuing remedial action guidance, and monitoring corrective action completion when necessary.
• Audit client files to determine the level of compliance and overall programme health indicators and to produce initial audit findings report for presentation to the Quality Assurance Manager for cascade to the wider business.
• Robust working knowledge and interpretation of Government Minimum Standards to act as subject matter expert for issuing guidance and maintaining FAQ logs.
• Support in trend analysis and action plan creation to mitigate risk and suggest process improvement to enable compliant by design approach
• Report highlighted knowledge gaps in operational delivery areas that present a risk to the Quality Assurance Manager for review and action.
• Produce management reports linked to quality in line with business requirements and schedule.
• Support creation / amendment of quality guidance, manuals and other delivery resource tools for compliance in programme minimum standards and AKG set standards.
• To provide administrative support to the Quality Assurance Manager as and when required.

Person Specification

Key Skills/Experience

• Tertiary education with audit and compliance experience
• Proficient in the use of Microsoft packages and intermediate or Advance Excel (Essential)

Job Description

• Assess the work hazards, submit risk assessments, mitigating measures and address all comments from the OIC prior to commencement of all works.
• Submit method statements where necessary to the OIC for approval before the commencement of inspection works.
• Plan, manage and co-ordinate all activities related to the work programmes as set forth in the Requirement Specifications.
• Prepare and submit all programmes, schedules (daily, monthly), monthly progress reports to the OIC.
• Check on the progress of works and ensure inspections are carried out according to schedule, unless prior approval has been sought to make adjustments.
• Ensure that all resources, equipment, etc are in good working condition at all times, and ensure timely and adequate covering for Inspectors who may be unable to perform their roles at any point in time
• Ensure that all inspection works carried out are in accordance with the Requirement Specifications and comply with any written law and statutory requirements in Singapore
• Ensure that the team of inspectors are equipped with the necessary equipment and that the inspectors are competent and well versed with the Authority’s standards and requirements.
• Ensure proper and adequate covering for Inspectors who may be unable to perform their roles at any point in time.
• Ensure that Inspectors’ daily inspection reports and other additional reports or findings are in order.
• Any other tasks as instructed by the OIC or Authority.

Job Requirements

• 5 years of relevant experience and knowledge in Project Management and Engineering Works to manage all the various types of works as set forth in the Requirement Specifications and to assume all the duties and responsibilities as set forth in the Contract
• A Degree in Civil Engineering recognized by the Professional Engineers (PE) Board or other qualifications acceptable by the Commissioner of Building Control for registration as Resident Engineer.
• A certificate in Pavement Construction and Maintenance which is awarded by the Building Authority (BCA), or equivalent and has completed a course on Code of Practice for Traffic Control at Work Zone.
• Able to communicate and write effectively in English; Minimally a Pass in English Language as first Language at GCE’ O level or equivalent.
