Job Summary

An experienced and skilled Facilities Executive (Projects) at AWWA Ltd, responsible for managing and delivering projects from inception to completion, ensuring on time completion, within budget, and to the required quality standards. Overseeing the planning, design, construction, and maintenance of AWWA facilities, including office spaces, service centres, and other support facilities.

Key Responsibilities

i. Facilities Project Management

Manage multiple projects simultaneously; new construction, cyclical maintenance works, additions and alterations works and improvement projects for AWWA services which includes:
• Project planning – Develops and maintain project schedule, budgets and project plans based on users’ specifications
• Coordinate with external and internal stakeholders, consultants, contractors, and suppliers to manage project activities including specifications gathering, procurement, construction and completion of projects
• Conduct regular site visits to monitor project progress, ensuring compliance with project requirements, safety standards and regulations
• Oversee and manage project budgets and forecast, ensure accurate cost tracking and financial reporting, work progress claim and variation orders
• Develop and maintain effective communication channels with stakeholders, provide regular project updates and maintain project documentation, project process and progress reports
• Identify and report project risks and implement risk mitigation
• Administer project completion (takeover/handover) which includes compiling all project documents including OMM, warranties, as-built drawings and certificates from approving authorities; defects rectification and ensure that they are carried out promptly within Defects Liability Period
• Obtain the essential licenses and permits to operate any premises

ii. Building, Facilities and Equipment Maintenance

Manage the maintenance and upkeep of AWWA properties, premises and equipment for AWWA wide services which includes:
• Plan and conduct periodic inspection and update the facilities records
• Involvement in tenders/quotations exercises and appointment of contractors for maintenance works
• Ensure that the works are properly executed and completed according to contract requirement
• Liaise and coordinate with staff and vendors on facilities, building and equipment issues
• Check and certify delivery, service chits and invoices from vendors for work done
• Compile of all maintenance works’ documents e.g. warranties, etc
• Ensure that the required repair works and defective materials/equipment are completed or replaced within warranty period

Other Responsibilities

• Take up key role in the Emergency Response Team
• Respond to project / facilities related emergency calls after office hours
• Continuously improve work processes
• Carry out any other duties required by the assigned supervisor

Key Responsibilities

• Responsible for the day-to-day operation, maintenance and upkeep of Mosque facilities
• Conduct periodic inspection, and preventive and corrective maintenance as per contract agreement and/or schedules
• Capable in troubleshooting simple electrical and mechanical systems
• Liaise, supervise and manage contractors, sub-contractors on repair and maintenance works including payment matters.
• Attend to enquiries, complaints of breakdown, service request pertaining to mosque facilities and/or equipment
• Manage a team of Maintenance Support Officers
• Work closely with Head if Department to prepare, review and propose annual budget and expenditures

Requirements

• NITEC or Diploma in Engineering (Mechanical & Electrical/ Building Services/ Facility Management or equivalent)
• At least one year of experience in building maintenance and facilities
• Good knowledge in building, mechanical and electrical systems
• Certificate in Infocomm Technology (IT) would be advantageous
• Proficient in Microsoft Office and Google Suites
• Possess good time management skills and communication skills
• Able to work independently and a team player

Job Description

• Manage the overall maintenance, repair and the day-to-day upkeep of the Club’s properties, facilities, and equipment with regular inspections and implement an effective maintenance program.
• Plan, execute and supervise building upkeep and maintenance carried out by term contractors and service providers engaged by the Club and ensure that services rendered are according to agreed standards and timelines.
• Supervise and follow-up on the completion of additions and alteration works of the Club's renovations, and rectification of defects of the building.
• Source for and manage facilities’ suppliers and service providers.
• Provide operational and logistical support for the Club’s various daily activities.
• Perform minor repairs, including but not limited to masonry, minor electrical, plumbing, and temporary repairs on an emergency basis.
• Ensure compliance with regulations and statutory obligations in relation to the Club properties and facilities as well as workplace safety and health requirements.
• Oversee and supervise the day-to-day activities of the facilities and maintenance team, provide backup for procurement, system administration, and other activities.
• Execute facilities management related activities and administration.
• Assist in the preparation and monitoring of the Club’s budget for facilities management.

Job Requirements

• Candidates must possess at least a Diploma in Estate Management or its equivalent with at least 5 years of relevant experience.
• Knowledge of building operations and maintenance and related regulatory requirements. Prior experience in MCST and Country Club organisations will be advantageous.
• General knowledge of building maintenance, general carpentry, plumbing, electrical, audio systems and D.I.Y. building works.
• Proficient in MS Office and knowledge of reading architecture plans.
• Good organisational, communication, interpersonal and negotiation skills.
• Willing to work one weekend per month.
