The Facilities Management team is responsible for ensuring that our buildings and facilities support the empowerment and inclusion of our users. To this end, the team ensures that our building and facilities are accessible, safe and in working order, while also ensuring that the needs of our occupants are met.

The Assistant Manager will be responsible for ensuring smooth daily operations, maintenance and upkeep of the RC’s estate and facilities, through regular building and M&E inspections, compliance to authorities’ requirements and management of service subcontractors to effectively achieve the highest standard. The postholder will also ensure that all facilities maintenance issues and emergencies are attended to promptly and rectified with minimal inconvenience and disruption. The postholder will work closely with vendors/contractors such as security force, cafeteria and transport services and supervise the work of Facilities Support staff.

Critical Work Functions

Development and Implementation of safety policies and initiatives to ensure a Conducive and Safe Environment for Users

• Develop and implement preventive/corrective maintenance programs for M&E installations
• Develop and implement fire emergency plan, fire safety audit, maintenance plan for security surveillance systems and carpark facilities to achieve highest standard of safety and security
• Requisite safety and security equipment and parts
• Program Security Cards and issue to all new hires, collect all Security Cards card from resigned staffs and delete the access card in system

Liaison with subcontractors and vendors

• Follow through the tender, evaluation and recommendation of service or term contracts, as well as its administration and management to ensure works are carried out in accordance to planned schedules, budget and approved specifications.
• Conduct general inspection to identify services for rectification and oversee sub-contractors’ performance in accordance with contractual work scope and timeline of completion

Resource Management and Reporting for Service Improvement

• Plan and implement facility improvement to improve efficiency and reduce wastage.
• Supervise maintenance and cleaning support staff and provide on-the-job training to them for effective school operations and ensure the cleanliness and safety of the school premises. The team is to provide logistical support for school activities.
• Supervise drivers and plan the transportation deployment

Education and Staff Enablement

• Remain up to date and compliant with all relevant legislation, organizational procedures and policies
• Cultivate a high performance team culture through learning and development and regular feedback on performance

Job Holder Requirements

• At least 4 years of working experience in Facilities Management or Engineering roles
• Some working experience in Social Services or Special Education sector will be an advantage

The Job

Facilities Management (FM)

• Develop, implement, monitor and accountable for policies and procedures for maintaining the organization’s facilities and equipment.
• Coordinate and manage all facility-related projects and renovations including construction of new facilities. Ensure the safety and security of all facilities and equipment.
• Ensure the timely negotiation and renewal of facility-related contracts and government permits and licenses.
• Ensure compliance with all statutory regulations related to facilities and equipment, by driving and collaborating with stakeholders to implement and practice safety guidelines. To follow up on the audit findings and recommendations resulting from any regulatory authorities.
• Develop and lead in implementing and monitoring emergency management and in Business Continuity Plans (BCP) and in Enterprise Risk Management (ERM).

Bio-Medical Engineer (BME)

• Develop, implement, monitor and accountable for the efficient and effective management and routine preventive maintenance of medical equipment and devices of the various departments.
• Evaluate, select and recommend contractors/vendors to ensure optimal preventive maintenance of all medical equipment and devices, including its required annual budgeting
• Undertake any other duties as and when assigned.

The Person

• Diploma or Degree holder with minimum three (3) years of working experience in Facilities Management and/or Bio-Medical Engineering.
• Possess excellent technical knowledge and skills.
• Strong communication skills in engaging and managing user expectations.
• Strong understanding of managing facilities and bio-medical equipment.

Project Details:
Part of the concierge team to help manage the day to day operations of the office premises for IT developers.

Responsibilities:
This role will require you to provide support as concierge of the office premises in the following areas:

- Office Access administration – Put up security clearance request, manage access to the various locations in the office premises,
- Office Administration – Opening/Closing of office premises, maintain asset register, facilitate carpark application, perform onboarding/offboarding of the staff, conduct awareness brief, manage resource booking and assist in replenishment of office supplies & equipment.
- Office Security – Conduct checks, ensure compliance, visitor management
- Event and Incident Management – conduct/organize fire drills, fire safety roll call, greenmark activities. Respond to office intrusion, power failure incidents and perform follow-up actions. Be part of taskforce for adhoc events e.g. implement and oversee Covid-19 SMM
- Facility Maintenance Administration – Act as Point-of-Contact to activate relevant facilities management agency to attend to reported case of power failure, aircon issue & lighting issues etc. Supervise the office cleaning crew. Attend to building management meetings.

Responsibilities:

• Oversee organization’s office services, facility services & facility improvement initiatives
• Supervise & motivate office, facility and outsource in-house facility service teams to ensure daily office, facility and building operations are carried out seamlessly
• Formulate substantiable administrative and facility management strategies, policies and procedures to devise ways in streamlining work processes and reduce cost
• Manage change management and rollout facility optimization initiatives in the office layout and building facility

Requirements:

• Degree in Facilities Management/Business Administration
• Minimum 8 years of relevant experience in facility management, office administration, or a related field
• Experience in a supervisory or managerial role is preferred, demonstrating leadership and team management capabilities

Installation and Configuration:

• Supervise Installation, configuration, and testing of AV, CCTV and Card Access Control related systems per project specifications and industry standards.
• Collaborate with project teams to ensure seamless integration of systems within client environments. Troubleshooting and Maintenance:
• Diagnose and resolve issues related to AV, CCTV cameras, recorders, and access control devices promptly.
• Conduct routine maintenance and system checks to ensure continuous functionality.

Quality Assurance:

• Perform quality checks on installations to guarantee compliance with company standards and client requirements.
• Document and report any discrepancies or issues observed during installations or maintenance activities.

Client Interaction:

• Interact with clients to understand their security needs and provide technical support.
• Offer training to end-users on the proper use and maintenance of security systems.

Collaboration:

• Work closely with project managers, fellow technicians, and other stakeholders to coordinate activities and meet project deadlines.
• Provide feedback to enhance the efficiency of security system installations and maintenance procedures.

Documentation:

• Maintain accurate records of installations, configurations, and maintenance activities.

Service Level Support:

• Be ready to take on maintenance tasks when assigned or rostered as part of a 24/7 standby team.

Requirements

• Higher NITEC/ Diploma or equivalent; technical certifications in AV, CCTV and Access Control systems are highly desirable.
• Minimum of 3 years of hands-on experience in the installation and maintenance of CCTV and Card Access Control systems.
• Proficient in the installation and configuration of CCTV cameras, NVRs, DVRs, and Access Control devices.
• Knowledge of network protocols and security principles related to security systems.
• Familiarity with various CCTV and Access Control brands and models such as Genetec, Milestone, Hikvision, Hanwha, HID etc
• Excellent communication and interpersonal skills to interact with clients and team members effectively.
