About Singapore Canoe Federation:

The Singapore Canoe Federation (SCF) was founded in 1971 and is the National Sports Association responsible for the management, coordination, development and promotion of paddling in Singapore. It represents the interest of its athletes and members to Sport Singapore (Previously known as the Singapore Sports Council), the Singapore National Olympic Council (SNOC), the public and other International paddling bodies.

The SCF is an affiliate of both the Asian Canoe Confederation and the International Canoe Federation. As a non-profit organisation, the SCF relies mainly on its volunteers and its small group of staff. It is mainly funded through Sport Singapore.

To promote opportunity for public participation in a full range of paddling activities in Singapore with high standards of safety. Among other things, the SCF aspires to:

● Nurture and prepare its elite and potential elite athletes to medal at the SEA Games, Asian Games, Olympic Games and other regional/international competitions.

Role description:

The Operations Executive (OE) supports the Operations Manager (OM) in driving revenue, improving profitability, and managing operations across all SCF outlets, ensuring compliance and operational excellence.

The role will cover these key areas of the organisation:

1. Customer Engagement and Revenue Development

1.1. Assist the OM in meeting interested stakeholders for course and programme opportunities.

1.2. Develop and execute programmes to engage customers and maximise SCF revenues.

2. Operations Management

2.1. Set up and oversee operations centres, ensuring seamless functionality and customer satisfaction.

2.2. Assist in administering paddling activities and ensuring smooth, safe operations.

2.3. Manage reservoir and boat storage areas in coordination with users and agencies.

2.4. Update SOPs, ensuring compliance with safety and service standards.

2.5. Monitor and enforce safety protocols.

2.6. Oversee public boat rental operations and ensure customer satisfaction.

2.7. Ensure timely fee collection and facility maintenance at operation centres.

2.8. Conduct regular inventory checks of fixed assets.

2.9. Handle vessel permit applications and renewals.

2.10. Coordinate with vendors and provide event support for SCF activities.

2.11. Collaborate with other departments to align operational requirements.

3. Course and Programme Management

3.1. Maintain online systems for course registration and payments.

3.2. Process SCF course and coaching certificates.

3.3. Manage the certification database and stakeholder systems.

3.4. Propose and implement a CRM system to improve stakeholder management.

4. Other Responsibilities

4.1. Take on additional tasks as assigned by the OM or General Manager (GM).

5. Qualifications/Technical Requirements/Experience:

5.1. Diploma/Degree in Sports Management, Business Administration, or related fields.

5.2. Experience in operations or event management is advantageous.

5.3. Strong organisational, communication, and problem-solving skills.

5.4. Proficient in Microsoft Office and Google Suite.

5.5. Proficient in IT skills.

5.6. Prior experience in the sports industry is a plus, in particular, paddling sports.

6. Other requirements:

6.1. Ability to work on weekends and extended working hours.

6.2. Possession of Powered Pleasure Craft Driving Licence (PPCDL) will be an added advantage.

Financial Returns

• Collate suppliers’ documentation for processing
• Ensure all invoices have the appropriate documentation attached and approvals prior to processing. Check and match invoices and delivery order with purchase order or purchase requisition.
• Process all invoices and suppliers statement of accounts.
• Record and process payments of goods and services
• Maintain a filing system for accounts payable records
• Check arithmetic accuracy of invoices and assign general ledger codes as per chart of accounts
• Assist in reconciling the weekly purchase log
• Ensure invoices are approved by the Head of Department / Executive Committee before payment is processed
• Prepare cheque run for approval on a weekly basis or a timely manner. Prepare payment through pre-printed cheque, manual cheque, Giro banking payment and Telegraphic Transfer.
• Ensuring all expense and travel claims submitted are in order with all the necessary supporting documents before submitting for final approval
• Liaising with vendors on payment issues and disputes
• Assist in preparing the accruals journal at month end for regular suppliers and delivery dockets not paid
• Assist in preparing the payment of travel agent commissions and ensure all supporting documents are in place
• Assist to post journal for month-end closing
• Assist to reconcile GST input listing for month end closing and GST filing.

• Communicate and coach Finance team members to ensure Finance policies and procedures are adhered to.
• Interact with department and hotel staff in a professional and positive manner to foster good rapport, promote team spirit and ensure effective 2 way communication.
• Work better together with the other Finance team member, taking over the duties when he/she is not available.
