GENERAL MISSION

1. To oversee the Finance and Accounting department in the hotel, and ensure its smooth running so that all financial and management reports are accurate and available by their due dates.

2. To define and implement hotel internal control policies and procedures, ensuring their effectiveness so that the profitability of the hotel is maximized (in conjunction with the General Manager of the hotel).

RESPONSIBILITIES AND MEANS

• To oversee the Finance and Accounting department of the hotel.
• To ensure that the books, records and accounts are maintained accurately and fairly reflect the transactions and administration of the assets of the hotel.
• To devise and maintain a system of internal accounting control sufficient to ensure that transactions are executed in accordance with Management’s general and specific authorisation and in compliance with generally accepted accounting principles and specific country legislation.
• To review and certify any hotel internal or external financial reporting before distribution.
• Oversee the preparation of the hotel’s yearly operating budget.
• To ensure that the hotel hold all required licenses and permits to operate.
• To ensure the hotel has adequate insurance policies in place as stipulated in the Management Agreement.
• To review all proposed contracts for pricing and terms, ensuring that hotel’s interest comes first and is protected at all times.
• To provide assistance to other operational departments in the definition, implementation and follow-up of improved internal control tools.
• To maintain close communication with third parties such as the Owning company, public auditors, external auditors, local authorities and Accor Regional Office.
• To oversee and ensure the smooth running of all accounting functions in the hotel and in particular the timely preparation and release of accurate monthly financial statements and other related reports and all balance sheet accounts are fully reconciled on a monthly basis and discrepancies are immediately identified and corrected.

JOB PURPOSE:

Ensuring that the Business & Support Units’ internal controls are effective in complying with regulatory requirements

Keeping abreast of regulatory developments in banking laws and regulations as well as interpretation and providing compliance advisory and recommendations

PRINCIPAL ACCOUNTABILITIES:

To provide dissemination of regulatory updates, advisory, and guidance to the Business & Support Units in all compliance matters on Laws and Regulations (Foreign Account Tax Compliance Act, Common Reporting Standards)

To review Regulatory Compliance-related policies and procedures, and to monitor gap analysis progress implemented by the Business & Support Units, to ensure the Business & Support Units manage risks appropriately to comply with the latest local regulations, global policies, and procedures

To maintain the External Rule Database to register applicable regulatory obligations and maintain other registers on Regulatory Compliance-related matters

To maintain an ongoing review program for compliance, including but not limited to the issuance of local checklists for Compliance Self Evaluation on a half-yearly basis, and the monitoring of personal account dealing by staff

To coordinate and conduct the half-yearly Compliance Self Evaluation for submission

To review, develop, and implement a risk-based compliance monitoring program (including surveillance and thematic reviews)

To act as the point of contact with regulators, and to assist in handling regulatory consultations and reviews, as well as reporting submissions, notifications, regulatory approvals, surveys, and requests for information

To prepare and present management reports (including key findings/follow-up actions), for example, monthly compliance reports and regulatory reporting.

To prepare presentation materials to highlight key regulatory changes or issues to various relevant committees

Coordinate and conduct training pertinent to raising awareness of local and overseas regulatory requirements among staff

To maintain and manage a list of users and administrators

To participate in compliance-related projects and perform any other duties as may be assigned from time to time

KEY COMPETENCIES:

Sound working knowledge of Laws and Regulations

Good understanding of corporate or private business products and processes, and familiarity with Capital Markets and related sales and suitability obligations

Creative, resourceful, meticulous, analytical and able to work independently with excellent verbal and report-writing skills

Self-driven and a team player with strong interpersonal and communication skills. Good command of both English and Chinese as role require to liasie with Chinese speaking stakeholders.

• Management of group accounts / finance team.
• Ensure timely management and statutory reporting for group and subsidiary accounts.
• Provide the board with finance and accounting support.
• Oversee group and subsidiary audits.
• Ensure accurate and timely filing with company secretary and statutory agencies.
• Management and completion of due diligence with potential investors.
• Strategic planning (Finance).
• Group consolidation.

• Handling full set of accounts, consolidation for multiple clients including preparing management fees computation and calculating NAV.
• Knowledge and experience in preparing and reviewing management accounts.
• Prepare and review unaudited financial reporting statements in compliance with the latest SFRS and assisting with XBRL filing.
• Familiar with FRS 109, 115, 116
• Prepare and review GST submission for every quarter, as well as handling GST queries from IRAS (if any).
• Proactively liaising with all private bankers, our corporate clients and internal staff regarding the queries of fund transactions made and requesting all the accounting documents related, i.e., investment portfolios, statement of accounts and transaction advice.
• Perform additional ad-hoc work assigned
• Experience in doing Single Family Offices accounts is preferred but not a must.
