Purpose and Scope

This position is responsible for providing procurement guidance and administrative support to requestors in accordance to the established SOPs and Policies.

Key Roles and Responsibilities

· Provide advice to internal stakeholders on all procurement-related matters and ensure they are compliant with Group Procurement Policy.

· Perform vendor screening, supply market research and analytical studies to identify and select potential suppliers to be added to the pre-approved vendor list.

· Ensure all supporting documents are in place prior to creation of Purchase Requisitions in SAP system.

· Support periodic reporting to track historical procurement data for consolidation and improvement.

· Any other duties assigned by Supervisor

Required Competencies

· Min. 2 years’ experience in sourcing of products/services

· Certification and/or work experience in purchasing/procurement

· Proficient in using Microsoft Office suite of products

· Experience in using SAP S4 HANA module (preferred)

· Demonstrate ability to manage stress and time to deliver results

· A good team player and able to work independently with minimum supervision

Our client is a 3rd party full-service supplier of logistics and engineering solutions. Currently, our client is seeking for Technical Administrator to be part of the team.

JOB DIMENSION (SCOPE)

• System administration
• Admin support to Technical and Rolling Equipment
• Prepares purchase orders by verifying specifications and price
• Quotation sourcing, comparison, and recommendations
• Obtaining approval from requisitioning department
• Upkeep and arrange certification for equipment/machinery
• Manage JI pass applications and internal VMS for contractors
• Arrange SIC sessions for contractors
• Monitoring delivery dates and arrange smooth delivery of spare parts for day to day operations
• Communication and coordination among various stakeholders for day to day operations
• Documentation control, management and archiving of records for audit purposes
• Contract management
• Monitoring of service contracts and ensure jobs are done promptly according to schedule
• Monitoring of adhoc quotations from contractors to ensure that quotations furnished are in accordance to schedule of rate stipulated in contracts
• Stock controlling, stock take and spare part management
• Monthly reporting and deck preparation
• Manage booking of boom lift, scissor lift, lifting equipment etc for internal users and contractors
• Any other jobs assigned by Manager, Engineer

REQUIREMENT

• Min. 'O' Level / NITEC / Diploma
• PC proficiency (Microsoft Office)
• Good communication skill
• Has knowledge in technical/ spare parts is an advantage
• Willingness to take up challenges for improvement projects
• Good knowledge and understanding of best practices in procurement flow (e.g. purchase requisition, purchase order, delivery note, service reports, invoice, proforma invoice etc)
• Good team player

WORKING LOCATION

• Working location: Jurong Island (company transportation will be provided islandwide)
• Working hour: 8am to 5.45pm (Monday to Friday)

• Depositing of Cash and Cheque, Withdrawal of Cash and Managing Cash / Cheque
• Fixed Asset Tagging and Disposal
• Monitoring, projecting and submission of monthly / quarterly Variance Report
• Yearly Budget for OOE & Capital

Others

• Any other duties assigned (include oversee and cover duties of operational admin during their absence and backup for account duties for other center)

Procurement

• Manage procurement processes, including record keeping and ensure compliance to organisation’s policies and processes.
• Ensure budget holders provide procurement plans in a timely manner and work closely with them to plan and initiate procurement.
• Ensure that procurement needs for the team and payment for invoices are properly carried out and processed respectively according to CMSG’s procedures and guidelines.
• Conduct reviews, recommend and implement KPIs, SOPs, etc to improve work efficiency and effectiveness to achieve better procurement outcome, contract management and corporate governance
• Manage and coordinate internal and external audits to ensure timely response to the auditor and follow-up by the team.

Office Management

• Update and maintain latest HR/ Admin policies and processes.
• Manage and process onboarding/outboarding of staff/ interns.
• Coordinate with the parent company on admin matters where necessary.
• Manage and track all purchases to meet timeline and operational needs.
• Manage and oversee all contracts in the organisation.
• Maintain office records, including timely disposal of old documents according to guidelines.

Asset Management

• Monitor office stocks, assets and work with Finance Manager to conduct inventory count on an annual basis.
• Manage assets register by tagging all assets.
• Regular review of asset disposal and submit recommendations for disposal in a timely manner.

Requirements

• Preferably at least 3 years of relevant experience in procurement and office admin.
• Working experience in public sector and charities would be advantageous.
• Preferably with working knowledge of accounting software in Xero and MS Office applications.
