Key Roles and Responsibilities

• To formulate and carry out strategic procurement and contracts management supports for all directly invested projects
• To review cost assumptions for new projects
• To provide assistance and guidance to other departments on their procurement activities and to monitor for compliance with the Group’s procurement policies and procedures
• To handle enlarged role of supporting Risk Management in screening, strengthening contracts & procurement practices and SOPs for joint-venture projects
• To be attached to project companies (for short durations) that requires contract management supports
• To review project’s Procurement and Contracts Management Policies and Processes to ensure compliance with the Group’s policies
• To review project procurement strategy and monitor its execution
• To oversee project’s QS procurement and contracts management works
• To review independently on the contract procurement process i.e. review SOP for check-and-balance mechanism, key procurement packages for projects etc

Qualification, Skills and Experience

• Degree in Building or Quantity Surveying or its equivalent with minimally 10-12 years’ working experience in similar capacity
• Relevant experience in preparation of Tenders for Building, Civil & Infrastructure, interior design projects & commercial projects
• Familiar with Contract, Law, and local legal requirement and good Contractual and Pricing knowledge in Vietnam, Indonesia and China will be an advantage
• Professional qualification from recognized Quantity Surveying professional bodies (e.g SISV, RICS, MRICS) would be advantageous
• Good organizational, interpersonal and communication skills
• Willing to travel and be seconded overseas when business need arises
• Proficient in spoken and written English

RESPONSIBILITIES

• This position is for Office of Campus Infrastructure and Services (OCIS).
• Manage day-to-day procurement and contracts management for facilities management, A&A works, and construction projects.
• Support and assist facility managers with contractual and costing matters, ensuring compliance with tendering and procurement policies and procedures.
• Prepare tender documents/RFQ documents and manage the procurement framework. Handle tender and procurement processes for consultants and contractors through QFM and PQM tenders, as well as quotation exercises.
• Evaluate, process, and recommend acceptance of tenders, quotations, variation orders, payment of consultants' fees, contractors' progress payments, and final accounts.
• Represent the University in progress and technical discussions/meetings.
• Verify and process tax invoices for vendor payments. Record goods receipt in the SAP system.
• Conduct market analysis for goods and services within the Singapore building industry and obtain vendor quotations.
• Perform any other additional or ad-hoc duties as assigned.

• Degree in Building or Quantity Surveying, Construction/Project Management, or other related fields in building/facilities management.
• At least 5 years of hands-on, relevant experience in the Singapore building industry, preferably in both the private and public sectors, with experience as a consultant or a developer/owner's representative, or both.
• Proficiency in facilities management, project management, contracts management, procurement methodologies, and cost norm evaluation.
• Strong written and spoken communication and interpersonal skills.
• Excellent organizational and analytical skills, and the ability to work effectively in a team. Knowledge of procurement strategies and sourcing techniques.
• Experience in vendor/supplier management and relationship building.
• Proficiency in using procurement software and tools with knowledge of SAP system and/or TenderBoard eProcurement platform or any other procurement platform being an added advantage.

  • Undertake the day-to-day Contracts Management for Facilities Management, A&A works and construction projects.

  • Manage resolution of contractual claims of various projects from pre-tender to post-contract stages and implementation of cost control measures.

  • Manage OCIS internal stakeholders' budget.

  • Provide guidance, support, and performance feedback to sub-team members to maintain high productivity and morale.

  • Ensure balanced workload distribution among sub-team members to optimize efficiency.

• Degree in Building or Quantity Surveying, Construction/Project Management, or other building/facilities management related fields.
• At least 20 to 25 years of hands-on, relevant experience in the Singapore building industry, preferably in both the private and public sectors and have performed the role of a consultant or a developer/owner's representative, or both.
• Experience in facilities management, project management, contracts management, procurement methodologies and evaluation of cost norms.
• Ability to innovate and provide value-add in campus development matters.
• Good communications (both written and spoken) and interpersonal skills.

• Responsible for buying, and proactively manage all purchases and shipments of spares and stores from approved vendor lists both locally and overseas
• Source for vendors and quotations· Negotiate pricing, commercial terms/ quotations with local and overseas suppliers, and preparation of PR & PO
• Perform daily operational purchasing matters and coordinate shipping documentation, logistics and schedules.

Job Requirements:

• Qualifications: Diploma in Business Administration, Office Administration, or related fields.
• Experience: 1-2 years in a technical administration or similar role, preferably within the marine industry.
• Skills and Abilities: Strong organizational and time management skills.
  Excellent communication skills in English and Mandarin. Knowledge of Burmese and Bahasa Malaysia is beneficial.
  Proficiency in MS Office applications.
  Effective interpersonal skills, capable of working within a team and across organizational levels.
