We are looking for a Deputy Head of Compliance that is excited about the below Mission and Outcomes over the next 6-12 months.

Mission:
To support the Head of Compliance and Risk in championing a culture of tech-enabled compliance and risk awareness across our global operations, making use of technology to ensure robust adherence to regulatory standards while fostering continuous improvement in policies, training, and processes. Outcomes: 

1/ Review and Approval of High-Risk Client Assessments
Review 100% of escalated high-risk client cases within 2 hours, providing constructive feedback to the compliance officer on any oversight or areas for improvement. Present each case to the Head of Compliance for final approval within 4 hours.

2/ Timely Management of Screening Alerts
Ensure that no name screening alerts remain outstanding for more than 24 hours, and no transaction monitoring alerts remain unresolved beyond 48 hours.

3/ Quality Review and Reporting
Conduct quality reviews of Low/Medium/High-Risk (L/M/HR) cases, covering at least 20% of each risk category. Prepare a findings report with suggested remediations to improve overall quality and adherence.

4/ Investigation Timeliness and STR Filing
Complete and/or review  that at least 80% of investigations within 15 calendar days, ensuring that any required STRs are filed within 15 calendar days of closing the investigation.

5/ Enhancements to on-board and on-going monitoring Processes
Identify and recommend key improvements in conducting client risk assessment, transaction monitoring or screening processes, implemented with Product and IT teams. Supplement the roles and responsibilities of the Head of Compliance and Risk during his absence, ensuring seamless continuity in compliance operations, and effectively manage any tasks delegated by the Head of Compliance and Risk

6/ Regulatory Monitoring and Policy Updates
Monitor regulatory changes across all jurisdictions where Sleek operates, update the obligations register, and ensure compliance policies remain current and aligned with regulatory requirements.

7/ Training Development and Delivery
Be a key contributor to designing, developing, and running training programs for compliance officers and Sleek employees, ensuring a strong compliance culture organization-wide.

8/ Inspection and Licensing Support
Support the Head of Compliance during internal audits, regulatory inspections, and licensing applications or renewals across Sleek’s global footprint.

9/ Compliance & Risk Dashboard Management
Establish and maintain a compliance and risk heatmap dashboard to facilitate prioritization and decision-making for initiatives and resource allocation.

To do this, you will have a minimum of 6 years experience as a Senior Compliance Officer or Internal Auditor and you will be located in Singapore.

As a Compliance Officer, you will be part of the Compliance & Risk Department.

Job scope includes the following:

As the Compliance and Money Laundering Reporting Officer, you will be responsible for overseeing compliance and serving as the primary point of contact for anti-money laundering (AML) matters within LMAX Digital Broker Singapore. You will require an in depth knowledge of the Payments Services Act (PSA) and its application to firms offering DPT services to institutional clients. You will work closely with senior management, business units, and external stakeholders to ensure adherence to regulatory requirements and the implementation of effective AML controls and procedures.

Key Responsibilities:

Team Summary

Visa is looking for a Compliance Manager based in Singapore to be part of Currencycloud’s Asia Pacific (APAC) Compliance and Regulatory team. Currencycloud is part of Visa Group entities and covers Visa’s regulated payment business within Money Movement Solutions (MMS) in APAC. Currencycloud is also consolidated under Visa Direct which streamlines all of Visa’s cross border payments under one unified branding. The Currencycloud APAC Compliance and Regulatory team serves as a critical partner to the MMS business, providing pragmatic, solutions-oriented advice to ensure that the regulated payment activities within licensed entities in APAC are in line with the local regulatory requirements where the licensed entities are operating in as well as Visa’s group standards. The team is part of the second-line Compliance function within Visa’s Group Compliance.

What a Compliance Manager does at Visa:

Based in Singapore, this position will support the Currencycloud APAC Head of Compliance and Regulatory who is also the Money Laundering Reporting Officer (MLRO) of Visa’s regulated entity as a Major Payments Institution (MPI) in Singapore, covering AML/CFT and Sanctions compliance matters. This position will be reporting to the Currencycloud APAC Head of Compliance and Regulatory based in Singapore and is a newly created position as part of Visa’s expansion plans within the APAC region.

The core responsibilities for this role are as follows:

·       Support Singapore MLRO in the development and maintenance of robust AML/CFT and Sanctions frameworks which are in line with the Singapore’s Payment Services Act (PSA) and the relevant subsidiary legislations issued by the Monetary Authority of Singapore (MAS) as well as Visa’s Global Compliance and other International AML/CFT and Sanctions standards. This includes preparation of responses in relation to any request for information from regulatory authorities on a timely basis and/or during regulatory inspections.

·       Perform ongoing assessment of AML/CFT and Sanctions controls, including participate in Enterprise-Wide Risk Assessment (EWRA) exercise, review of Transactions Screening and Monitoring logics to ensure that sufficient and robust controls are in place to meet the regulatory requirements as well as in line with market / industry standards.

·       Responsible for identification and reporting of suspicious transactions (STR), including maintenance of proper records on all investigations and reviews based on trigger events, transaction alerts or escalation channels, provision of additional information where required by Commercial Affairs Department (CAD) and other law enforcement agencies.

·       Support the APAC Client Migration Project upon activation of Singapore license, including preparation of KYC uplift requirements and review of incremental KYC documentations upon submission by relevant clients.

·       Perform horizon scanning of AML/CFT and Sanctions legislations, including gap and impact analysis on consultation papers, new circulars, notices etc.

·       Handle AML/CFT, Sanctions and other related regulatory audits and ensure that the reviews commensurate with the nature, size and complexity of the regulated activities within the business and the ML/TF risks arising from those businesses; track progress of remedial plans arising from audit and/or regulatory inspection findings.

·       Work closely with first-line Compliance function such as the New Business Onboarding (NBO) team who is responsible for Customer Due Diligence (CDD) and Enhanced Due Diligence (EDD) at point of client onboarding. Quality management and control

• Overall in charge of the entire packaging workshop, inclusive of data coding and laser printing and cellophane wrapping of final products.

Responsibilities:

• Recognize and identify risk control points to compliance processes, including AML-CFT risk ratings, KYC onboarding, ongoing screening and maintenance of customer business relationships, and transaction monitoring
• Implementation of testing frameworks to provide assurance that compliance processes are adequately robust and are being carried out in line with the company’s policies
• Working with the Regional Head of Compliance to identify and map the current compliance operational processes against regulatory requirements across multiple jurisdictions
• Independently assess and recommend enhancements, reviews, recalibration of system parameters with justification and documentations
• Preparation and monitoring of key risk indicators for presentation to management, following up with remediation(s) and/or process improvement initiatives
• Keeping abreast of regulatory changes, new regulations, and internal policy changes to further identify new key risk areas.
• Handle periodic internal and external audit requests, serving as the single point of contact and bridging the audit team with respective local MLROs
• Manage group-wide exercises and coordinating with the relevant stakeholders on items such as enterprise-wide risk assessment, business continuity testing and technology risk management
• Assist the Regional Head of Compliance in the preparation and ownership of group-level AML-CFT frameworks and processes
• Serve as the liaison point for RFIs from counterparties and financial institutions, assisting with investigations and preparation of responses on an ongoing basis

• Deep knowledge of the end-to-end compliance process, governance, and risk controls
• Minimum 5-7 years of experience within a bank with coverage in Financial Markets products
• Strong interpersonal skills with the ability to work collaboratively and with people at all levels of the organization
• Strong written and verbal communication and interpersonal skills
• Advanced analytical skills and cognitive process
• Ability to both work independently and collaborate with team members
• Excellent project management and organizational skills and capability to handle multiple projects and portfolios
• Indomitable attitude and strong desire to succeed
• ACAMS, ICA certification, and/or formal legal training mandatory, web3/crypto compliance knowledge will be a huge plus
