As Assistant Manager (Data Analytics), Planning & Performance Insights, Corporate Development (CD), you will assist the Director, Deputy Director, Assistant Directors, and Senior Manager (Data Analytics) of Corporate Development to harness, prepare and analyze external and internal quantitative and qualitative data/information to enable:

a. Corporate and work planning

b. Management decision making and performance management

c. Operational decision support and continuous improvement

d. Departmental data and analytic needs

This role will be focusing on using data and dashboards for systemic care transformation performance monitoring and reporting e.g. MOH health utilization statistics, YH Corporate Key Performance Indicators (KPIs)/Key Results Area (KRA) indicators, Balance Score Card (BSC), value-based care outcomes at all levels. Key responsibilities of this position include but is not limited to:

1. Dashboard creation, updating and maintenance:

a. Develop and maintain interactive dashboards that visually represent key metrics and performance indicators.

b. Ensure dashboards are regularly updated to reflect the latest data and insights relevant to various departments and stakeholders within YH.

2. Stakeholder training and management:

a. Conduct comprehensive training sessions for stakeholders to enhance their understanding and effective use of dashboards for tracking indicators.

b. Provide ongoing support and address any queries related to dashboard functionalities and data interpretation.

3. Creation of specialized management insights reports:

a. Prepare and present specialized management insights reports to inform strategic decision-making processes.

b. Analyze data trends and provide actionable recommendations to enhance departmental and organizational performance.

4. Data processing and data quality management:

a. Oversee data processing and management to ensure high quality and accuracy.

b. Develop and implement data quality policies and procedures to maintain data integrity, facilitating informed decision-making.

c. Collaborate with IT and data teams to streamline data processing workflows and enhance overall data management practices.

5. Management of indicator or target definitions database:

a. Manage and maintain a comprehensive database of indicator definitions and targets, ensuring accuracy and consistency to support effective performance measurement and reporting.

Major Duties and Responsibilities

The Manager, Corporate Planning will provide secretariat support to CEO and C-Suites in organising and managing Senior Management Meetings, Strategic Retreats and Events. He/She will contribute to the design and implementation of strategic planning and work planning processes for the Organisation. He/She will play an important role in cascading Key Result Areas and Key Performance Indicators across departments in alignment to our Strategic Priorities and Performance Management Framework. The incumbant will also assist in the review and redesign of corporate governance structures and policies to support the achievement of our Strategic Priorities and Key Result Areas.

Job Requirements

Education, Training and Experience

• Degree in Business Administration, Arts & Social Science or Public Health related disciplines.
• Experience minimum 3 years’ experience in Corporate Services, Strategic Planning, Policies, Events Management or Project Management.

The Executive Assistant / Senior Executive Assistant will be responsible to facilitate settlement of medical bills through the use of patients’ MediSave, MediShield and insurance (i.e.MediClaim), and application for MediFund assistance for needy Singapore Citizens.

MAJOR DUTIES AND RESPONSIBILITIES

(A) SPECIFIC

MediSave and MediClaim

1. Generate daily listing of patient claims from the SAP system, sort Medisave Claims Authorisation Forms (MCAF) and counter-check that forms are signed and correctly updated in system.

2. Generate and check claims for patients under the Civil Service’s Medical Claims Proration System (MCPS). Check monthly rejection report from Ministry of Defence, verify the cases for rejection and follow up with patients for payment.

3. Manual submit claims via CPF Board portal/website and manually update bills in SAP on approval by CPF Board.

4. Post entries in SAP to clear patient bills based on approved manual claims.

5. Monitor provisional bills for claim status update with the CPF Board.

6. Verify error messages and follow up on rejected claims for re-submission.

7. Log system errors (e.g. submission failure) with IT Helpdesk and follow up for closure.

8. Inform and advise frontline operations team to resolve claim errors and follow through on error rectification and problem resolution.

9. Verify reasons for rejection of claims (by CPF Board) and cancel bills for amendment.

10. Check, verify and mail final outpatient bills and statement of accounts to patients after successful approval (by CPF Board) of Medisave/Medishield claims.

11. Maintain and archive statutory documents (e.g. MCAF) for submission to the ministry or claims audit

12. Liaise with patients for refund of excess payment, where necessary.

13. Closely monitor for closure of re-submitted claims or refund requests.

14. Prepare month-end reports on aging unbilled receivables and highlight issues to Executive and Manager for advice and resolution.

15. Participate in user testing to ensure system changes/enhancements are implemented properly and working well.

MediFund

1. Generate patient bills for Medical Social Services (MSS) to assist in assessment of applications for assistance under MediFund (MF), Medication Assistance Fund (MAF) or other schemes.

2. Work with MSS to prepare for MF Committee meetings.

3. Work with personal assistant of CFO on schedule for MF

4. Maintain list of fees/charges/medication eligible for MF assistance.

5. Post and clear patient bills approved for remission or funding assistance.

6. Prepare data and statistic reports required by Ministry of Health.

7. Handle queries relating to claims and MediFund.

(B) GENERAL

1. Manage audit queries.

2. Other duties as assigned by Executive and Manager.

JOB REQUIREMENTS

EDUCATION, TRAINING AND EXPERIENCE

1. LCCI or Diploma in any discipline but preferably in Business or Finance.

2. At least 2 to 5 years of relevant working experience. Preference will be given to candidates from healthcare sector.

3. Knowledge of SAP preferred.
