As a HR Business Partner, you will work closely with the line departments in their transformation journey to achieve their objectives. • Organise outreach activities such as career fairs/talks/learning journey

• Attend to HR related requests or queries from external and internal stakeholders

The Marketing Communications Department in the 3P Network Division (3PND) conceptualises and implements integrated marketing communications campaigns such as Say YES to Waste Less, Recycle Right, National Dengue Prevention, and Clean Public Toilets. The goal of marketing communications is to foster an engaged public towards environmental ownership and action.

You will be responsible for the following:

• Lead a cross-functional team comprising various internal stakeholders to develop and implement integrated nationwide marketing communication campaigns for selected NEA’s policies and/or programmes.

• Develop marketing strategies to improve year-on-year campaign effectiveness through the conduct of surveys, campaign research and other data-driven approaches.

• Manage the performance and output of creative, media and social engagement agencies as well as other parties such as content publishers to achieve timely campaign execution and effective outcomes, including production of through the line marketing materials and digital content, where applicable.

• Front campaign-related approvals and key presentations and secure internal stakeholders’ agreement of campaign plans to achieve outcomes within organisation approval framework.

• Track and manage marketing budgets, including timely and accurate invoicing by agencies.

• Perform procurement duties in adherence to public sector procurement policies and processes.

[What we are looking for]

• A degree in mass communications or marketing is preferred.

• At least 2 to 5 years of relevant experience in managing and executing integrated marketing campaigns.

[What the role is]

We are looking for a highly self-motivated individual to join the Business Intelligence (BI) Team, who have passion for discovering solutions hidden in large data sets and working with stakeholders to improve the many business domains that NEA offers.

[What you will be working on]

In this role, you would also be involved in inter-departmental projects, and be responsible for the following:

• Play a leading role in the Prototyping, Application and Creation of Prescriptive, Predictive and Analytical dashboards and models to support various departments and glean insights from data to make better data-driven decisions. These include (but are not limited to):
  • Identify opportunities for business intelligence and advanced analytics to improve NEA’s operations deployment in the field and decision making at the operations level, as well as enhance financial operation and treasury management
  • Conceptualise/ Apply/ Prototype new/ existing data models for use in NEA
  • Pilot the implementation of such models with departments to support their line of work
  • Operationalise data models (including change management)
• Drive engagement and develop finance transformation workstreams with use of business intelligence and advanced analytics
• Actualise use of business intelligence and advanced analytics solutions identified for each of the finance transformation workstreams
• Build competency in the use of business intelligence and advanced analytics to adopt the new finance operating model
• Work with relevant stakeholders to make available the required platform/tool to support use of advanced analytics solutions related to the new finance operating model
• Understand and work closely with stakeholders to implement innovative and new ways of working (e.g. processes, organisation structures, systems) and leveraging on BI in their work
• Support the usage of technology (e.g. R, Python) to automate data processing and ETL (Extract, Transform and Load) for departments
• Support in establishing and maintaining Data Structure and Data Governance Framework for NEA’s Business Intelligence System (BIS)
• Support enhancements to * Business Intelligence System (BIS). These include (but are not limited to):
  • Gather and understand business requirements from various departments
  • Design and prototype Dashboards
  • Operationalise Dashboards (including change management) with appointed vendor
  • Provide basic maintenance support for dashboards to various departments
• Support the development and implementation of outreach programmes and Community of Practice events. These are aimed to keep NEA staff informed of transformation efforts and drive the adoption of analytics while also encouraging and soliciting ideas from NEA officers

*Note: BIS is a dynamic business intelligence and analysis platform that provides an integrated view of cross-functional information across NEA.

[What we are looking for]

• At least 3 years of relevant experience in corporate finance, business analysis, financial planning & analysis or other related fields
• At least 5 years of experience in data sets preparation and building statistical models
• Strong working knowledge of financial modelling
• Excellent analytical, decision-making, and problem solving skills
• Highly self-motivated individual who is mature, independent, and resourceful with a drive to learn and master new technologies.
• Good written and verbal communication skills for coordinating across teams
• Prior knowledge or experience in implementing the use of BI visualisation tools (e.g. Qlik Sense, PowerBI, Tableau).
• Prior knowledge or experience in the following would be an advantage:
  • Advanced statistical techniques and concepts (regression, properties of distributions, statistical tests and proper usage, etc.).
  • Machine learning techniques (clustering, decision tree learning, artificial neural networks, etc.) and their real-world advantages/drawbacks.
  • In the field of business process re-engineering (including tools like Lean Six Sigma) and/or systems
  • Using statistical computer languages (R, Python, SQL, etc.) to manipulate data and draw insights from large data sets
  • One or more of the following languages such as C, C++, Java, JavaScript, etc
  • Working with and creating data architectures
