Responsibilities

1. Systems and Process Improvement

• Set up treasury system and processes to gear up for business growth
• Co-lead finance transformation and straight-through processing (STP) initiatives, leveraging on electronic transfers, automated data capture, electronic documentation and communication, and to centralize data on designated platform(s).

2. Financial Close, Reporting, Budgeting and Tax

• Manage accurate and timely monthly, quarterly and yearly financial close and financial reporting
• Responsible for MAS compliance reporting of various entities
• Ensure returns for corporate income tax, Goods & Services Tax (GST), Withholding Tax and other relevant taxes are submitted, and timely payments are made to relevant authorities
• Preparation of budget and forecast, monitor and review performance against the budget and reporting of variances to management
• Manage statutory internal and compliance audit based on requirements of ACRA, financial reporting standards, Securities and Futures Act and COSO Risk Management and Internal Control Framework

3. Treasury and Cash Management

• Effective management of working capital cycle of different entities and maintain sufficient liquid funds for timely payment, and unexpected events
• Monitor and reconcile daily bank and book balances, and generate liquidity report for risk management
• Recommend and execute investment strategies to generate returns for corporate and settlement fund. Accounting for investment income, provides reports to members on returns of their collateral fund, and treasury reports to management
• Monitor FX exposures and recommend / execute mitigation strategy
• Assist with negotiation of credit and credit insurance facility
• Onboard new banks by managing KYC, bank account opening, organize necessary approval
• Review and manage ongoing bank requirements to achieve optimal banking solutions

4. Internal Controls and Compliance

• Manage Securities and Futures Act compliance and audit register
• Participate in annual reviews of finance policies and procedures within the enterprise risk internal control framework
• Liaise with internal and external auditors
• Manage outsourced finance service providers to deliver optimal finance service

5. Proactively contribute and collaborate in projects and other strategic finance initiatives to support the evolving needs of the organization

Requirements

• Bachelor’s degree holder major in finance, banking or accounting is required.
• 10 years of working experience in various finance roles, in an exchange, banking or commodity environment
• Familiar with the Securities and Futures Act, banking regulations and financial reporting standards. CPA or MBA holder will be an added advantage.
• Well verse with derivatives, investment products, credit facilities
• Proficient with MS Office, ERP, treasury, budget and reporting applications
• Self-starter with strong numerical, analytical, and problems solving skills.

Financial Risk Department, Abaxx Exchange Pte. Ltd. (“Abaxx”)

Abaxx is a full-stack financial technology company developing a regulated commodity futures exchange and clearinghouse in Singapore, and new software protocols and applications to enhance trust in electronic markets.

Founded on the principle of developing SmarterMarkets™ that are characterized by more efficient, seamless, and secure transactions, Abaxx Exchange is an emergent commodities exchange and clearinghouse in Singapore that has been established to motivate and facilitate better trading and technology solutions for the commodities markets. Fundamental to the development of our societies, we believe that commodities can and should be graded and traded based on their environmental, social, and governance (ESG) externalities.

Our goal is to improve price signals and risk management tools for energy markets to accelerate the energy transition. We intend to extend our technology services, software protocols and infrastructure to pre- and post-execution services to develop the capacity and infrastructure needed to meet emerging and evolving future sustainability standards.

Abaxx Exchange has been granted licenses by the Monetary Authority of Singapore (MAS) as a Recognized Market Operator (RMO) and Approved Clearing House (ACH). Abaxx Exchange is a majority-owned subsidiary of Abaxx Technologies, a publicly traded financial technology company listed on the NEO Exchange in Canada (www.abaxx.tech).

Abaxx Exchange is looking for a risk analyst who will assist the Head of Risk Control in overseeing and shaping the financial risk management practice in Singapore. The candidate will join a dynamic team, be exposed to a wide range of products and be challenged with complex risk problems. This is an exciting, multifaceted role where you will interact with teams across Clearing & Exchange Operations, Finance, Compliance, External Data/System Vendors, the Abaxx Technology team, and Market Regulators.

Responsibilities:

Risk Control

· Assist with the establishment and maintenance of the risk management framework by adhering to internal risk policies and staying up to date with regulatory standards and industry best practices

· Execute daily risk control processes and risk reports working alongside Clearing Operation teams to manage clearing risk

· Identify, investigate and escalate any issues or exceptions related to the risk framework (e.g. margin and guaranty fund breaches, risk limit excesses, data quality) including any required follow-up and reporting requirements

· Build and maintain reports for regular management, member and regulatory reporting

· Develop and maintain close working relationships with the Clearing & Exchange Operations, Compliance and Finance teams

· Compile and provide information to external parties (e.g. regulators, auditors, external independent validators, consultants) on routine and ad-hoc bases

· Participate in new product launches, new member onboarding, regular clearing member reviews and run thematic or ad-hoc market research on relevant risk topics

Risk Development:

· Contribute to ongoing risk model development efforts including participation in the design and implementation of model enhancements and improvements to risk infrastructure and processes

· Monitor the performance of risk models and assess their continued appropriateness

· Design test cases and perform user acceptance tests for risk systems development and system upgrades

· Contribute to the development and successful delivery of visual analytics initiatives. These initiatives typically include the development of reports, analysis, data visualizations and dashboards from aggregated data sources from risk databases with the objective to bring risk monitoring, analysis and strategic decision making to the next level.

Risk Culture:

· Contribute to the establishment and promotion of risk culture within the Company including through daily responsibilities, awareness efforts and training efforts

· Contribute to the culture of governance and risk oversight within the Company

Qualifications:

· Degree in Risk Management, Business, Economics, Mathematics, Science, Engineering or IT, or a related discipline

· Minimum 3-5 years relevant work experience

· Working level competency in Excel VBA/SQL/Python and Microsoft Office applications

· Strong attention to detail with a focus on process execution

· Keen interest in financial, commodity and energy markets and derivative instruments

· Quick learner with excellent written and communication skills, team orientation, and ability to work with counterparts in different organizational areas

· Self-starter who takes initiative to improve the current state of things and is adaptable to change

· Prior relevant professional experience in risk management, data analysis, portfolio management, and/or risk systems in prime brokerages, fund houses or clearing houses preferred

Responsibilities

• Co-ordinate the development and implementation of commercial strategy to drive revenue growth, market expansion and profitability. Ensure alignment of all commercial initiatives with overall company goals and objectives
• Conduct in-depth market research to identify new business opportunities, observe industry trends and analyse the competitive landscape in commodity and financial markets. Use insights to inform strategy and drive commercial success
• Collaborate closely with Marketing and Sales Team to develop and ensure the strategy of each business function is aligned with the commercial and broader organisational objectives
• Plan, co-ordinate with Marketing team and monitor financial performance and ensure resources are allocated effectively to meet targets
• Work closely with internal business functions like product, operations, risk, compliance and technology to support product development, enhancements of system and procedures, and participate in projects that advance the company’s strategic objectives and operational efficiency
• Identify and establish strategic partnerships and alliances that enhance the company’s market position and growth potential together with the parent company
• Prepare and tailor pitch decks and necessary documentation for various external and/or internal stakeholders
• Provide trackers for updates and reports on the progress of strategic initiatives, including financial performance, project status and key milestones
• Work closely with internal and external stakeholders to develop market liquidity programs that drive the growth of our markets
• Co-ordinate and work on strategic financing transaction materials on a need to basis.

Qualifications and Skills

• Bachelor’s degree in Engineering, Finance, Business or a related field
• Minimum 7 years’ experience in business development support role
• Proficient in writing and proofreading text and ensure that messaging resonates with target audience.
• Prior experience in commodities and trading will be preferred
• Strong understanding of financial markets, products and regulatory frameworks is advantageous
• Excellent stakeholder management, ability to work collaboratively in a cross-functional team

Abaxx is looking for a member to join the Market Regulation Team. The team is responsible for carrying out supervisory and compliance processes relating to new membership onboarding, member supervision (ongoing reviews and on-site inspections), market surveillance, and regulatory compliance, across the Exchange and Clearing House.

Responsibilities:

• Implement various policies and procedures under the purview of Market Regulation Department, relating to membership onboarding, member supervision, market surveillance, anti-money laundering and regulatory compliance.
• Conduct due diligence on new membership applicants and prepare membership approval memorandum.
• Perform reviews of member submissions and notifications, carry out periodic on-site inspections of members, and provide support for the disciplinary and enforcement processes of the Exchange and Clearing House (as necessary).
• Conduct day-to-day reviews of market surveillance alerts; assist in the development/refineme surveillance processes and systems.
• Monitor Abaxx entities’ compliance with regulatory requirements and implement the necessary compliance risk management processes and policies, including to conduct compliance training, provide regulatory compliance advisory, perform compliance testing/assurance, provide updates and analysis on regulatory developments and consultations, and provide general liaison with MAS.
• Work closely and build relationships with various internal and external stakeholders, including Operations/Technology/Risk teams, members as well as MAS.
• Any other tasks as assigned by the Chief Regulatory Officer.

Requirements:

• Degree in Finance, Accountancy, Business, or a related discipline
• Minimum 3-5 years of relevant work experience, preferably in the capital markets space and/or possess general familiarity with the operations of brokerages, exchanges and clearing houses.
• Prior experience in trade surveillance, member supervision or general compliance will be advantageous.
• Familiar with Securities and Futures Act and related regulatory requirements issued by MAS.
• Display strong skillsets in problem-solving, data analysis, verbal and written communication, planning and presentation.
• Strong team player who works well in cross-functional teams and willing to develop good working relationships with internal and external stakeholders.
