Overall Responsibility:

The EA APAC Procurement Business Lead is seen as a trusted advisor, problem solver and coach to EA Accounts and procurement community (including procurement champions) in respect to procurement matters.

Key Responsibilities include:

· Member of the EA APAC procurement leadership team

· Input to and execution of the EA APAC procurement goals and targets

· Support with recruitment of account and platform recruitment, maintaining an internal and external talent pipeline to meet the needs of the business across APAC.

· Coach and develop account based procurement resources to support career growth and supporting the availability of ready now and ready next internal procurement talent.

· Develop and maintain strong relationships with AD’s to understand their goals, value drivers and future requirements

· Support the AD’s with getting and / or retaining strong Kingsley results wherein it relates to our Supply Chain

· Escalation point geographically for the AD’s and account based procurement resources in relation to procurement matters including systems and process escalations

· Collaborate with account teams to drive standardization, leverage best practices, tools, technology, data, programs, and resources to deliver operational & customer service excellence

· Build strategies with the procurement community (including procurement champions) on how to reduce competitor spend while ensuring we have the best services in place to meet client needs

· Promote strong suppliers and innovative solutions; challenge sub optimal supplier performance and coach teams how to address.

· Ownership of creating internal communication in Teams to increase knowledge and adoption of procurement solutions

· Participate in the EA APAC AD forums

· Present at clients QBR’s upon request

· Promote procurement initiatives and solutions internally

· Collaborate with the EA APAC Head of Procurement on external marketing of CBRE procurement

· Upskill our procurement community (including procurement champions) via weekly coaching sessions to incrementally keep driving us on our journey to World Class

· Collaborate with analytics and technical to continuously improve on our reporting, monitoring and compliance framework to measure procurement success

· Identify opportunities for Business to Business (B2B) engagement, self-delivery of services and minimisation of spend with competitors wherever possible

· Lead and / or participate in working groups as we continue to transform on our journey to world class

ESSENTIAL DUTIES AND RESPONSIBILITIES

Supporting and creating winning, bespoke proposals that leverage the best of CBRE’s supply chain and category management practice

• Working with the Solutions Teams to review and support response to client RFPs including spend, scope, and SLA information
• Work to understand client objectives and CBRE differentiators within the competitive environment and build out CBRE differentiators.
• Bring forth the most applicable and compelling aspects of GWS Partner Excellence Program
• Collaborate with in country supply chain teams and strategic sourcing to develop a comprehensive supply chain strategy for clients, including sourced categories, category strategies, savings commitments, service improvement ideas, and transition/implementation plan
• Review and positively challenge plans and proposals with operational, sales, transition, and commercial leaders
• Work within CBRE proprietary pricing processes and tools
• Communicate the procurement solution in a compelling manner via written proposal materials, Q&A responses, and presentations
• Champion the Partner Excellence Program and ensure hard landings on all new clients.
• Cross matrix activities will include keeping the licences tracker upto date and also benchmarking for key categories

Developing achievable yet competitive financial and service commitments, and a workable plan to meet them

• As GWS moves through the sales process, incorporate additional information to refine plans
• Work with strategic suppliers and vendor partners to solidify their cost and quality commitments

Smoothly transitioning client accounts into a new supply chain, positioning the go-forward operations team for success

EDUCATION and EXPERIENCE

Must be of College and/or University level. Minimum of 5-10 years of related experience and/or training. Minimum five years experience in procurement/transition of facility management services and supplies.

PURPOSE OF THE ROLE

To provide effective strategic leadership balanced with effective operational management for all procurement and supply chain activities within the Singapore business and to Ensure that best practice is adopted, resulting in ambitious standards of performance, delivery of financial targets, cost effectiveness and resource efficiency.

KEY OBJECTIVES OF THE ROLE

• As part of the senior leadership team, work alongside Finance, HR, QHSE and Commercial Directors to lead the business to achieve the business plan and long-term business strategies

• Accountable for leading procurement activities across Singapore including new sales bids, mobilising, and establishing new business and ongoing operational activities

• To improve performance, deliver a better value supply chain and reduce risk significantly

OPERATIONAL ACCOUNTABILITIES

Supply Chain Strategy

• Develop a Singapore Supply Chain Strategy that results in meeting company financial objectives and growth and retention strategies

• Provide input to business planning activities with horizons of typically 1 to 4 years

• Ensure the strategy is effectively implemented and delivers supply Chain solutions that meet the needs of the clients and the business

• Monitor and measure the delivery and effectiveness of the Supply Chain strategy, spotting challenges and rectifying blocks early-on.

• Identify and establish the supply chain in new markets and territories to support CBRE’s growth objectives

Supply Chain and Spend management

• Lead the continuing development of the Singapore Preferred Supplier Programme, working with the supply chain team to identify the right supply partners and implementing APAC Preferred Supplier Agreements

• Develop contractual arrangements with preferred suppliers that are recognised for delivering best value and high-quality service delivery to CBRE and its customers

• Develop and implement SRM (Supplier Relationship Management) strategies and plans with key suppliers that establish CBRE as a customer of choice in the marketplace and delivers value over and above what would normally be achieved

• Develop and maintain relationships at the highest levels within preferred supplier organisations

• Develop and implement category strategies for elected categories leveraging the wider CBRE market position that ensure the client requirements and CBRE business needs are met

• Lead and be responsible for successful implementation and management of all procurement systems and technologies.

Organisation and Talent management

• Ensure the right structure and resources are in place and optimised to deliver the business objectives

• Recruit, develop and retain employees so that the function has talented specialists adding maximum value and return on investment to the business.

• Actively develop talented employees to ensure there is a succession plan in place for senior and key positions.

• Act as the executive sponsor of all training and development programmes that relate to Supply Chain.

Clients and New bids

• Build relationships with key customers to actively promote CBRE’s procurement capability and to demonstrate the wider value add of the CBRE business to drive increased new business and customer retention

• Participate in new business bid process and renewals, providing procurement expertise to the bid teams to enable CBRE to tender competitively

Business engagement

• Develop a strong network of supportive stakeholders that continuously promote procurement as a valued contributor to the success of the company

• Develop and implement learning and development interventions to embed good procurement practice throughout the business so that every buying decision made in the business is a good decision

• Develop learning and development to ensure our relationship driven approach is adopted and applied consistently across the business

• Develop and implement communication mechanisms to ensure that all stakeholders are informed and engaged in the delivery of procurement strategies

Risk & Compliance

• Ensure adherence to CBRE Procurement strategies, policies, and procedures

• Lead and deliver the legal & ethical compliance and governance of Supply Chain activities and supply partner relationships

• Ensure that the supply chain is safe, sustainable and appropriately accredited and establish the appropriate mechanisms for continual risk management and performance improvement of the supply chain

Manage the governance, policy and processes of the Preferred Supplier Programme and all Supply Chain related activities, ensuring efficiency and compliance with CBRE policies
