The Business Advisors (BA)/Key Industrial Partners' (KIP) Manager undertakes the leadership of the full qualification process of the partners and is accountable for its successful achievement in line with contributors’ expectations.

The jobholder will closely interact and cooperate with all Regional Company stakeholders from Operations, Legal and Finance departments but also with the Heads of Regions, Country Directors, and Operational Units stakeholders.

It is expected the BA/KIP Manager to assume the following responsibilities:

• With reference to Best Practices, Thales instructions, Compliance and Ethics rules, jobholder will actively participate in the reinforcement of Governance within the Regional Company and related Regions with regard to the quality and relevance of the Business Advisors and Key Industrial Partners files;
• Significantly contribute to develop instructions awareness to all stakeholders e.g the Country Directors or Operating Units (processes, ethics and compliance);
• Participate in the Projects and/or Domains selection to be addressed by Business Advisors and Key Industrial Partners by providing advises and sharing Regional Company’s expertise in partnerships management;
• Participate in the selection and the qualification of Business Advisors, from request by the Head of Regions / Country Directors until sign-off of the selection and agreement file by the entitled persons; anticipate re-qualification process;
• Perform qualification of Key Industrial Partners, from request by the Country Directors until sign-off of the qualification file by the entitled persons; anticipate re-qualification process;
• Manage and actively support with the Country Directors, the commercial and day-to-day relationships with the Business Advisors and Key Industrial Partners;
• Ensure that qualification process and business timelines are consistent (through regular updates with Countries, use of Group tools and reports such as GCRM, Gates planning, Monthly Order Intake Reviews, Quarterly Marketing & Sales Reviews);
• Ensure that Thales Key Industrial Partners portfolio sustains the needs of forecasted business for the Countries of interest (ref. to Sales Execution Reviews (SER) / Sitcom);
• Report on a regular basis on Key Industrial Partners status versus Thales SER/Sitcom coverage, qualification cycle versus business planning, qualification status, partners assessment;
• Actively contribute to the partnership strategy in the Regions by providing adequate inputs for Country Strategic & Marketing plans – as well as MTIP when relevant, and contribute to the implementation of Framework Agreements with the Key Industrial Partners;

Requirements

• The jobholder should have 10 to 15 years professional experience, of which 7 years and above in BA/KIP selection and qualifications.
• Must have experience of BA/KIP selection and qualifications including THALES Sales Execution Reviews (SER) / Sitcom coverage, qualification cycle versus business planning, qualification status management, partners assessment.
• She/he should possess teamwork mindset, with ability to engage stakeholders, human and relational qualities, leadership skills, pro-activity and promptness to react, rigor and organization capabilities, obstinacy and self-confidence, autonomy and accountability, adaptability and openness to multi-tasking, creativity and curiosity, exemplarity and appetite for evolving in a multicultural, international and fast changing environment.

As Industrial Operations Manager of the Regional Company:

The job holder will be in charge to organize the full process of the Partnership Memo (PM):

• Maintain a data base of all the status of all the documents related to the PM
• Cross information (from sales forecast, Go To Market, Gates, communication with stakes holder) to ensure all necessary PM are asked for and received
• Obtain the signature from all stakeholders and distribute the signed copies
• Get the relevant Statement of Work (SoW), detailed KIP Price and responsibility matrix in RACI format (when possible and relevant)
  

In the KIP process, in coordination with IOD, CDs, KIP managers the position will be in charge of:

• Liaise with the OU to maintain a data base on the date of coming into force of the main contract, of the KIP contract, of the significant variation of the KIP contract, of the end of the KIP contract and of the end of the main contract
• To organize yearly with the KIP manager the evaluation survey with the exporting units having a contract with a KIP, to collect the feedback of these OU on the performances of the partner
• To obtain a KIP evaluation report from the OU at the renewal of a KIP qualification and at the end of a contract.
• To monitor the implementation of any action plan linked to a Risk Factor
• To monitor and if required to implement with the KIP any maturity or improvement plan decided by the IOD and KIP Managers during the qualification phase or as a consequence of the yearly feedback from OU.
  

In bid phase, the position will :

• Support the bid team (from OU or the Country of destination) in the specification of the SoW and in the negotiation with the Key Industrial Partners (KIP).
• Participate to the evaluation of the best contractual scheme with the KIP;
• Participate to the price analysis of the KIP in a reverse engineering mode based on the SoW/Detailed price/Responsibility matrix. This is to check the consistency between the added value and the price of the KIP
  

In project phase, the position will:

• Analyze the initial sub-contract when the Key Industrial Partners (KIP) is subcontractor or the consortium agreement when the Key Industrial Partners (KIP) is co-contractor, and any potential future variation orders or amendments ;
• Contribute to implementation of Framework Agreements with Key Industrial Partners (KIP) and the Risk Factor action plans under IOD responsibility;

In addition to the above, the Job Holder will be in charge of all the tasks devoted to his/her position pursuant to the Internal Instructions of the Group as well as Board resolutions of the RC.

• More generally, the Job Holder will participate to the securing of the day-to-day operations of the Regional Company and the involved Thales Operational Units with due reference to the best practices and ethics rules.
• The Job Holder will be required to travel from time to time in the Regions covered by the RC

Requirements

• Good understanding of both local industrial partners need for Thales Business Lines as well as of Thales Compliance policies ;
• Good experience in bids, projects, operations, management & negotiation areas ;
• Deep knowledge of the Thales Group and a broad understanding of the various BLs ;
• Business and finance competence ;
• Autonomous, well-versed in internal control, organised, detailed-oriented and work on schedule ;

Thales is seeking a suitable candidate for the position of Bids and Projects Director for Asia.

In this role, your primary responsibility will be the management of Bids and Projects in the Region with specific focus on Governance, Skills/Capability and expertise support.

You will be working with the support of the Operations Department in the different countries in the Region and the DGDI Bids and Projects Director.

This role reports directly to the Asia Regional Operations Director.

Job Duties

• Responsible for the Regional Governance for Bids and Projects for the Region,
• Deploy Group mission: to define, deploy and coordinate B&P management practices and environment, that lead to improved efficiency and risk reduction on bids, projects and associated product development,
• Develop B&P community, coordinating skills, mentoring and knowledge sharing via networking;
• Launch/lead/support internal review/audit and task force (Tiger Team) as relevant for the different Bids and Projects.
• Increase (JF03) competencies through assessment and certification, including development plans & support, mentoring and skills matrix.
• Support directly large Project or Bid when relevant and in accordance with the BL and Country operations
• Deploy S&OP process with a focus on Workload with support from local PMOs,
• Coordinate the schedule and governance of Bids across the Region and report monthly,
• Monitoring (delivery) performance, whilst maintaining the Region views across GBUs/BLs and report monthly on status and action plan,
• Root Cause Analysis of variances on Bids and Projects to define the relevant improvement plan and follow it.
• Develop synergies across the Region to leverage our different local capabilities for Bids and Projects,
• When facing priority challenges for resources, propose solutions between Bids and Projects, at Region or Country level, to allocate the best possible resources to the highest priority projects/bids.

Job Requirements

• 15+ years’ experience in the field of Bids and Projects,
• Relevant experience with international Defense customer,
• Strong communications skills to coordinate with the different BLs, Country entities and DGDI,
• Ability to communicate to Senior stakeholders both internally and externally,
• IPMA Certification level B, higher or equivalent strongly recommended
• Team player, and ability to work independently
• Position is based in Singapore and involves some international travels regionally.
