Job Summary

The position is primarily responsible for accurate and timely coding of patients’ clinical information, with compliance to the Ministry of Health’s requirement, and international standards.

He/She develops, drives and maintains the required coding standards as stipulated by the various requirement and standards.

Responsibilities

1. Oversees the smooth flow of case notes that require coding.
2. Ensure confidentiality of cases notes in Health Information Management Service.
3. Checks and codes patients' conditions and care delivered, as documented in patients' case notes.
4. Codes patients' conditions and care delivered with compliance to ICD10AM (Australia Coding Standard, ACS)
5. Ensures accuracy in coding as according to information derived from patients' case notes.
6. Advice on relevant usage of diagnosis codes upon enquires.
7. Ensures Thomson Medical Centre complies with clinical coding guidelines.
8. Uploads coded data monthly, to Ministry of Health.
9. Carries out weekly audits for yearly submission to Ministry of Health.
10. Provides timely coding on DRGs to Business Office for data verification on bill size annually.

Requirements:

1. Bachelor's degree in medicine, Nursing or Health Science or equivalent
2. Candidate should preferably have a Certificate in ICD-10-Am coding or at least minimum a year of relevant medical coding experience in a local hospital setting
3. A target-oriented team player with initiative and positive work attitude
4. Meticulous with strong analytical, interpersonal and communication skills
5. Proficiency in Microsoft Office applications and ICD-10-AM coding is preferred

(A) JOB SUMMARY

You are responsible for medical affairs and clinical matters for the hospital, which includes:

1. Providing support to the Medical Advisory Board and Continuing Medical Education Committee.

2. Oversees Doctors’ Accreditation and Credentialing, and Re-accreditation matters and to ensure that all doctors’ accreditation status is updated timely.

3. Manages medico-legal matters and Serious Reportable Events promptly and according to timeline.

(B) PRIMARY DUTIES & RESPONSIBILITIES

1. To be the secretariat for Medical Advisory Board meetings, which include scheduling of meetings, minute taking and any other related matters in accordance with the Terms or Reference.

2. To be the secretariat of any ad-hoc Quality Assurance Committee (Including Committee of Inquiry) that may arise from time to time when there are cases for deliberation and discussion within the Medical Advisory Board and its subcommittees.

3. Risk manage and de-escalate medico-legal matters and Serious Reportable Events (SREs), including but not limited to:

a. Clinical Cases

• Maintaining records and data of medical incidents to:
• Summarize the information gathered from all stakeholders and prepare both preliminary and final reports (incorporating the views of expert opinion and legal advice provided) on the position adopted by the hospital and its rationale.
• Corresponding appropriately with hospital’s appointed legal advisors.
• If necessary, submit the MARSH report form to the hospital’s appointed insurers as and when necessary.
• Submit data timely to the National Quality Assurance System (NQAS) according to the stipulated timeline for all SRE cases.
• For medico-legal cases, to monitor and respond timely to all enquiries and follow-up actions from hospital appointed legal advisors or any other parties involved.
• Ensure prompt communication to patient or their next-of-kin as and when required.

b. Management of queries relating to Clinical Operations

• Respond to queries relating to Clinical Operations policies from both internal and external parties and maintain the query database.
• Assist in the preparation for any MOH Licensing and Accreditation Audits.
• Timely submission of data into Healthcare Application and Licensing Portal (HALP).
• Follow-up closely with all stakeholders for data submission prior to hospital inspection for Annex A submission and preparing Annex B for actual inspection.

4. Work closely with Quality Management Department for smooth hospital inspection by the MOH team.

5. Keep close tracking for all incoming emails from MOH and disseminate timely to Senior Management and all stakeholders for follow-up actions.

6. Work closely with Administrative Executive to administer Doctor’s applications for Accreditation and Credentialing and Re-accreditation including maintaining the master files and database of the accredited doctors to be updated timely. Ensure that all licenses, memberships, and certificates are renewed and valid at all times.

7. Support Doctor’s engagement and relationship building, including the administration of Continuing Medical Education (CME) activities such as organizing of medical talks / seminars / workshops for doctors and CME points submission.

8. Disseminate timely notification to doctors when there are urgent updates on hospital’s matters such as disruption to pharmaceutical items, etc.

(C) SECONDARY DUTIES & RESPONSIBILITIES

1. Any other duties and responsibilities that may be assigned by the Reporting Officer and company from time to time based on the company’s needs.

2. To take on any other special projects as assigned.

(D) KEY JOB SPECIFICATIONS

• Relevant tertiary qualification. Degree in any disciple.
• Medical / Nursing / Healthcare Management degree preferred.
• Minimum 5 years of relevant experience in healthcare services managing medical affairs portfolio preferred.

The Assistant Director will organize and lead IT projects through the various phases of project lifecycle. The IT projects primarily include Electronic Medical Record System and other clinical related management systems. He/She will work closely with hospital and specialist outpatient clinics business stakeholders and vendors to successfully manage the systems implementation and maintenance. He/She will be responsible in managing the project timeline, budget, scope and resources; and lead cross functional teams both internal and external.

RESPONSIBILITIES

· Leads, manages and mentors reporting staff for all project related matters;

· Responsible for the design, development and maintenance of the project plan, scope, schedule, budget and status reports for assigned projects;

· Plans and manages implementation and integration of new technologies;

· Involve and lead the procurement activities such as but not limited to submitting of project approval paper to the management, drafting proposal paper if necessary, RFP process and review of contract/agreement with vendor;

· Ensure compliance to quality standards and review project deliverables;

· Identifies and tracks risks, issues, requirements, and all project documentation deliverables;

· Assume leadership of cross functional teams to drive results that align with strategic company goals;

· Perform outsourcing management to ensure that contractual obligations are met and projects needs; Manages vendor relationships and ensure vendors fulfill per contract requirements

· Manage and handle IT projects related audits;

· Maintains and updates the quality records according to the standard guidelines on identification, filing, storage, maintenance, and disposition of these records.

· Covers duties of fellow colleagues in their absence

REQUIREMENTS

· Recognized Professional Certificate/Diploma/Advance/Higher/Graduate Diploma

· PMP Certification or CITPM

· More than 10 years of working experience with at least 3 years of project management experience in similar capacity.

· At least 5 years of relevant experience in IT development, implementation and system maintenance and support with strong background in software and infrastructure that includes four (4) years’ business system analyst, supervisory or project management experience preferred.

· Have successfully implemented healthcare related IT systems

· Have experience in implementing or maintaining Clinical Management Systems (CMS) or Electronic Medical Record system (EMR) preferred.

· Good knowledge of project management both waterfall and agile include managing contracts, project budgets, work breakdown structures, and systems integration

· Good skills in MS Project, MS Visio, MS excel and other job related applications

· Interpersonal and leadership skills to manage multiple projects at one time with the ability to work in a fast-paced environment

· Excellent verbal and written communications skills to present project status to senior level management

· Demonstrate experience in systems integration

PRINCIPAL RESPONSIBILITIES

Practice all IVF procedures in accordance to laboratory protocols, which includes the following:

• Receives, identifies and processes sperm specimens according to SOP and records tests ordered in assigned record book.
• Prints sperm laboratory reports for despatch to requesting doctors.
• Prepares culture media and keeps track of expired culture media or raised purchase requisition forms to replenish reagent stock and plastic consumables.
• Washes and prepares sterile glassware or plastic eppendorf tips and tubes for laboratory uses.
• Identifies cumulus-corona complexes at egg collection procedures, performs sperm preparation for in-vitro fertilization, checks for confirmation of fertilization and culture of and grading of embryos for the purpose of embryo transfer and freezing. For ICSI cases, removes cumulus and corona from eggs prior to injection. Prepares microtools for injection and carries out sperm and embryo freezing and thawing procedures.
• Communicates with gynaecologist and referring doctors on laboratory results.
• Orders laboratory reagents and consumables when par level is reached and maintains standard of cleanliness and aseptic techniques required for an embryo culture laboratory.
• Calibrates and maintains equipment following established procedures. Performs daily checks on critical equipments’ efficiency and performance.
• Provides feedback to Chief Scientist about the purchase of products and services supplied by vendors to assist vendor evaluations.
• Maintains and updates the quality records according to the standard guidelines on identification, filing, storage, maintenance and control where applicable.
• Performs any other duties as assigned.

REQUIREMENTS

• Possess Bachelors degree from a recognized university in Biotechnology.
• Knowledge in appropriate ways to obtain gametes for tests, its preservation, transport, working knowledge and skills in handling gametes.
• Ability to prepare culture media to meet requirement, organise and plan work schedules.
• Able to perform all tasks required of a clinical embryological and be accredited to MOH
• Possess good communication and patient-relations skills
• Able and willing to work on 5.5-day work week
