About the Role
We are seeking an experienced and resourceful Business Development Director to drive client acquisition and business growth in the construction and real estate sectors. The ideal candidate will have a strong network across industries such as construction, real estate development, semi-government organizations, healthcare enterprises, and private projects. This role emphasizes stakeholder engagement, resource development, and bringing in high-value clients and partnerships.

Key Responsibilities

1. Client Acquisition & Partnership Development Identify and onboard high-value clients and partners from construction, real estate, and related industries.
   Leverage existing networks with government officials, retired or retiring officers, and senior executives from semi-government and healthcare enterprises to generate business opportunities.
   Cultivate relationships with influential individuals leading private projects and drive collaborations.
   
2. Resource Development & Utilization Facilitate the introduction of key resources and stakeholders to the company, enhancing project pipelines and capabilities.
   Bring in clients or partners with access to capital, resources, or market opportunities to contribute to organizational growth.
   
3. Strategic Business Expansion Drive the development and implementation of strategies to expand the company’s footprint in construction and real estate.
   Collaborate with semi-government agencies and healthcare institutions to explore public-private partnerships.
   
4. Management Trainee (MT) EngagementMentor and support Management Trainees, ensuring their integration into key projects and initiatives.
   Develop a structured leadership pipeline to support long-term organizational growth.
   
5. Market Insights & Competitive AnalysisStay informed about industry trends, regulatory changes, and emerging opportunities in construction and real estate.
   Provide strategic recommendations based on market insights to guide decision-making and planning.
   
6. Cross-Functional CollaborationWork closely with internal teams to align business development efforts with operational capabilities.
   Ensure smooth execution of client-related projects and maintain strong post-acquisition relationships.
   

Requirements

Overview

Under the National University Healthcare System, the department is setting up the NUHS Institute of Clinical Quality and championing clinical quality and patient-centred care across the Group. You will support the functions of the department in the developing, implementing plans and initiatives to achieve quality and patient safety across the cluster. In carrying out the various duties, you will be required to work very closely including with the senior management, medical professionals, administrators, support staff and related external stakeholders.

The incumbent is to oversee the smooth operations and quality initiatives of the department and, the deputy director has a very important role to keep the office running and ensuring it achieves its objectives.

Job Responsibilities

• Works closely with and assists the HOD to oversee the strategic plans of the office and translate goals into action items.
• Develop and implement strategies for improving patient experience and service quality
• Oversee the strategic framework and keep track of progress of programmes in all the strategic fronts across the cluster.
• Monitor the finances of the office and take charge of all official interactions with external partners, stakeholders, and vendors.
• Manage the performance matrices and BSC commits.
• Responsible for the office communications by helping to curate communications from the office and work closely with the group and institutional communication leads.
• Manage and lead other projects where assigned.

Job Requirements

• Bachelor’s degree, preferably in a healthcare related discipline. Master’s degree strongly preferred.
• Minimum 15 years of relevant work experience in related organisations in large scale project coordination work.
• Good organizational development skills and preferably with good knowledge of the public healthcare setting, experience and familiarity is an important and useful attribute
• Relevant communications experience (preferably in healthcare setting) is an advantage.
• Proven people management experience with excellent interpersonal and communications skills, particularly in written communications.
• Ability to think and work strategically.
• Ability to multi-task in a fast changing environment and work under tight timelines.
• Excellent knowledge of MS Excel, MS Powerpoint tools for data analysis, building charts, etc.
• Good numerical sense with analytical skills, meticulous and a strong problem-solver.

#L1-RT1

• Assist Project Manager in developing the Project Execution Plan.
• Review tender documents.
• Assist Safety Manager in reviewing & approving all sub-contractor safety documents including method statements, risk assessments & safe work procedures.
• Coordinate works involving various disciplines to ensure smooth execution.
• Assist Project Manager in reviewing contractor documentation e.g. shop drawings, RFIs, material submittals etc.
• Conduct contractor weekly progress and site wide daily coordination meetings.
• Ensure works are being executed as per approved method statements and safe work procedures.
• Assist Project Safety Dept. in the regular site safety walks, daily toolbox talks etc.
• Ensure installation works meet IFE’s quality standards & materials delivered to site meets the project specs.
• Monitor the site progress for all construction works, to provide the PM with daily & weekly reports.
• Ensure works are being executed as per approved construction drawings and specifications.
• Verify contractor progress claims by ensuring claimed volume of work & installed works are aligned.
• Liaise with the local Authorities to ensure the construction works are code compliant.
• Coordinate the final walk-down inspection/handover of all works at site. Execution Subcontracting

• Oversee finance, cash flow management and yearly audit activities
• Supervise the accounting department to ensure smooth day-to-day transactions and team development
• Track important KPIs and analyse trends
• Work closely with FM and other Department heads on the annual budget exercise, including developing and monitoring budgets
• Liaison with Global Finance Partners
• Oversee the Foreign Fundraising Assistance Programme (“FFAP”)
• Present monthly and quarterly management accounts to executives and board of directors
• Assist the Board and committees with corporate governance, statutory compliance and risk management
• Present annual financial statements to executives and board of directors

As a Christian organisation, employees will be required to attend work meetings and Christian fellowship meetings, which start and end with religious activities such as prayers, words of worship and bible sharings. Non-Christian employees are not required to participate in the religious activities.

Job Requirements

• Accredited professional accountant
• Degree in Accounting/Audit
• Has exposure to Singapore Charity accounting and governance
• Has experience with COC reporting and other required finance regulations
• At least 5 years of experience in senior accounting/audit /corporate governance role
• Familiarity with NetSuite will be advantageous
• Able to start work immediately will be advantageous
• Alignment with the doctrinal articles of faith and the general rules in the Statement of Faith of our company
