The role of ACE is to a) support national policy decision making through evidence-based assessments and appraisals; b) produce national Guidance on appropriate, clinically and cost-effective patient care; and c) design and deliver interventions to ensure maximum value for the system and patients.

Within ACE, the value-based pricing (VBP) unit is responsible for negotiating with companies to achieve prices for health technologies under consideration by MOH’s advisory committees for eligibility to receive government subsidies that are better commensurate with the value these health technologies bring to patients in Singapore.

As a Specialist/Senior Specialist (VBP), you will be part of a team responsible for:

• Engaging companies in negotiations and discussions
• Supporting the development of health technology assessments and guidance documents
• Implementing and monitoring of subsidised health technologies that undergonethe VBP process in the public healthcare institutions
• Developing and maintaining templates for reporting and presenting outcomes achieved by the VBP team
• Analysing market trends for pharmaceuticals and medical technologies using through published reports, data and statistics
• Generate market forecasts for health technologies under evaluation to anticipate future trends
• Developing strategies to inform negotiations with companies
• Ensuring adherence of VBP processes to Standard Operating Procedure
• Managing databases for drug and medical technology utilisation toextract relevant data for technologies under evaluation for subsidy.
• General data management and analyses
• Preparing Health Technology Assessment reports to support decision making by MOH’s advisory committees.

Engage companies in VBP discussions

• Analyse pharmaceuticals’ market through published reports, data and statistics
• Assess future trends
• Develop briefs to facilitate pricing discussions with companies
• Ensure adherence of VBP processes to Standard Operating Procedure

Support drug technology assessment and guidance development

• Manage drugutilisation databases to extract relevant drug utilisation data for all technologies that have been selected for assessments
• Clean data in timely and accurate manner
• Prepare technology briefs, describing volume utilisation, prices and budget impact, to support evaluation report

Implement VBP items at the public healthcareinstitutions

• Work withexternal stakeholders to facilitate downstream procurement and inventory management
• Continually evaluate and evolve VBP workflows to maximise efficiency

Monitor impact of VBP

• Project VBP outcomes in terms of cost avoidance to system and implications for patients
• Draft reports and provide updates to ACE Senior Management and MOH on outcomes every 6 months

Others

• Carry out VBP secretariat duties in a timely manner
• Coordinate meetings, including organising agenda, collating supporting documents, and writing minutes following meetings
• Provide timely response when required to adhoc questions on prices and market trends
• Coordinate company submissions for all technologies that have been selected for assessments
• Coordinate annual price resubmission exercise with companies and collate submissions
• Work with staff and policymakers on a range of issues

• Provide front-line service to patients and visitors such as registration of patients, answering phone and email queries, scheduling of appointments and billing.
• Handle insurance claims and other admin/ad hoc duties.

Requirements:

• Diploma and above
• At least 2 years of frontline experience in healthcare industry.
