Reporting to the CFO, you will work in close partnership with Alexandra Hospital (AH) leadership team and department heads as trusted advisor for all financial matters. You will lead the AH Finance team in the formulation of financial plans (budgets and projections) and management reports, drive financial modelling and cost analytics to provide insights and make recommendation to meet strategic and fiscal sustainability objectives.

You will ensure that statutory reporting and financial audit deliverables are met, and to partner with cross-functional Risk teams to establish a robust and effective internal control framework in AH.

You will also be part of the Finance work group to plan, organize and implement the necessary set-up activities as AH transition to its redeveloped campus and scale in year 2028.

Job Responsibilities*

You will be responsible for the following:

• Lead the Finance team in the monthly and year end close financial reporting, statutory audit and compliance responsibility.
• Lead and drive efficient and effective annual budget and projection activities with all key stakeholders, provide insightful analysis and recommendation to guide senior management teams to make informed decision making to operationalise AH strategies.
• Conduct regular process review and simplification to the budget and accounting close processes, as well as reporting activities to achieve both Finance operational excellence and quality goals.
• Maintain oversight and management of subvention/capitation funding matters of AH, and partner with AH stakeholders to prepare effective case proposition and funding approval requests or its refinement, to address or alleviate AH’s sustainability concerns.
• Maintain oversight and carry out periodic reviews on the AH financial risk register, and to partner with Risk teams to ensure effective internal controls and governance framework are in place in AH.
• Assist or lead in ad-hoc projects.

Requirements*

• Degree in relevant Business or Finance disciplines
• Minimum 15 years of relevant work experience with at least 8 years in a supervisory or management role.
• Relevant working experience in healthcare, with knowledge in health finance and economics is preferred, and experience in digital transformation or digital application in business finance is an advantage
• Strong people management skills and track record in developing and leading effective teams through change management, and/or new set-up or reorganisation
• Strong business partnering skills and experience with cross-functional teams, senior management and stakeholders engagement
• Possess agile mindset, confidence in managing ambiguity, and excellent financial modelling and data visualizing skills
• Possess in-depth financial knowledge across financial accounting, planning and analytics as well as enterprise risk management
• Proficiency in SAP (FI-CO, MM) or S4/HANA, MS Office applications and data visualization tools

RESPONSIBILITIES

The role holder serves has a business partner to the whole of MINDS for all accounting related matters. He/she ensure smooth day-to-day running of the accounting and finance operations. The role holder reports directly to the Director Finance.

The role holder will be responsible for overseeing the preparation of financial reports, analysis of variances, serving as business advisors, implementation of financial process improvement and ensuring financial controls are adequate and effective. He/she is also responsible in ensuring compliance with regulatory and funding bodies requirements with regards to financial reports.

Oversee the General Ledger, Accounts Payable and Accounts Receivable Functions

• Manage month-end and year-end close processes. Ensure closing are timely completed with Management reports and analysis
• Oversee the management cash flow and planning
• Ensure quality control over financial transactions and financial reporting
• Develop, document, and monitor business processes and accounting policies to maintain and strengthen internal controls.
• Suggest and oversee updates and improvements for accounting systems
• Coordinate and direct the preparation of the budget, financial forecasts and report variances
• Coordinate financial data analysis
• Coordinate the preparation of funding and regulatory reporting.
• Research technical accounting issues for compliance
• Preparation of Financial Statements for audit
• Liaise with statutory auditors and funders
• Provide relevant financial data and information to stakeholder to facilitate decision making process
• Involved in assigned projects to provide financial advices
• Additional controller duties as necessary

• Degree in Accountancy, ACCA or equivalent

• Minimum of 8 years of relevant experience with strong technical accounting knowledge.
• Experience in Oracle NetSuite, fund accounting, social service sector and/or good IT knowledge with reporting building skills are advantageous.
• Good writing and communication skills.
• Strong business acumen.

• Lead the Finance work group under the AH campus redevelopment program office, to plan, organize and implement the Finance and Business Office set-up activities necessary for the expansion and operationalization of AH in year 2028 and beyond.
• As the key Finance resource to the other clinical and operations work group leads, to collaborate and provide value added support to ensure the collective campus development program office’s milestones and deliverables are met.
• Lead the Costing & Pricing team in the periodic reviews of cost and drivers, oversee the cost allocation activity, and perform periodic cost refresh and fee revision cycles.
• Establish a strong understanding of healthcare financials, cost drivers and subsidy framework to provide effective analysis and recommendation to drive competitive costs (include benchmarking, identification of cost saving opportunities through data and metrics, cost recovery deep dive) and guide pricing decisions and strategy.
• Maintain an effective set of program/specialty financial performance report and analysis to provide insights and drive cost controls with stakeholders.

About The Role

As an Deputy Director, Finance in ALPS, you will report to CFO and responsible for management accounting, planning and analysis of the company including. You will be finance partner for business units within ALPS starting up new ventures, project including policy for design and implementation of costing models for products and services rendered to internal and external customers.

Key Responsibilities

• To lead in developing the annual budgets and quarterly forecasts for both OPEX & CAPEX investments
• Review and seek management approval for the budgets and forecasts
• To review the results of versus plans and analyze the variances
• To partner HQ strategic and operation business teams for implementation of new activities and projects to provide preliminary costing for such activities to ensure that costings updated timely
• To assess the profitability of existing business activities and projects and ensure that costings are updated timely
