Core Responsibilities

Strategic Initiatives:

• Work to Support and Implement the Strategic Initiatives of Category EMS, thereby achieving the PEM Strategic Initiatives

Operations Management:

• To lead Global Operations Initiatives
• To lead and support in Contract Negotiations & Price Negotiations

Implementation of Joint Development Manufacturing (JDM) and Value Engineering:

• JDM is a new Engagement Model that LEGO is embarking on with our EMS
• New Ways of Working and a New Governance Model need to be created and aligned within
• Similarly, Value Engineering creates new opportunities for LEGO but also creates new processes and complexities
• Complex Negotiations and Agreements will be needed

Implementation of EMS Strategy:

• 3-year EMS Strategy to transform the EMS supplier base
• High level of focus and negotiation with key partners and management of the suppliers on the assessment, implementation and transformation
• Negotiation of contracts and agreements and implement strategic plans
• Review and Update EMS Strategy

Implementation of Electronics Commodity Strategy:

• Management of Distributors, Independent Distributors
• Key Account Management for Electronics Suppliers
• Create and implement Strategy for Off-the-Shelf Electronics Component suppliers
• Align and jointly manage LEGO’s Strategic Electronics Suppliers
• Implement Pfp Strategy for Electronics Commodities
• Contract and Price Negotiations

The mission of Procurement Function is to ensure Global Supply Base Operational Excellence while complying to LEGO requirements. The role may be called upon to take on Special Projects out of the normal scope of work and implement Strategic Initiatives.

Do you have what it takes:

• Degree or equivalent experience in Mechanical or Manufacturing Engineering or related fields
• Min 15 years’ relevant working experience in:
• 1. Procurement in an EMS Environment
• 2. Strategic Procurement Experience working in the Electronics Industry (PCBA & Box Build), Electronics Components and Mechanical Commodities knowledge
• 3. Operations Procurement Activities (Budget management, Negotiations, PPV/PfP management, Cost Management, Change process etc)
• 4. EMS Supplier Management & Negotiations
• 5. Experience in SMT/Box Build Manufacturing Environment, Automation in Manufacturing, Line Balancing
• 6. Project Management of Complex Products/Programs
• Proficient in ERP such as SAP and Oracle
• Familiar with New Product Introduction (NPI) procurement activities
• Proactive and collaborative, excellent communication skills, especially with Senior Management
• Possess a Strategic Mentality and Strong Business Sense, ability to see and develop opportunities and able to influence business partners

RESPONSIBILITIES

• This position is for Office of Campus Infrastructure and Services (OCIS).
• Contract Management
  • Undertake the day-to-day Contracts Management for Facilities Management, A&A works and construction projects.
  • Responsible to lead and work with facilities managers/project managers in contractual and costing matters and ensure compliance with appropriate tendering and procurement procedures.
  • Responsible for the preparation of tender documents and procurement management framework.
  • Undertake tender and procurement administration of consultants and contractors through QFM and PQM tenders and quotation exercises.
  • Closely monitor and validate work progress, payments, variations, and final accounts through site visits and document verification, ensuring alignment with contract terms and agreed schedules and maintaining optimal cash flow.
  • Organize and lead variation meetings regularly to keep track of the approved budget.
  • Judiciously evaluate, process and put up recommendations for accepting tenders, quotations, variation orders, payment of consultants' fees, contractors' progress payment and final accounts.
  • Manage resolution of contractual claims of various projects from pre-tender to post-contract stages and implementation of cost control measures.
  • Represent the University during progress and technical discussions/meetings with the project's consultant team.
  • Assist in conducting technical reviews of consultant's proposals to ensure designs are optimal, fit-for-purpose, within the approved budget and meet the university's goals and aspirations.
  • Track work progress and project expenditure to ensure the project is completed within budget and on schedule.
• Vendor and Category Management
  • Identify, evaluate, and select vendors/suppliers based on quality, reliability, and cost-effectiveness.
  • Maintain strong vendor relationships to leverage cost savings, innovation, and improved service opportunities.
  • Negotiate contracts, terms, and conditions to secure favourable agreements while mitigating risks.
  • Secure the best value for money by identifying cost-saving opportunities and implementing strategies to achieve favourable terms, pricing, and service levels in agreements.
  • Supervise contractors' performances to ensure the contract stipulations are met.
• Risk Management and Compliance
  • Assess and mitigate risks associated with procurement activities, ensuring adherence to legal and regulatory requirements and the University's policies and procedures.
• Budget Management/Coordinator
  • Manage OCIS internal stakeholders' budget.
• Supervise and manage the procurement sub-team
  • Provide guidance, support, and performance feedback to sub-team members to maintain high productivity and morale.
  • Assign tasks and monitor performance to ensure the successful execution of procurement activities.
  • Ensure balanced workload distribution among sub-team members to optimize efficiency.
  • Mentor, train, and support the professional development of procurement staff to enhance team capabilities and performance.
• Continuous Improvement
  • Always seek to improve internal systems including processes and procedures for greater efficiency, maximizing commercial opportunities, and minimizing business exposure to commercial risk.
  • Explore and implement innovative solutions and best practices on procurement and contract strategy, and related functions.
  • Establish any improvement opportunities relating to efficiencies, providing value to stakeholders and/or reducing non-value-added process activities through review of policies, procedures, and workflows.

• Degree in Building or Quantity Surveying, Construction/Project Management, or other building/facilities management related fields.
• At least 20 to 25 years of hands-on, relevant experience in the Singapore building industry, preferably in both the private and public sectors and have performed the role of a consultant or a developer/owner's representative, or both.
• Experience in facilities management, project management, contracts management, procurement methodologies and evaluation of cost norms.
• Ability to innovate and provide value-add in campus development matters.
• Good communications (both written and spoken) and interpersonal skills.
• Good organizational, analytical skills and a team player.
• In-depth knowledge of procurement strategies and sourcing techniques.
• Experience in vendor/supplier management and relationship building.
• Proficiency in using procurement software and tools.
• Analytical mindset with the ability to interpret data, assess supplier performance, and make data-driven decisions.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Supporting and creating winning, bespoke proposals that leverage the best of CBRE’s supply chain and category management practice

• Working with the Solutions Teams to review and support response to client RFPs including spend, scope, and SLA information
• Work to understand client objectives and CBRE differentiators within the competitive environment and build out CBRE differentiators.
• Bring forth the most applicable and compelling aspects of GWS Partner Excellence Program
• Collaborate with in country supply chain teams and strategic sourcing to develop a comprehensive supply chain strategy for clients, including sourced categories, category strategies, savings commitments, service improvement ideas, and transition/implementation plan
• Review and positively challenge plans and proposals with operational, sales, transition, and commercial leaders
• Work within CBRE proprietary pricing processes and tools
• Communicate the procurement solution in a compelling manner via written proposal materials, Q&A responses, and presentations
• Champion the Partner Excellence Program and ensure hard landings on all new clients.
• Cross matrix activities will include keeping the licences tracker upto date and also benchmarking for key categories

Developing achievable yet competitive financial and service commitments, and a workable plan to meet them

• As GWS moves through the sales process, incorporate additional information to refine plans
• Work with strategic suppliers and vendor partners to solidify their cost and quality commitments
• Refine and improve the transition plan
• Work to pre-identify required resources; mitigate transition risk

Smoothly transitioning client accounts into a new supply chain, positioning the go-forward operations team for success

• Own inputs of critical steps, timing, and resource requirements into the overall account transition plan
• Participate fully in the transition governance and START process
• Own critical aspects of the transition:
• Supplier on-boarding
• New supply chain set-up and implementation
• Recruiting and hiring account-dedicated sourcing team
• Critical RFPs and decision-making
• Implementation of contract administration technology
• Year 1 Savings Road Map for sourced spend areas

• Manage platform and variable (consultant) staff brought in to support peak transition workload
• Hand-off to the dedicated team

EDUCATION and EXPERIENCE

Must be of College and/or University level. Minimum of 5-10 years of related experience and/or training. Minimum five years experience in procurement/transition of facility management services and supplies.
