Purpose and Scope

• Review performance of the entire I&C device & metering equipment to determine limitations. Review periodically and adopt changes with upgrading of IAC devices & instruments to improve its functionality and reliability.
• Responsible for the budget planning for IAC and proper utilization of the budget with cost optimization.
• Withdraw and prepare spares from warehouse for job execution. Keep track of the spares level to ensure sufficient maintenance spares are available.
• Work under company’s Permit to Work system as competent person (CP) to apply permit. Supervise contractors and liaise with other maintenance crafts and operations technicians to execute maintenance activities
• Develop MSRA for IAC maintenance activities and Review MSRA from vendor and conduct toolbox meeting/pre-task talk for all I&C activity.
• Support other maintenance function, operation and other departments as when needed.

Qualifications & Experience

• Degree in instrumentation Engineering or Electrical/Process Engineering with relevant training and experience in instrumentation and control related to process industry. IAC diploma holder with process industry experience will also be considered.
• 3~5 years for Degree holders or 7~10 years for Diploma holders
• Hands on experience on maintenance/troubleshooting of field instrumentation (meters, control valves, analyzers, chromatographs), metering calibration/validation and remote monitoring/control system in a chemical/petrochemical/utility/power industry

The EICA Engineer shall be in the discipline of Electrical, Instrumentation & Control in delivery of large scale power generation project. The Engineer shall have at least 5 years of relevant engineering experience in delivery of large scale industrial/ utilities projects (e.g. waste, water, oil & gas or power) or relevant experience in delivering large solid waste management projects (e.g. WTE, sludge incineration, materials recovery and food waste treatment).

• Having good understanding and interpretation of SLD, protection and metering SLD, schematics and cabling drawings.
• In depth of understanding for electrical power automation for electrification of WtE project.
• Contracts management in managing site works while maintaining swift communication with client and contractors for the WtE project
• Familiar with SS638 requirements on electrical installations in Singapore.
• Having multi-discipline coordination attitude in execution of electrical works
• Basic knowledge of instrumentation and control equipment for site works
• Review the submittals from Contractors for electrical installation and commissioning procedures of various sub-packages.
• Engage in site meetings with technical discussion contractor and client
• Joining site inspection for contractors works.
• Participation of FAT and SAT of electrical equipment
• Ability to use Navisworks to review 3D BIM Model for routing of site utilities

Job Requirements:

• Review of DCS / PLC system configuration, topology and controller, RIO engineering deliverables for the implementation of WTE automation systems
• Review the submittals from Contractors for Process Control like STG package, Incinerator-Boiler System, Water Steam Cycle, weighbridge system, building services, Enterprise Resources Planning, EMIS, PFMS, Communication Network Infrastructure etc.
• Essential understanding of P&ID of process engineering
• Engage in Technical discussion for all control system related issue with contractor and client
• Participate in HAZOP review, SIL safety and design for safety workshops
• Work with electrical team closely for all power and process interfaces
• Participation of FAT of automation equipment DCS, EMIS, PMS, PLC, Weighbridge systems etc
• Provide Technical support in Testing and Commissioning of WTE plant

Job scope:

• Follow up with site walk and client enquiry for the new job or project and work together with project engineer and manager for the quotation and tender submission, ensuring purchase order is secured.
• Coordinating with engineering, construction and liaise with the client on detail engineering requirements.
• Prepare quotation, budget plan and submission to have approval from project engineer or manager.
• Prepare method of statement, lifting plan and work schedule to provide safety personnel to prepare risk assessment.
• Prepare MTO and raise MR for all materials required for the project.
• Responsible for equipment installation, structure installation, piping erection operations and pipe support installation in accordance with schedule, procedures, specifications, priorities and availability of construction drawings.
• Handling all the technical queries and investigating all the work related problems, including the drawing of field sketches when necessary.
• Review of Project specification, ISO drawings and P&ID.
• Responsible for counter checking by ISO drawings, P&ID and GA drawings for the correct location, orientation, alignment and plumpness.
• Carrying out final P&ID check of installed piping systems in the module. Preparation of “AS BUILT” drawings.
• Responsible for carrying out mechanical clearance, conducting hydro and pneumatic tests, fulfilling commissioning and Pre-Commissioning requirements for the project.
• Responsible for line checking after hydro testing or pneumatic testing to complete the post punch list prior to sign-off the test packages before signing the completion of piping / mechanical.
• Ensure that all punch list items are resolved; client handover is satisfactorily concluded and that there is no prolongation of project.
• Take prompt corrective and preventive action to remove any quality issue, any unsafe elements and unhealthy conditions at site.
• Sales Cycle Management: Conduct the full sales cycle, including lead generation, follow-up, service delivery, and transaction closure.
