JOB PURPOSE

The executive will support the Yishun Health (YH)’s strategic growth and development in Value Based Care (VBC) under Clinical Quality, Performance and Value (CQPV). The primary responsibilities and duties also include supporting and coordinating the implementation of value-based initiatives within YH.

The individual will collaborate with YH-wide multi-disciplinary teams, and external stakeholders such as NHG Clinical & Academic Development (CAD) and Ministry of Health (MOH) to align processes and resources planning to YH’s VBC strategy.

MAJOR DUTIES AND RESPONSIBILITIES

Areas of Responsibility

1. To support the development of YH’s Value Strategy and partner stakeholders (internal & external) to translate strategic priorities into action plans.

Percent of Time Spent: 50%

Measurement Criteria: Excellent communication and interpersonal skills

2. To oversee the implementation of Patient Reported Outcome Measures (PROMs) involving change management with patients and care providers to drive awareness & adoption.

Percent of Time Spent: 50%

Measurement Criteria: Team player - collaborates and get buy-in from multi-stakeholders.

3. To be plugged into the latest VBC developments internationally/locally, and conduct literature reviews on indicators, benchmarks and best practices.

Percent of Time Spent: 50%

Measurement Criteria: Demonstrates resourcefulness and attention to detail.

4. To conduct top line analysis of data trends to identify areas for improvement.

Percent of Time Spent: 15%

Measurement Criteria: Demonstrates analytical skills.

5. To provide secretariat support and/or participate as an active member in the steering committees / workgroups supported by the Department.

Percent of Time Spent: 10%

Measurement Criteria: Strong organization, written skills and timely follow-up

6. To prepare presentation materials (not limited to powerpoint/dashboard/report) for management update.

Percent of Time Spent: 20%

JOB REQUIREMENTS

(a) Education/Training/Experience

5.1 A bachelor’s degree in any discipline.

5.2 Well-versed with Microsoft Office applications (e.g. Word, Excel, Powerpoint)

5.3 Relevant experience in Healthcare, Project Management and Data Analytics will be an advantage.

RESPONSIBILITIES:

• Develop and update the quality material database and ensure proper recording and documentation
• Ensure proper documentation of raw materials/ ingredients/ finished products & traceability in place
• Liaise with regulators on mandatory requirements and compliance related matters
• To provide internal and external customers with technical advice and/or documentation when required
• Assist in the maintenance of HACCP and BRCGS management system

REQUIREMENTS:

• Diploma / Bachelor's Degree in Food Science or related field.
• Good knowledge of Quality Management System (HACCP, BRC, ISO 22000)
• Good communication, Organizational and Analytical Skills

To ensures that all supply chain processes, meet stringent quality standards. This role involves close collaboration with suppliers, logistics, and internal teams to maintain consistency, reduce risks, and enhance customer satisfaction by upholding product and process quality.

1. Assists develop and setup a standardize FSMS (HACCP as based) that meet the legal and regulation compliance demand across various national and international legal frameworks.

2. Assist Setup food safety internal audit system to verify the effectives of the FSMS implementation.

3. Assist manage variation in the food safety of compliance system in local sites due to resource and culturally different.

4. Assist setup supplier food safety control system and supplier food safety audit system.

5. Develop and provide training for food safety and quality requirements.

6. Develop and maintain documentation such as SOP’s, as well as maintenance of manuals, policies and procedures as relate to any food safety concerns.

7. Update existing food safety procedures and documentation to keep up with changing requirements.

8. Oversee proper maintenance and sanitation of all facility to comply with food safety requirements.

9. Ensure that all company food safety and quality assurance procedures are followed and documented correctly at all times.

10. Plan, Arrange a monitor outlet food product microbial test result and trend analysis.

11. Be the main contact point with SFA (Singapore Food Agency).

12. Conduct facility food safety audits as well as manage third party audits e.g SS444:2018 / ISO 22000

13. Assist on provide Food Safety consultancy and food safety audit for PUTIEN sister company / Partner / Franchisee.

14. Assists prepare periodical FSMS implement progression and outcome report and review the effectiveness’ of the FSMS implementation.

15. Work closely with operation team on provide technical assistant and guidance in conducting food safety related investigation on customer feedback and nonconformance issues and give recommendation for continual improvement.

16. Conduct routine inspection for products processed at production.

17. Assists and involve in 3rd party food safety audit or inspection.

18. Provide assistant in any ad hoc assignment if any

19. Identifies areas for process improvement and leads initiatives to enhance quality systems

20. Oversees complex QA activities, including planning and implementing QA strategies for large projects

21. Provide professional opinions or suggestions that related to food safety to department as and when needed

22. Responsible for ensuring team performance and meeting quality objectives.

Qualifications:

• Diploma / Degree (Preferably in Food Science, Food Technology)
• Familiar with Word, Excel, and PowerPoint.
• Good written and verbal communication skills.
• At least 1 year experience as QA / QC
• Relevant experience in food manufacturing sector will be an added advantage

The Operations Quality Specialist is responsible for ensuring the quality and safety of products in a food manufacturing environment. This role involves monitoring production processes, conducting quality checks, enforcing compliance with regulatory and internal standards, and driving continuous improvement initiatives to enhance product quality and operational efficiency.

Responsibilities:

Quality Assurance & Control:

• Perform routine quality inspections and audits across all stages of the production process, including raw materials, in-process, and finished products.
• Monitor adherence to Good Manufacturing Practices (GMP), Standard Operating Procedures (SOPs), and food safety protocols.
• Review the tests method and analysis using established quality control methods, ensuring products meet defined specifications and standards.
• Responsible for the Batch record review and perform the release of the product. Work closely with production and supply chain team to ensure the market demand is fulfilled.
• Document and report non-conformities and collaborate with relevant teams to implement corrective and preventive actions.
• Support the new product initiative with different stakeholders, ensure the quality of the product is compliance to the product specification
• Managing the equipment calibration used in QC & Production, to ensure the calibration is up to date and maintained.
• Review and manage the GMP audit, to ensure the GMP requirement is maintained and at audit ready status.

Regulatory Compliance:

• Ensure compliance with GFSI standard and regulations (e.g. BRCGS, FDA, HACCP) and company policies.
• Assist in preparing for and participating in regulatory and third-party audits.
• Maintain accurate and up-to-date records for traceability and regulatory purposes.

Process Improvement:

• Identify areas for quality improvement and work closely with production teams to enhance processes.
• Participate in root cause analyses and contribute to continuous improvement initiatives.

Collaboration & Communication:
