To gear A*STAR up for the innovation-driven economy set out by the Research Innovation & Enterprise 2025 Masterplan, the Business Division (“Tech-Biz”) was being established in the Institute of Sustainability for Chemicals, Energy and Environment (ISCE2) . ISCE2 is located at Jurong Island.

The Programme Manager will manage the A*STAR Net Zero Nexus Sandbox, a pivotal initiative focused on driving Singapore's transition to a net-zero future. This role will oversee the entire programme lifecycle, from startup recruitment and support to ensuring the successful commercialization and scaling of cutting-edge climate technologies. The Animal Research Facilities (ARF) at NTU is seeking to hire a Director/Deputy Director who is experienced in all aspects of managing an academic animal research facility. It comprises of 4 main housing facilities licensed by the Animal and Veterinary Services at NParks.

• Animal Research Facilities at Lee Kong Chian School of Medicine, Clinical Science Building, Novena, holding mainly rodents (1,600sqm)
• Research Support Building at NTU Yunnan Campus housing rodents (1,300sqm)
• Zebrafish Facility at Lee Kong Chian School of Medicine, Experimental Medicine Building, NTU Main Campus (400 sqm)
• NIE fish facility

Responsibilities:

1. Oversee animal care, equipment and ARF-RSB facility team to meet the needs of LKCMedicine and SBS scientific communities.

• Responsible for developing, timely updating and communicating all standard operating procedures. This includes the acquisition and maintenance of equipment to ensure optimal functionality and safety.
• Ensure compliance to IACUC protocols and ethics to safeguard animal welfare.
• Involve in conducting animal facility inspections as appropriate, including tracking and reporting statistics for Singapore agencies to ensure adherence to regulatory requirements..

2. Management and Administration of budgets for ARF

• Preparation, submission and presentation of the annual budgets for the NTU ARFs (LKCMedicine and RSB) to senior management of LKCMedicine and NTU.

3. Management of expanded suite of specialized services for the research community

• Collaborate with principal investigators, veterinarian support staff, regulatory committees and industry partners to ensure the service meet high standards and industry requirements.

4. Fulfil and maintain accreditation standards to ensure compliance with professional accreditation regulations

• Responsible for maintaining all applicable accreditations standards for the care and use of laboratory animals at NTU.

5. Oversee planning and execution of activities and events relating to ARF

• Planning of research activities including the monthly ARF seminar series established at LKCMedicine to ensure that the NTU ARFs are aligned with current and/or planned resources.
• Participate in institutional committees as NTU ARF-RSB‘s representative, contributing to the development and alignment of research initiatives.

Requirements

• Veterinary Medical Degree (DVM or VMD) or PhD in Biomedical sciences. Diplomate status within the American College of Laboratory Animal Medicine (DACLAM) is desirable, but not required.
• At least 15 years’ experience working in an Animal Facility at the managerial and leadership level in managing and directing vivarium operations, including animal husbandry, preventative veterinary care, diagnosis, treatment, and control of disease, animal surgery and postoperative care, euthanasia, and necropsy.
• Documented experience in directing a complex animal resources program and awareness of Biological Agents and Toxins Act requirements in Singapore.
• Must be experienced in managing the operational needs of an animal facility including working with the staff and users.

The MedTech Catapult is a national initiative for accelerating the development of high-value MedTech projects through an in-house product engineering unit. The objectives of the Programme Office are to i) support the operations of the MedTech Catapult, ii) develop strategies and seed partnerships to support MedTech Catapult activities; and iii) oversee and administer the grants. The Senior Assistant Director will report to the Deputy Director, Programme Office.

Job Responsibilities

• Work with stakeholders to develop and execute the overall programme strategy for MedTech Catapult, including plans for ecosystem development
• Specifically, to execute and manage programme operations concerning budget, finance, procurement, HR, facilities and legal etc.
• Contribute to refining the strategic direction of MedTech Catapult and support the development of refined strategies.
• Set up, convene and engage steering committee to provide six-monthly updates and to seek inputs to refine the direction of the programme
• Key interface with A*STAR HQ for reporting and alignment to SOPs and support programme needs under A*STAR requirements i.e. Business continuity manager, Data protection officer
• Coordinate and prepare accurate and timely reports to internal and external stakeholders
• To support grant management, tracking and review, as well as enrol and engage with KoLs and advisory members to ensure that funded programmes remain on track to achieve outcomes, milestones, performance indicators and budget utilization.
  • Organise and participate in the grants administration process
  • Set up, convene and engage project evaluation committee to provide critical evaluation of potential projects seeking to enter MedTech Catapult.
  • Monitor and track the progress, timeline, and budget of projects
• To set up and manage digital tools for programme and grants tracking
• Manage Associate, Programme Office as direct report
• To work with internal and external functions to support other operational activities for the Programme Office

Requirements

• B.S in Electrical Engineering, Computer Engineering, Mechanical Design, Bioengineering or other relevant experience in a related field.
• >10y of working experience in either medical device/life sciences industry, research & development, business development, strategic/corporate planning or any other relevant roles
• Familiarity with programme and grants management is a plus
• Possess excellent networking, communication and writing skills.
• Meticulous with attention to detail
• Demonstrate ability to juggle priorities and meet deadlines.

• Develop and implement a business development and marketing plan to achieve business goals and objectives of MC.
• Build a robust and sustainable MedTech Manufacturing ecosystem comprised of product owners, solution & technology providers, manufacturers, system integrators, institute of higher learning, research institutes, and public agencies
• Establish a deep understanding of MC?s key features and activities by interfacing closely with the programme leadership and productization unit
• Work with Steerco, Key Opinion Leaders, partners and internal stakeholders to develop and refine the value proposition of MC to its partners.
• Develop and implement marketing plan, whilst managing the budget for marketing needs
• Initiate and establish relationships with potential partners across the ecosystem, including other public sector agencies, universities, hospitals, suppliers, design houses, contract manufacturers and industry players.
• Develop deep relationships with key customers/partners, identify business opportunities for growth, negotiate and close business deals.
• Lead conversations with customers to capture business requirements, identify problem statements to scope proposals for collaboration.

Requirements

• B.S in Bioengineering, Business, Marketing or other relevant experience in a related field.
• >10 of working experience in business development and marketing for medical device/life sciences industry, research & development, incubators/accelerators or any other relevant roles
• Experience with setting up and maintaining a customer relationship management system
• Familiarity with life science instruments and medical device value chain and network is a plus
• Familiarity with local life science instruments and medical device ecosystem is a plus
