Responsibilities:

• Manage the supply base for use in quoting materials.
• Analyze current and potential supply sources while staying abreast with corporate supply chain initiatives and strategies in line with the market segmentation strategy.
• Negotiate best possible pricing garnered from the supply base.
• Support new business and quarterly specific commodities quotation activities.
• Review quote with Commodity Management as and when necessary.
• Provides support to Commodity Management by maintaining and developing knowledge of the supply base.
• Prepare material quote packages and solicit quotes from the supply base.
• Assist with the development of a global infrastructure to quote material that supports company business and growth plans.
• Assist with the development, monitoring, and implementation of global material quotation strategies.
• Assist with the development of the supply base to exceed the goals and objectives of company and the supply chain management team.
• Assist with the definition, development, and implementation of material quotation models to meet company’s business needs.
• Drive continuous improvement through trend reporting analysis and metrics management.
  Assure that procedures and work instructions are efficient and non-redundant.
• Offer new, innovative and entrepreneurial ideas and suggestions for improvement. Identify and implement new practices and processes that are “best in class”.

• Periodically review and evaluate existing procedures and processes to ensure current operation model meet requestor needs.

• Coach Materials Quotation staff in the interviewing/hiring process.
• Create and/or validate training curriculum in area of responsibility.
• Assist with coaching and mentoring of Material Quotation Analysts to deliver excellence to every internal and external customer.
• Assist with the creation and management of succession plans.
• Assist in the definition, development and implementation of a strategy, which contributes to the corporate strategic direction.
• Develop an understanding of Sectors and Commodity Management Business strategy as it pertains to Quotes Management.
• Provide updates to Sectors and Commodity Management on quotation activities.
• Cost Management
• Adhere to all safety and health rules and regulations associated with this position and as directed by supervisor.
• Comply and follow all procedures within the company security policy.

REQUIREMENTS

• Bachelor’s degree required, preferably in Business Administration, Finance, Management or related discipline
• Minimum of seven (7) years’ work experience in Purchasing / Materials management.
• Ability to converse and write in English. Knowing Mandarin is an added advantage as to liaise with factories mandarin speaking countries.
• Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
• Good in solving practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
• Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
• Ability to speak effectively before groups of customers or employees of organization.
• Ability to work effectively under pressure with constantly changing priorities and deadlines.
  

[What the role is]
The Singapore Aviation Academy (SAA) is the internationally recognised training arm of the CAAS. It is undergoing a transformation of programmes, to meet the evolving needs of adult learners and cater to the next generation of aviation professionals.

[What you will be working on]
Reporting to the Head of School of Aviation Safety and Security, you will oversee the development and review, and the conduct of training programmes (including curriculum) to meet CAAS, local and international trainees’ needs. This includes engaging both local and international partners for needs assessment, and proposing relevant training programmes and infusing interactive learning methods and technology to meet the current and future needs of the industry. You will conduct systematic review and evaluation of programmes and conduct benchmarking exercises to ensure the highest quality of training. You will also have opportunities to organise safety and security seminar, workshops and other events. You will support the continuous development of the teaching talent pool to meet the required training standards and demand. In addition, you will be responsible for the smooth operations, administration, planning and budgeting of the School.

[What we are looking for]
• At least 5 years of working experience in the aviation industry, preferably with 1 to 2 years of teaching or instructing experience
• Good knowledge on any specialised topic(s) in aviation safety or security. Knowledge of aviation safety or security regulatory requirements will be a bonus.
• Experienced in course management will be an advantage.
• Excellent verbal, analytical, written communication and interpersonal skills
• Team player, self-motivated, results-oriented
* Note: SAA is located at 1 Aviation Drive, Singapore 499867 (near Changi Village). Between April 2024 – early 2026, SAA will be undergoing renovations and will be temporarily located in Changi Airport Terminal 2.

Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance, and may be considered for placement on a permanent tenure or subsequent contract renewal.

Job Description

You will be part of the team responsible for planning, design and project management of the Security and Surveillance Systems, including other ELV Systems (i.e. Public Announcement System, Intercom Systems, Carpark Management Systems, etc) for Changi East development.

You will be involved from project inception, planning, execution and to completion. You will have to work closely with contractors, consultants and users to ensure that projects meet user requirements and are completed on time, safely, within budget and of the highest quality.

Requirements:

• Good degree in Electrical and/or Electronic, Computer Engineering. Other relevant equivalent qualifications can also be considered.
• At least 8 years of relevant working experience in project management, planning and design of security and surveillance systems, including other ELV Systems (i.e. Public Announcement System, Intercom Systems, Carpark Management Systems,etc).
• Candidates with knowledge and certification on network systems will have advantage.
• Relevant working experience in airport terminals, airfield and underground infrastructure will be preferred
• Good written and verbal communication skills
• Self motivated, driven, assertive and analytical
• Able to work independently to deliver results
• Good team player and able to handle fast paced projects
• This position is a 3-year contract with possibility of renewal.
