Job Description

The Electrical and Computer Engineering (ECE) Department at the National University of Singapore (NUS) is seeking qualified applicants for the position of Research Engineer to join our team and contribute to our ongoing research projects related to IC design.

Responsibilities:

• Explore heterogeneous systems with silicon chips being integrated on unconventional substrates such as flexible and stretchable, for ultra-low power always-on and intelligent silicon platforms.
• Work on innovative circuit techniques with very wide power-performance scaling to minimize the system energy while providing targeted levels of performance on demand. Such techniques will be investigated for digital sub-systems in advanced technologies.
• Be responsible to conduct research at the circuit level, defining and validating design options and defining new integrated circuit techniques.

Qualifications

The candidate must possess:

Responsibilities:

1. Engage in firmware/software development for communication systems, positioning systems, bioradar systems, and related products.

2. Engage in V-model development, which includes requirement analysis, high-level design, low-level design, implementation, unit testing, integration testing, and system testing.

Requirements (Firmware):

1. Bachelor’s degree or above, majoring in computer engineering, electronic engineering, communication, automation, applied mathematics, or other relevant fields.

2. Solid experience in C and C++ in the context of memory management and low-level driver development. Capabilities to build the toolchain with Python would be advantageous.

3. Experience with embedded operating systems such as RTOS would be appreciated. Knowledge of pre-emption, IRQ, and embedded communication protocols such as I2C, UART, and SPI is mandatory.

4. Experience with wireless communication technologies like UWB, BLE, WiFi, NFC, etc., is advantageous. Candidates with expertise in MAC and Link Layer will have an added advantage.

5. Preferred experience includes ARM Cortex-M series hosted microcontrollers. Candidates with solid experience in ESP32, Raspberry Pi, Arduino, STM32, or similar platforms will have an advantage.

6. Competency in using debugging equipment such as oscilloscopes, logic analysers, and FW debuggers is mandatory.

Requirements (Software):

1. Bachelor’s degree or above, majoring in computing, software engineering, computer science, applied mathematics, or other relevant fields.

2. Solid experience in C and C++ in the context of memory management (static, stack, heap) and GUI. Candidates with hands-on experience in creating Windows based application with IMGUI will have an advantage. Capabilities to build the toolchain with Python would be mandatory.

3. Candidates with experience in building applications that facilitate TCP/IP, UDP, etc., will have an added advantage. Knowledge and proficiency in data structures management are essential, including sorting algorithms, linked lists, stacks, queues, trees, and hash tables.

4. Knowledge or hands-on experience with multithreading concepts such as IPC, MUTEX, Time Slicing, and Pre-emption will provide a significant advantage.

5. Experience with wireless communication technologies like UWB, BLE, WiFi, NFC, etc., is advantageous. Candidates with expertise in MAC and Link Layer will have an added advantage.

1. Coordination with Construction team/ Design Consultant/PE/Construction Subcontractor, etc. for Detail Design Development

2. Review Structural Analysis and Calculation carried out by design consultant and develop simple structural calculation for temp. works

3. Planning relevant temporary civil structure, plan & section required for the Traffic diversion, such as Drain diversion, Retaining wall, Shop drawing development

1) Responsible in overseeing the performance of outsourced maintenance service providers in mechanical services and systems for the hospital and ensure functionality as well as serviceable at all times.

2)To audit and monitor service standards rendered by specialist vendor and outsourced maintenance service provider.

3)To provide support to Head of Department and Building Managers in capital nature replacements, systems and building improvement projects.

4)To coordinate and support hospital’s A&A and minor works.

• Work closely with FM Institution Lead and Mechanical Lead, in building clear scope, expectations and deliverables for the Mechanical team as well as planning for specialty training and develop the capabilities of Mechanical Team members.
• As a Subject matter expert to assist the Mechanical Lead in ensuring team members understands their scope.
• Work closely with team members, service provider and specialist vendors on system breakdown investigations, inspections, audits, review of maintenance program, etc.
• To lead / provide support in the investigation of incident/system failure to determine root cause of failure as needed.

2) Contract management, evaluation, negotiation, and execution

• Manage Mechanical systems contracts to ensure timely renewals and contract requirements are fulfilled.
• Ensure timely renewal of authority licencing.
• Ensure processes are in accordance and compliance with Audit Compliance, NUHS Contract Management, Procurement and Finance Policies and Process.

3) Manage Managing Agent, vendors and liaison with authorities as well as communication to stakeholders

• To respond and support the maintenance agent and vendors in mitigating and recovery of critical system failure or incident.
• Work closely with Admin on compilation of contract documents, such as agreement, checklist, warranties, etc.
• Monitor vendors’ performance, deliverables and Key Performance Indicators (KPIs) are as per contract awarded.
• Perform invoice verification against works completed for timely processing of invoices.
• To ensure repair to reported system fault and breakdown are carried out in a timely manner.
• To carry out monthly analysis to Mechanical systems breakdown and recommend improvement plan as needed.
• Filing and documentation recording of all authorities’ correspondences.
• Conduct internal audits to check on non-compliances, identify gaps and follow-ups till closure.
• Represent Mechanical Team as the liaison party on authority matters.

4) Developing and implementing procedures, policies and checklists

• Review and update Standard Operating Procedures (SOP) and working instructions on a regular basis.
• Develop and harmonise trade related SOPs, Preventive Maintenance Checklists and working instructions with the cluster institutions for alignment to prevailing Singapore Standards / Code of Practices and/or industry best practices for benchmarking.

5) Asset Management

• Plan and oversee Mechanical system upgrades/improvements or replacements before their expiration or its end of life.

6) Projects

• Project Manager or render support to Project Managers for improvement works to existing hospital facilities such as renovation and retrofitting, replacement of system infrastructure and improvement initiatives to existing specialized systems and hospital facilities.
• Prepare Approval To Purchase (ATP) and Approval To Award (ATA) papers for Preventive Maintenance Contracts and projects.

7) Knowledge management

• Maintain good documentation (e.g records of all contracts, reports, agreements, check lists) with FM Admin team to ensure full compliance.

Required Competencies and Capabilities (Skills, Experiences and Professional Licences)

• Minimum three (3) years of relevant experience in management of mechanical systems operations. (Note: Minimum 8 years for Diploma Holders)
• Experience in Fire Safety/ Alarm System, Medical Gas/ Vacuum System, Lift and Escalator System, Pneumatic Tube System, Mechanical Automation system is advantageous.

Primary Objectives of Position

• Manage the overall supervision of maintenance activities in depot and workshop
• Responsible for the availability of passenger trains, engineering train vehicles, light rail vehicles and workshop overhaul or plant equipment for mainline operation.
• Manage the budget expenditure of the section
• Ensure all defects on vehicles/equipment are rectified in a safe and responsive way.
• Provide an effective technical support service to all other Rolling Stock sections, including development and control of an overall maintenance plan, provision of Work Instructions, procedures and technical documentation and provision of regular performance information.
• Ensure that Rolling Stock staff and contractors within their sections are adequately trained and competent to perform their tasks safely and proficiently in the railway environment.
• Overall-in-charge of managing corrective and preventive maintenance of NEL/SPLRT passenger trains, engineering trains, light rail vehicles, or depot plant equipment.
• Overall-in-charge for all engineering projects in NEL/SPLRT Rolling Stock.

Specific Safety Responsibilities

• Ensure all work related to the section are undertaken in a safe way during all maintenance activities in Sengkang Depot.
