About the role

The Energy Studies Institute (ESI) is a research institute at the National University of Singapore seeking to advance the understanding of energy policy issues by conducting independent research and analysis. We are looking for researchers to join a multi-disciplinary team carrying out research projects on a range of energy issues that are of concern to Singapore and the region.

Job Description

• Conduct advanced research on energy and environmental systems to support policy-making for Singapore's decarbonization pathways.
• Participate in engagements with stakeholders and external research groups; supervise research students involved in the study.
• Produce policy reports, documentation and publish articles in reputable academic journals.
• Cultivate networks, initiate collaborations, and prepare funding proposals to support ongoing research.
• Perform administrative duties, including organizing seminars, workshops, and conferences, along with other responsibilities as assigned by the Head of Division or Principal Investigator.

Requirements

• Possess a master’s degree in energy systems modelling, energy and climate economics, or related quantitative research fields.
• At least two years of relevant research experience in areas including: national-level energy systems model (e.g. MARKAL-TIMES, GCAM, CGE), sector-specific energy system model (e.g. power, transportation, industry), techno-economic evaluation for energy and decarbonization technologies, or energy and environmental analysis (e.g. decomposition analysis, input-output analysis, life cycle analysis).
• A good understanding and interest in energy and environmental issues, such as energy supply, demand, trade, efficiency, energy and environment relations, and climate change.
• Experience in energy system model integration is a plus.
• Relevant working and practical experience in industry or government agencies in energy and environment in Singapore would be highly valuable.
• Track record of publications in reputable energy, environmental and/or systems modelling-related journals would be an advantage.
• Able to work independently and collaborate with team members.

Job Responsibilities

Reporting to the Deputy Director, Operations, Planning & System, the candidate will be responsible for the business system of the Patent Search Examination & Analytics (SEA) Unit.

As a Marine Design Engineer, you will own engineering responsibilities for all Cavotec’s shipboard shore power retrofit projects. Type of retrofit can be either turnkey, repair and upgrading. Project execution takes place either during voyage or at shipyards, or at times, both.

Shore power/ HVSC/ Alternative Maritime Power (AMP)/ Cold-ironing system enables vessels to connect to shore power while at berth, hence minimizing emissions and noises from the ship’s auxiliary engines. The retrofitted system will be integrated with ship’s existing electrical distribution and necessary instrumentation and monitoring systems.

You will ensure the system design is in accordance with contract specifications, Class rules, and all applicable ship-type and port-specific regulations. You will also participate in the selection of equipment suppliers and service providers for all necessary 3rd party activities. You will have close interactions across all departments of the organization.

Responsabilities:

• Lead the design of shore power system retrofit solutions on vessels.
• Support Project Manager and sales teams throughout retrofit tender stage.
• Incorporate Cavotec’s shore power products on all retrofit solutions. Propose modifications of Cavotec’s products when required.
• Lead all technical discussions and review all technical proposals submitted by external stakeholders.
• Collaborate with marine retrofit team in ensuring retrofit solution is practical and cost-effective during implementation during voyage and/or at shipyard.
• Support marine retrofit team in the selection and management of equipment suppliers and service providers. This includes attending FAT of 3rd party equipments.
• Where required, to appoint and manage the deliveries of engineering contractors.
• Develop shore power retrofit engineering competencies within the organization.

Requirements:

• Degree in Electrical Engineering
• At least 3 years of working experience in the engineering department of shipyards, marine retrofit organizations or shipping companies
• Well-versed in IACS class regulations for merchant ship design

Summary

This position is accountable for preparing the detailed Construction plans in accordance with the JGCAP’s company policies as the key person under the direction by JGCAP’s Site In-charge/ Project Manager and coordinating all construction activities on site among all JGCAP’s disciplines including subcontractors using his technical experiences and construction know-how and ensuring the completion of the work on schedule.

The detail plans as described above are as follows:

• Execution formation with the direction by JGCAP’s Site In-charge/ Project Manager.
• Outline of the Construction & sequence of work.
• Temporary facilities plan (If require) and subcontracting Plan.
• Manpower mobilization plan.
• Construction equipment mobilization plan.
• Work closely with the project scheduler on construction schedule and progress reporting.
• Constructability studies and plans, coordinate with Project Engineers and other related discipline as and when necessary.
• Scaffolding plan.
• Reflect the constructability plans in the inquiry for subcontracting.
• Preparation of documents such as specifications, procedures, manuals and etc.
• Erection plan of extra heavy equipment, inclusive of haulage plan.
• HSSE work control plan including rules and promotion plan together with JGCAP’s Site HSSE personnel.

Duties & Responsibilities:

• Initiate the subcontractors sourcing, inquiry package issuing, work scope clarification, sub-contractors evaluation & selection, cost negotiation and PO issuance.
• Work scope clarification & confirmation, BQ verification and construction direct & indirect cost estimation.
• Initiate Project’s Kick off meeting with the selected subcontractor and coordinating with selected subcontractors to ensure they are in line with company or project strategies and planning. Discussing and clarifying the detail of scope of work, execution plan, commercial issue and technical issue to minimize potential future conflict.
• Carry out constructability studies, construction activities planning and execution plan for the job.
• Coordinating with all engineering disciplines to ensure design, cost and client’s requirement can be achieved.
• Handling of issued drawings or field change sheet to ensure latest drawings to be applied.
• Work closely with the team member and subcontractor to prepare all the MSRA required for the project.
• Working closely with scheduler, subcontractors and clients to plan ahead and schedule critical work paths in order to avoid delays or obstructions on mechanical completion.
• Day to day management of the site, including supervising and monitoring the work progress, site labour force and any work of subcontractors.
• Overseeing quality control and health and safety matters on site.
• Maintain knowledge on all contract terms and legal requirements for project to avoid any delay in projects.
• Identify and resolve all technical issues in Construction process.
• Liaising with clients and company project team, including attending regular meeting and submitting reports to keep them informed of progress and construction issues.
• Liaising with any vendors, consultant, supervisors, subcontractors and the general workforce involved in the project.
• Assist the JGCAP’s Site In-charge/ Project Manager to monitor and manage the overall construction cost, including subcontractors’ progress billing, construction expenses and cost of variation order.
• Prepare and submit the weekly and monthly progress/construction reports to management.

• Degree in Mechanical engineering or equivalent.
• Over 3 years’ relevant experience in construction management field.
• Experience in oil and gas or chemical projects.
• Knowledge in construction planning.
• Knowledge and experience in sub-contracting work.
• Proficient in MS Office, MS Powerpoint and schedule reporting.
• Clear awareness of construction management tools and method of execution.
• Familiar with Construction Practices.
